The Proceedings Of The European Ombudsman, Simone Cadeddu

Law and Contemporary Problems

Given the severe institutional shortcomings of the European Ombudsman and the poor understanding of his duties among European citizens, the Ombudsman's information strategy does not appear to have been very effective so far. With dedication and activism, the Ombudsman continues to travel tirelessly year after year, participating in conferences, seminars, meetings, and visits with officials of Community and national institutions in all of the 25 Member States.

The Insufficiency Of International Legal Personality Of Kosova As Attained Through The European Court Of Human Rights: A Call For Statehood, Iliriana Islami Dec 2004

The Insufficiency Of International Legal Personality Of Kosova As Attained Through The European Court Of Human Rights: A Call For Statehood, Iliriana Islami

Chicago-Kent Law Review

The Essay starts with the question whether the idea of a "sovereign state" should wither away in the face of new processes, namely globalization and human rights, processes which are sweeping the world. My conclusion is that the bureaucratic rationale of statehood allows citizens to improve their human rights through participation in a political process. If human rights are not respected, international law would support the national law system that is akin to statehood.

Protection Of Human Rights Under Kosovo's Criminal Code And Criminal Procedure Code, Rexhep Murati

Chicago-Kent Law Review

The Criminal Code and Criminal Procedural Code of Kosovo, together with other laws from the fields of criminal and procedural law, provide protection of human rights to all of Kosovo's citizens based on the most advanced international standards of human rights. The Criminal Code of Kosovo increases the number of human rights and freedoms that are protected by law. The most important human rights and freedoms that benefit from this protection are the right to life and security of the person; fundamental rights and freedoms; and the rights to honor, reputation, personal dignity, marriage, family, and health. Distributed Data Mining Using Web Services., Vivek Mongolu 1977-

Electronic Theses and Dissertations

With the increasing computational power and the decreasing cost of high bandwidth networks resulted in Distibuted Systems. Distributed Data Mining is being used to analyze and monitor data in distributed systems. In the past, distributed technologies like Java RMI, CORBA were used for data mining but the result was a more tightly coupled system. Using web services a loosely coupled, interoperable distributed computing framework can be built. The topic of this thesis is to investigate the use of web service in distributed data mining. This thesis involves the design, development and implementation of distributed data mining using web services as …

Louise C. Morel, The Louisville Women's City Club, And Municipal Housekeeping In Louisville, 1917-1935., Gail Elizabeth Chooljian Nall

Electronic Theses and Dissertations

Louise C. Morel was a leading social reformer in Louisville from 1917 through the early 1940s. Morel's work is a primary example of the continuation of Progressive Era ideals into the decades after the traditional end of the Progressive Era. Because the areas in which she worked were those that had traditionally appealed to and benefited women and children, Morel became known as a municipal housekeeper. With the help of fellow members of the Louisville Women's City Club, Morel conducted numerous surveys, organized conventions to educate the public, gave speeches, and urged city leaders to institute reforms in various areas. …

This thesis is a personal examination of the process of creating, developing and portraying the character of Dionysus in University of Louisville's 1996 production of Euripides' The Bacchae. It begins with an examination of my acting process prior to study at the University of Louisville and focuses on learned skills which enabled me to meet challenges that I faced coming into this role. The latter part of this thesis examines the effect of my process on the outcome of the performance of the role. The five chapters of this thesis cover my approach to acting from the start of my …

The Heart Of The Matter : The Gendered Relationship Of Altruism And Marital Happiness., Natalie Jane Brinton Call 1978- Dec 2004

The Heart Of The Matter : The Gendered Relationship Of Altruism And Marital Happiness., Natalie Jane Brinton Call 1978-

Electronic Theses and Dissertations

In light of western cultural trends toward individualism, the presence of altruistic marital attitudes and behavior is examined as a predictor of marital happiness. Most quantitative studies exploring correlates of marital happiness use the same underlying concept of asking participants how their spouses' actions help them obtain marital happiness. Specifically, this research departs from convention by using a respondent's own level of altruism to predict his or her own marital happiness. Quantitative data gathered in the Louisville Metropolitan Survey 2004 is used for the project. Several methods of analysis find support for ties between certain manifestations of marital altruism and …

Anomaly Based Intrusion Detection For Network Monitoring Using A Dynamic Honeypot., Jeff Hieb Dec 2004

Anomaly Based Intrusion Detection For Network Monitoring Using A Dynamic Honeypot., Jeff Hieb

Electronic Theses and Dissertations

This thesis proposes a network based intrusion detection approach using anomaly detection and achieving low configuration and maintenance costs. A honeypots is an emerging security tool that has several beneficial characteristics, one of which is that all traffic to it is anomalous. A dynamic honeypot reduces the configuration and maintenance costs of honeypot deployment. An anomaly based intrusion detection system with low configuration and maintenance costs can be constructed by simply observing the egress and ingress to a dynamic honeypot. This thesis explores the design and implementation of a dynamic honeypot using a variety of publicly available tools. The main …

Policies Governing Use Of Computing Technology In Academic Libraries, Jason Vaughan Dec 2004

Policies Governing Use Of Computing Technology In Academic Libraries, Jason Vaughan

Library Faculty Research

The networked computing environment is a vital resource for academic libraries. Ever-increasing use dictates the prudence of having a comprehensive computer-use policy in force. Universities often have an overarching policy or policies governing the general use of computing technology that helps to safeguard the university equipment, software, and network against inappropriate use. Libraries often benefit from having an adjunct policy that works to emphasize the existence and important points of higher-level policies, while also providing a local context for systems and policies pertinent to the library in particular. Having computer-use policies at the university and library level helps provide a …

Lessons From The Interpretation/ Misinterpretation Of John Ogbu’S Scholarship, Edmund T. Hamann Dec 2004

Lessons From The Interpretation/ Misinterpretation Of John Ogbu’S Scholarship, Edmund T. Hamann

Department of Teaching, Learning, and Teacher Education: Faculty Publications

In November 2003, the Council on Anthropology and Education honored John Ogbu with the George and Louise Spindler Award, for exemplary and long-term contributions to educational anthropology. But in March 2003, a noted economist condemned Ogbu’s work as serving an “oppressive function.” In this paper, such contradictory instances are cited as the author recounts his encounters with Ogbu’s scholarship. Disparate assessments of Ogbu’s ideas and legacy raise important questions. What responsibility do educational anthropologists have for how their research is understood? Which aspects of Ogbu’s legacy should we hold onto as his work is interpreted in politicized and polarized ways?

Second-Order Two-Dimensional Systems: Computing The Transfer Function, George E. Antoniou, Marinos T. Michael Dec 2004

Second-Order Two-Dimensional Systems: Computing The Transfer Function, George E. Antoniou, Marinos T. Michael

Department of Computer Science Faculty Scholarship and Creative Works

In this paper the discrete Fourier transform is used to determine the coefficients of a transfer function of a new two-dimensional model of second-order: x(i1 + 2, i2 + 2) = A0 x(i 1 + 1, i2 + 1) + A1x(i1 + 1, i 2) +A2x(i1, i2 + 1). The algorithm is straightforward and has been implemented using the software package Matlab™. Two step-by-step examples illustrating the application of the algorithm are presented. © 2004 FEI STU.

Self-Disclosure In Intimate Relationships: Associations With Individual And Relationship Characteristics Over Time, Susan K. Sprecher, Susan S. Hendrick Dec 2004

Self-Disclosure In Intimate Relationships: Associations With Individual And Relationship Characteristics Over Time, Susan K. Sprecher, Susan S. Hendrick

Faculty Publications – Sociology and Anthropology

Self-disclosure is an act of intimacy and serves as a maintenance strategy, and yet very little prior research has examined self-disclosure within relationships with data collected multiple times over an extended period of time and from both partners. With longitudinal data collected from both partners in young adult dating couples, we examined how self-disclosure is associated with both individual characteristics (e.g., responsiveness, self-esteem) and relationship characteristics (satisfaction, love, commitment). Overall, men and women indicated a similar high level of self-disclosure. As hypothesized, positive associations were found between self-disclosure and the individual characteristics of self-esteem, relationship esteem (confidence as an intimate …

Entering The U.S. Securities Markets: Regulation Of Non-U.S. Issuers, Barbara Black Dec 2004

Entering The U.S. Securities Markets: Regulation Of Non-U.S. Issuers, Barbara Black

Elisabeth Haub School of Law Faculty Publications

The U.S. securities markets offer the greatest opportunities for businesses that wish to raise additional capital or expand their shareholder base. Large non-U.S.corporations regularly tap the U.S. market for infusions of capital, and the securities of many non-U.S. corporations are listed on the New York Stock Exchange or traded on NASDAQ. Smaller non-U.S. entities, however, may be deterred from entering the U.S. markets because of concerns about the burdens of U.S. securities regulation. These concerns are legitimate: a decision to enter the highly-regulated U.S. securities markets should not be made lightly. For non-U.S. private issuers, perhaps the greatest difficulty in …

Classroom Warfare—Aicpa And Aacsb Vs. Legal Studies: Result: The New Cpa Exam, Peter M. Edelstein Dec 2004

Classroom Warfare—Aicpa And Aacsb Vs. Legal Studies: Result: The New Cpa Exam, Peter M. Edelstein

Faculty Working Papers and Articles

The American Institute of Certified Public Accountants (AICPA) and the Association to Advance Collegiate Schools of Business (AACSB International) either intentionally or because of shortsightedness or ignorance have diminished the importance of the study of law. By choosing to ignore the news headlines and the illegal and unethical behavior of some executives, these organizations fail to realize the connection between a knowledge of the law and the quality of business leaders. The marginalization of legal studies ill-serves our students. The new computerized CPA Exam is the latest manifestation of this trend.
