Auditor independence was a global concern of financial regulators in the 1990's. Some observers saw this in a positive light, a natural development. Adjusting auditor independence rules was a manifestation of global convergence in corporate governance structures. New rules, especially rules leaning toward a harmonized system were welcome.
There was a more sobering view. This view held that global regulators were less concerned with convergence than they were with a sense of impending disaster. Things had gone too far. Significant, maybe even radical change was needed. The independence of corporate auditors had eroded; trust had been fundamentally compromised in the …

The Normativity of Law in Law and Economics Péter Cserne* 1. Introduction This paper is about some theoretical and methodological problems of law and economics (economic analysis of law, EAL). More specifically, I will use game theoretical insights to answer the question, relevant both for law and economics and legal philosophy, how should a social scientific analysis of law account for the normativity of law (the non-instrumental reasons for rule-following) while retaining the observer’s (explanatory or descriptive) perspective. Tennessee is experiencing a budget crisis related to the dollar amount per-pupil expended on kindergarten- through 12th-grade education when compared to other states. Resorts In Southern Appalachia: A Microcosm Of American Resorts In The Nineteenth And Early Twentieth Centuries., Mary F. Fanslow

Five resorts in East Tennessee--Montvale Springs and the Wonderland Hotel in the Smokies, Tate Spring in the Holston River Valley, Unaka Springs on the Nolichucky River, and the Cloudland Hotel at the summit of Roan Mountain--stand testament to the proposition that their region engaged fully with areas outside southern Appalachia. Their origins, clientele, and health and leisure offerings followed those of other resorts of the same time period. Moreover, the effects of national socioeconomic trends on the hotels serve as a contradiction to the stereotype of southern Appalachia as an isolated region barricaded from the outside world by mountainous topography. …

A Bayesian Technique For Task Localization In Multiple Goal Markov Decision Processes, James Carroll, Kevin Seppi

In a reinforcement learning task library system for Multiple Goal Markov Decision Process (MGMDP), localization in the task space allows the agent to determine whether a given task is already in its library in order to exploit previously learned experience. Task localization in MGMDPs can be accomplished through a Bayesian approach, however a trivial approach fails when the rewards are not distributed normally. This can be overcome through our Bayesian Task Localization Technique (BTLT).

This thesis is the culmination of my work as a graphic artist thus far. I chose to investigate the use of type and image in the production of social protest art, as it relates to historical and contemporary art as well as my own. Methods used in gathering the data include references from books, periodicals, websites, and hands-on application of the artistic process. Conclusions found within this paper suggest that using type and image within a multimedia process, serves to communicate important messages and attempts to educate the viewer on important political and social matters. This study describes and compares the reading habits and attitudes of students and parents in Title I and Non-Title I schools. The study was conducted because reading is an important basic skill that all children must acquire. The information gathered can be used to help parents provide beneficial experiences for their children in reading.
The literature review addresses literature and research related to factors identified as impacting readiness for school and reading achievement in elementary-age students. Race Reform In The Early Twentieth Century South: The Life And Work Of Willis Duke Weatherford., Sara Trowbridge Combs

Willis Duke Weatherford, a liberal pioneer in Southern race reform, argued that the ethics of Christianity obligated Southerners to address the social and economic problems faced by blacks in the early twentieth century. His strategy for improving race relations centred on educating Southerners and promoting economic uplift for blacks. Weatherford advocated race reform through the Young Men's Christian Association, the Southern Sociological Congress, and other voluntary organizations. He published books, taught courses, preached sermons, organized conferences, and raised funds from Northern philanthropists. Through an analysis of Weatherford's published writings and of his papers archived at the Southern Historical Collection, the …

This study was a correlational investigation of the effect of student demographic characteristics, prior academic performance, college academic performance, and college status on general education achievement at a rural community college in Tennessee. The criterion variable in this study was student performance on the Academic Profile examination, a nationally normed standardized test published by the Educational Testing Service that is designed to measure academic skills in general education subject areas.

This thesis, in support of the Master of Fine Arts exhibition entitled Burnished Souls at East Tennessee State University, Carroll Reece Museum, Johnson City, Tennessee, November 25- December 18, 2004, describes in detail three aesthetic themes that have informed my work; The Refined Sense of Beauty, A Newly Defined Function, and The Artistic Element of Smoke and Fire. These aesthetic themes are discovered and explained through both historic and contemporary influences and are described in relation to their influence on my current work.

Variable Resolution Discretization In The Joint Space, Christopher K. Monson, Kevin Seppi, David Wingate, Todd S. Peterson

We present JoSTLe, an algorithm that performs value iteration on control problems with continuous actions, allowing this useful reinforcement learning technique to be applied to problems where a priori action discretization is inadequate. The algorithm is an extension of a variable resolution technique that works for problems with continuous states and discrete actions. Results are given that indicate that JoSTLe is a promising step toward reinforcement learning in a fully continuous domain.

The objective of the proposed investigation is to conduct corrosion research and predict the durability of rock-bolts and other underground metallic roof supports. In critical areas, it is possible to use highly corrosion resistant steels for rock bolts at Yucca Mountain (YM) repository, as the steel rock bolts, as well as other materials such as Bernold type shields for tunnels at YM site [1-4]. In addition, there is propensity for stress corrosion cracking as well as hydrogen induced cracking in rock bolts likely to occur in YM repository emplacement under drift conditions.
