Inequity Measures For Evaluations Of Environmental Justice: A Case Study Of Close Proximity To Highways In Nyc, Jerry O. Jacobson, Nicolas W. Hengartner, Thomas A. Louis Jan 2004

Inequity Measures For Evaluations Of Environmental Justice: A Case Study Of Close Proximity To Highways In Nyc, Jerry O. Jacobson, Nicolas W. Hengartner, Thomas A. Louis

Johns Hopkins University, Dept. of Biostatistics Working Papers

Assessments of environmental and territorial justice are similar in that both assess whether empirical relations between the spatial arrangement of undesirable hazards (or desirable public goods and services) and socio-demographic groups are consistent with notions of social justice, evaluating the spatial distribution of benefits and burdens (outcome equity) and the process that produces observed differences (process equity. Using proximity to major highways in NYC as a case study, we review methodological issues pertinent to both fields and discuss choice and computation of exposure measures, but focus primarily on measures of inequity. We present inequity measures computed from the empirically estimated …

That literature has not entirely lost its means when faced with great human tragedies is a fact widely debated when it comes to the Holocaust. This text relies on a discussion of the unspeakable in order to reflect on the texts written about Rwanda’s genocide. Reading those texts’ thresholds reveals a tension of writing between history and fiction, “devoir de mémoire” and near resignation of speech.

Florida's Energy Future: Opportunities For Our Economy, Environment And Security - Appendices, Florida Solar Energy Center, Philip W. Fairey

FSEC Energy Research Center®

The future of Florida's economy, environment and security is inextricably intertwined with our energy use decisions. Our state has one of the nation's fastest growing populations, promoting rapid expansion of an energy industry that imports its fuel supplies. Florida exports approximately $32 billion per year for these energy fuels. Moreover, the Florida economy depends critically on tourism and agriculture, and the fuels and energy products that maintain them. Our pristine environment is the primary natural resource supporting this unique economic engine and the adverse effects of our rapidly growing energy use now stress it. Our State's economic well-being and security …

Climatology Of Katabatic Winds In The Mcmurdo Dry Valleys, Southern Victoria Land, Antarctica, Thomas H. Nylen, Andrew G. Fountain, Peter T. Doran Jan 2004

Climatology Of Katabatic Winds In The Mcmurdo Dry Valleys, Southern Victoria Land, Antarctica, Thomas H. Nylen, Andrew G. Fountain, Peter T. Doran

Geography Faculty Publications and Presentations

Katabatic winds dramatically affect the climate of the McMurdo dry valleys, Antarctica. Winter wind events can increase local air temperatures by 30°C. The frequency of katabatic winds largely controls winter (June to August) temperatures, increasing 1°C per 1% increase in katabatic frequency, and it overwhelms the effect of topographic elevation (lapse rate). Summer katabatic winds are important, but their influence on summer temperature is less. The spatial distribution of katabatic winds varies significantly. Winter events increase by 14% for every 10 km up valley toward the ice sheet, and summer events increase by 3%. The spatial distribution of katabatic frequency …

Fast-Track To Disparity: How Federal Sentencing Policies Along The Southwest Border Are Undermining The Sentencing Guidelines And Violating Equal Protection, Erin T. Middleton

Utah Law Review

Defendant A was recently arrested in the Southern District of California for illegal reentry pursuant to 8 U.S.C. § 1326. Defendant A has no record of violent crime, but he has past convictions for illegal entry and possession of marijuana. Typically, a defendant in this situation would be eligible for up to six years in prison. However, Defendant A was arrested in Southern California, a district with a government-recognized early disposition, or "fast-track," program because it is overwhelmed with illegal entry cases. As a result, a prosecutor will likely give Defendant A the option of entering a pre-indictment guilty plea …

A Prototype System For Collaborative Virtual Environments: Design And Characterization, Moad Y. Mowafi, Thomas P. Caudell Jan 2004

A Prototype System For Collaborative Virtual Environments: Design And Characterization, Moad Y. Mowafi, Thomas P. Caudell

Electrical & Computer Engineering Technical Reports

Collaborative Virtual Environments (CVEs) are distributed virtual reality systems that allow multiple geographically distant users to communicate with each other and interact with virtual objects in a shared virtual world. Recently, there has been a growing interest in the development and use of CVEs. The design analysis of CVE systems reveals several critical technical issues: managing consistent distributed information, controlling access to objects by multiple users, supporting large number of users, handling new users joining an existing shared environment, and representing users to each other in the environment appropriately. As a result, various CVE systems have been developed to address …

Prediction Of Ground Water Vulnerability Using An Integrated Gis-Based Neuro-Fuzzy Techniques Jan 2004

Prediction Of Ground Water Vulnerability Using An Integrated Gis-Based Neuro-Fuzzy Techniques

Journal of Spatial Hydrology

There is a need to develop new modeling techniques that assess ground water vulnerability with less expensive data and which are robust when data are uncertain and incomplete. Incorporation of Geographic Information Systems (GIS) with a modeling approach that is robust has the potential for creating a successful modeling tool. The specific objective of this study was to develop a model using Neuro-fuzzy techniques in a GIS to predict ground water vulnerability. The Neuro-fuzzy model was developed in JAVA using four plausible parameters deemed critical in transporting contaminants in and through the soil profile. These parameters include soil hydrologic group, …

The Lineage Model And Archaeological Data In Late Classic Northwestern Belize, Jon B. Hageman Jan 2004

The Lineage Model And Archaeological Data In Late Classic Northwestern Belize, Jon B. Hageman

Anthropology Faculty Publications

As central topics of anthropological study from the 1940s through the 1970s, kinship and lineage became largely discredited during the 1980s. Recent scholarship, however, has indicated that kinship and lineage, when considered as the products of social activity, can make important contributions to studies of living and past populations. This paper explores the lineage as a model of social organization distinguished by specific activities practiced by members of Late Classic Maya social groups. This model is derived from cross-cultural literature on lineages, but practices associated with lineage organization are historically and culturally specific. A suite of archaeological correlates, based on …

Introduction To Law, Ethics, And Affirmative Action In America, Joseph P. Tomain

Faculty Articles and Other Publications

This article discusses the language of the opinion in Grutter v. Bollinger. The rhetoric and language that we use to address race is difficult, if not tortured. The article explains why Grutter should have been an easy case and a simple opinion, and the ways in which the final opinion was anything but simple.

Distribution, Abundance, And Age Structure Of Red Snapper (Lutjanus Campechanus) Caught On Research Longlines In U.S. Gulf Of Mexico, Karen M. Mitchell, Terry Henwood, Gary R. Fitzhugh, Robert J. Allman Jan 2004

Distribution, Abundance, And Age Structure Of Red Snapper (Lutjanus Campechanus) Caught On Research Longlines In U.S. Gulf Of Mexico, Karen M. Mitchell, Terry Henwood, Gary R. Fitzhugh, Robert J. Allman

Gulf of Mexico Science

Two pilot surveys were conducted in the northern Gulf of Mexico (Gulf) to determine the feasibility of sampling red snapper (Lutjanus campechanus) populations in offshore waters with bottom longline gear. The first pilot survey off Mississippi-Alabama was conducted in May 1999 and yielded a total of seven snapper from 60 stations. The second pilot survey was off Texas in June 2000 and yielded a total of 76 snapper from 44 stations. The catch per unit effort was 0.12 red snapper/100 hook hr [coefficient of variation (CV) = 0.54] in 1999 and 1.73 red snapper/100 hook hr (CV = …

Phenotypic And Genotypic Characterization Of Uromyces Appendiculatus From Phaseolus Vulgaris In The Americas, C. M. Araya, A. T. Alleyne, J. R. Steadman, Kent M. Eskridge, D. P. Coyne

Department of Plant Pathology: Faculty Publications

Populations of 90 Uromyces appendiculatus isolates were collected from throughout the Americas and evaluated for virulence on 19 standard bean rust differentials, and also on 12 landraces of Phaseolus vulgaris from South and Central America. The landrace differentials represented geographical centers of bean domestication. Three groups were observed. Two groups were isolates from centers of bean domestication and a third heterogeneous group comprised isolates from countries in South and Central America. Molecular analysis using random amplified polymorphic DNA–polymerase chain reaction (RAPD-PCR) was also conducted on these isolates. Cluster analysis of the molecular profiles showed three groups that corresponded to those …

Building Relationships That Last: Integrating Public Relations Into Web Design, Richard V. Mccarthy, Jay E. Aronson, Robert Petrausch Jan 2004

Building Relationships That Last: Integrating Public Relations Into Web Design, Richard V. Mccarthy, Jay E. Aronson, Robert Petrausch

Journal of International Information Management

This paper explores the relationship between web site design, public relations strategy, and a consumer's intention to return to a web site. This relationship is defined through a model that explores the influence of information satisfaction, particularly when the web site design is congruent with the consumer's expectations. The public relations dimension extends the consumer web site design model by interjecting a long-term focus on relationship building that organizations will need to make electronic commerce a viable investment in information technology resources. This is significant because it recognizes the importance of developing loyalty and trust online.

Web-Services - The Next Evolutionary Stage Of E-Business, Santosh S. Venkatraman Jan 2004

Web-Services - The Next Evolutionary Stage Of E-Business, Santosh S. Venkatraman

Journal of International Information Management

Web-Services are a set of new technologies that promise to take "service-oriented" distributed computing to a whole new level, and eventually take e-business to the next evolutionary stage. Web-Services, in a nutshell, let organizations bridge communication gaps among their information systems, and build new software applications by "stitching" together existing ones. It is capable of integrating applications written in different programming languages, developed by different vendors, and running on different servers with dissimilar operating systems. Web- Services would enable companies to seamlessly connect their information systems and business processes with those of their partners and customers - thus ushering in …
