Devolution, Fiscal Federalism, And Changing Patterns Of Municipal Revenues: The Mismatch Between Theory And Reality, Dale Krane, Carol Ebdon, John R. Bartle Oct 2004

Devolution, Fiscal Federalism, And Changing Patterns Of Municipal Revenues: The Mismatch Between Theory And Reality, Dale Krane, Carol Ebdon, John R. Bartle

Public Administration Faculty Publications

Theories of fiscal federalism, such as those propounded by Musgrave, Tiebout, and Brennan and Buchanan, prescribe assignment of revenue sources among federal, state, and local governments. In this article, we demonstrate that the recent diversification of municipal revenue sources in response to devolutionary forces does not follow the expectations of the fiscal federalism theories. Our analysis suggests that the use of an institutional approach to the study of fiscal federalism would help to reduce the mismatch between theory and reality.

Internet Pharmacies: Why State Regulatory Solutions Are Not Enough, Linda C. Fentiman Oct 2004

Internet Pharmacies: Why State Regulatory Solutions Are Not Enough, Linda C. Fentiman

Elisabeth Haub School of Law Faculty Publications

Internet pharmacies are an economic and communications miracle--and a regulatory nightmare. It is estimated that Americans spent some $3.2 billion in 2003 on medications from the Internet, but Internet pharmacies permit consumers to evade long-standing regulatory protections, particularly those that rely on the oversight of drug prescribing and dispensing by licensed physicians and pharmacists.

Thermochronology Of The Modern Indus River Bedload: New Insight Into The Controls On The Marine Stratigraphic Record, Peter D. Clift, Ian H. Campbell, Malcolm S. Pringle, Andrew Carter, Xifan Zhang, Kip V. Hodges, Ali Athar Khan, Charlotte M. Allen

Faculty Publications

The Indus River is the only major drainage in the western Himalaya and delivers a long geological record of continental erosion to the Arabian Sea, which may be deciphered and used to reconstruct orogenic growth if the modern bedload can be related to the mountains. In this study we collected thermochronologic data from river sediment collected near the modern delta. U-Pb ages of zircons spanning 3 Gyr show that only ∼5% of the eroding crust has been generated since India-Asia collision. The Greater Himalaya are the major source of zircons, with additional contributions from the Karakoram and Lesser Himalaya. The …

Church Growth Consulting: Evolution Of An Intervention, Alan Mcmahan Oct 2004

Church Growth Consulting: Evolution Of An Intervention, Alan Mcmahan

Journal of the American Society for Church Growth

The rise of the church growth movement in the early 1970’s 1 produced new insights and understanding as to how churches experienced growth and decline. In the years since then an entire industry has emerged to further church growth research and to deliver the resulting insights to pastors and churches. These delivery methods have taken many different forms ranging from formal seminary curriculums, to seminars and workshops, to books and audio or videotapes and computer programs, to expert consultations. As might be predicted, the ability of each delivery system to actually empower lasting, fruitful change among churches and leaders varies.

Ensiling Immature And Frost Damaged Corn, Peter Jeranyama, Cody Wright, Kent Tjardes Oct 2004

Ensiling Immature And Frost Damaged Corn, Peter Jeranyama, Cody Wright, Kent Tjardes

SDSU Extension Extra Archives

Immature corn is corn that fails to reach adequate maturity and can not be sold at normal, prevailing market values without steep price discounts. Corn that is drought stressed, heat unit deficient, water logged, or frost damaged meets this definition. Corn is uniquely suited to silage making. But when corn is damaged or killed by frost before it reaches the desired maturity for ensiling, the stage of maturity at the time of frost is very critical. If frost is early and green leaves remain on plants it may be best to let the crop stand, as it will continue to …

Optically Thick Clumps – Not The Solution To The Wolf-Rayet Wind Momentum Problem?, J. Brown, J. Cassinelli, Q. Li, A. Kholtygin, Richard Ignace Oct 2004

Optically Thick Clumps – Not The Solution To The Wolf-Rayet Wind Momentum Problem?, J. Brown, J. Cassinelli, Q. Li, A. Kholtygin, Richard Ignace

ETSU Faculty Works

The hot star wind momentum problem eta = M-upsiloninfinity/(L/c) much greater than 1 is revisited, and it is shown that the conventional belief, that it can be solved by a combination of clumping of the wind and multiple scattering of photons, is not self-consistent for optically thick clumps. Clumping does reduce the mass loss rate. M, and hence the momentum supply, required to generate a specified radio emission measure epsilon, while multiple scattering increases the delivery of momentum from a specified stellar luminosity L. However, in the case of thick clumps, when combined the two effects act in opposition rather …

Deadline Analysis Of Interrupt-Driven Software, Dennis Brylow, Jens Palsberg Oct 2004

Deadline Analysis Of Interrupt-Driven Software, Dennis Brylow, Jens Palsberg

Mathematics, Statistics and Computer Science Faculty Research and Publications

Real-time, reactive, and embedded systems are increasingly used throughout society (e.g., flight control, railway signaling, vehicle management, medical devices, and many others). For real-time, interrupt-driven software, timely interrupt handling is part of correctness. It is vital for software verification in such systems to check that all specified deadlines for interrupt handling are met. Such verification is a daunting task because of the large number of different possible interrupt arrival scenarios. For example, for a Z86-based microcontroller, there can be up to six interrupt sources and each interrupt can arrive during any clock cycle. Verification of such systems has traditionally relied …

Eliminating Adversary Wmd: Lessons For Future Conflicts, Rebecca K.C. Hersman, Todd M. Koca Oct 2004

Eliminating Adversary Wmd: Lessons For Future Conflicts, Rebecca K.C. Hersman, Todd M. Koca

Strategic Forums

The failure to find substantial evidence of nuclear, biological, and chemical weapons in Iraq has exposed serious weaknesses in the U.S. understanding of the weapons of mass destruction (WMD) threat posed by its adversaries and in its ability to deal with these threats. A rancorous and highly politicized debate, primarily about the intelligence assessments of Iraqi WMD capabilities before Operation Iraqi Freedom, has dominated the national discussion of WMD in Iraq for months. Although Iraqi WMD capabilities remain elusive and, in- deed, weapons may never be found, elimination operations conducted there provide important lessons.

To See More Clearly And Broadly: Science And The Postmodern Sentiment, C. Jason Smith, Robert Froemke Oct 2004

To See More Clearly And Broadly: Science And The Postmodern Sentiment, C. Jason Smith, Robert Froemke

Reconstruction: Studies in Contemporary Culture

[First paragraph]

What we call postmodernism, whether we refer to the sciences or the humanities, is a certain preoccupation with the role of the human observer in the composition and perception -- perhaps even construction -- of reality. The postmodern condition, so to speak, is the moment in history when the hard sciences and the sciences of man seem to be suffering from the same anxieties about the relevance of the self-reflexive interaction between the observer and the subject to the fabric of existence and the web of knowledge. In simplest terms, we would define the postmodern question as this: …

Of Parts And Wholes: Self-Similarity And Synecdoche In Science, Culture And Literature, Dirk Vanderbeke Oct 2004

Of Parts And Wholes: Self-Similarity And Synecdoche In Science, Culture And Literature, Dirk Vanderbeke

Reconstruction: Studies in Contemporary Culture

[Editors' Introduction]

The discussion here centers on how self-similarity, or parts resembling a whole, has been a recurring aspect in the most diverse fields of human thinking from antiquity to the present. Primary examples are drawn from physics, biology, cybernetics, alchemy, philosophy, myth and, of course, language and literature. The author argues that self-similar patterns are one of the persistent ways in which the human mind structures its experience and knowledge of the world, and then examines some of the questions that arise when an almost ubiquitous concept, structure or linguistic and literary phenomenon resurfaces in a new guise in …

The Icann Experiment, Susan P. Crawford Oct 2004

The Icann Experiment, Susan P. Crawford

Cardozo Journal of International and Comparative Law

The article argues that the Internet Corporation for Assigned Names and Numbers (ICANN) derives its legitimacy primarily through a consensus-based governance model, rather than democratic or Administrative Procedure Act (APA)-style frameworks. While ICANN’s consensus model is imperfect and faces challenges such as holdouts and centralized decision-making tendencies, it remains the most viable approach for ensuring accountability, transparency, and global acceptance in internet governance. The article emphasizes that ICANN’s legitimacy depends on demonstrated consensus, as seen in its history, particularly in the development of the Uniform Dispute Resolution Policy (UDRP). It warns that shifting away from consensus toward centralized decision-making risks …
