This report provides a technical description of the Integrated Cooperative Decision-Making (ICDM) software toolkit for the development of intelligent decision-support applications. An overview of the transformational forces that have precipitated the need for a development toolkit capable of supporting a distributed, information-centric software environment, and the objectives of ICDM are contained in a companion CDM Technical Report (CDM-16-04) entitled: “The ICDM Development Toolkit: Purpose and Overview”.

Fears that terrorists may have the capabilities and intent to disseminate a variety of biologic agents has once again brought smallpox into the American consciousness. On December 13, 2002, recognizing that the global discontinuation of routine smallpox vaccination over two decades ago had left most Americans unprotected and vulnerable to the ravaging effects of the virus, the President announced a precautionary measure to begin vaccinating teams of emergency responders. The program commenced January 24, 2003. The Yosemite Butterflies (Text), And The Yosemite Butterflies (Text): Supplement Of Additional Information, Collections And Corrections For Volume 5, No. 1, Kenneth E. Davenport

The Taxonomic Report of the International Lepidoptera Survey

The current checklist covers the 170 known species and additional 48 subspecies known to occur in the Yosemite region, California, United States. This represents a total of 218 taxa (some being undescribed and unnamed) now recognized in the study area. This compares with Garth and Tilden’s 1963 survey which recognized 134 species and 16 additional subspecies, a total of 150 taxa. In addition to those, six additional species reported from the region are “questionable or doubtful” and another six species occur just outside the defined region.

An EUV radiation source that creates a stable solid filament target. The source includes nozzle assembly having a condenser chamber for cryogenically cooling a gaseous target material into a liquid state. The liquid target material is filtered by a filter and sent to a holding chamber under pressure. The holding chamber allows entrained gas bubbles in the target being emitted from the nozzle assembly. The target material is forced through a nozzle outlet tube to be emitted from the nozzle assembly as a liquid target stream. Distributed Source Separation Algorithms For Hyperspectral Image Processing, Stefan Robila

This paper describes a new algorithm for feature extraction on hyperspectral images based on blind source separation (BSS) and distributed processing. I use Independent Component Analysis (ICA), a particular case of BSS, where, given a linear mixture of statistical independent sources, the goal is to recover these components by producing the unmixing matrix. In the multispectral/hyperspectral imagery, the separated components can be associated with features present in the image, the source separation algorithm projecting them in different image bands. ICA based methods have been employed for target detection and classification of hyperspectral images. However, these methods involve an iterative optimization …

Transnational labor standards are modeled as cooperative solutions to the class of strategic dilemmas known as Stag Hunts, in which all actors would gain from a cooperative solution, but only if all cooperate. If you think a partner will defect, your best strategy is also to defect. Intuitively, India, Pakistan, and Bangladesh will all be better off if none of their children work and all go to school; however if one defects from this agreement it will capture a stream of foreign investment linked to child labor. Silicon Valley employers employ few African-Americans, Latino/as, or older workers, yet do not fit the usual paradigms of employment discrimination: they exhibit no taste for uniformity and do not employ job tournaments or internal labor markets. A new model of employment discrimination attributes disparate hiring in Silicon Valley to a combination of: demands for specific skill sets at hiring (the opposite of the subjective criteria that have long beguiled scholars of discrimination) and concomitant refusal to train; hiring through networks of personal contacts; and rewards to career paths that alternate employment with self-employment. Who Speaks For The Working Poor?: A Preliminary Look At The Emerging Tetralogy Of Representation Of Low-Wage Service Workers, Alan Hyde

Recent advocacy campaigns for low-wage service workers in New York City reveal a new pattern of representation by legal avocacy groups (like National Employment Law Project or law school clinics), governmental actors (like the state Attorney General or New York City Council), and immigrant rights groups. Such campaigns have won important economic and legal victories for Mexican workers in Korean greengroceries, West African delivery personnel for supermarkets and drug chains, and domestic workers. They have not, however, institutionalized workplace or political representation for these groups. Unions have either been passive, outmaneuvered, or played negative roles in these campaigns. Deregulation And Its Implications For Economic Growth, B.E. Aigbokhan

Economic and Financial Review

The study found that real exchange rate has a positive and significant impact on growth, inflation has similar impact. Government fixed investment has negative significant impact on growth, and so does external debt. Fiscal deficit was found to have positive but insignificant impact on growth. As the period covered in the study contains twenty six pre-deregulation years, the influence of deregulation may not have been accurately captured. Partly to address this concern, a dummy variables was introduced for the SAP years. It was found not to be significant, implying that the (SAP) introduced since 1986 did not translate into long-run …

This paper reviews the experience so far with the privatization of public utilities. To this end, the paper is organized into five sections. In order to underscore the essence of the programme, Section II makes a strong case for the privatization of public utilities in Nigeria while Section III discuses the significance of strategy and regulation in privatizing public utilities. This research examines the sources and factors affecting nutrient-laden groundwater discharge to the Great Bay Estuary. To further understand this relationship, examination of groundwater residence time, a review of historic land uses, and nitrate source tracking strategies were used. Seven submarine groundwater discharge (SGD) sites were selected, and groundwater monitoring networks were installed to examine the relationship between land use and groundwater quality at the discharge zones. Field activities were performed in the summer and fall of 2003 and 2004. Estuarine water intrusion in groundwater discharge samples confounded the analyses for major ion chemistry and boron isotopes. According to the Environmental Protection Agency, sprawl is among the biggest environmental challenges facing New England, where more than 1,200 acres of open space are lost to development each week. New Hampshire is the fastest growing state in New England, and much of this growth is located within the 42 community coastal watershed served by the New Hampshire Estuaries Project. On 3 December 2003, the Competition Appeal Tribunal in the UK upheld an application by IBA Health Ltd for judicial review against the Office of Fair Trading's decision not to refer the anticipated merger between iSoft Plc and Torex Plc to the Competition Commissionfor detailed investigation. This is the first case under the new merger control provisions in the Enterprise Act 2002 to come before the Tribunal for judicial review under Section 120 of that Act.

The Effect Of Prostaglandin Inhibitor On Pregnancy Rates Of Heifer Embryo Transfer Recipients, Jared William Mcnaughtan

Theses and Dissertations

Manipulation of the reproductive tract results in increased levels of prostaglandin, which may, in turn, reduce pregnancy rates in embryo recipients. Administration of a prostaglandin inhibitor prior to embryo transfer improves pregnancy rates in cows. Embryo transfer into heifers is more difficult and often requires additional manipulation of the uterus. This study was designed to determine whether administration of the prostaglandin inhibitor, flunixin meglumine, immediately prior to embryo transfer increases pregnancy rates in heifers. Heifers (n=466) were divided into two equal groups based on BCS (range=6-7) and weight (range=256-455). Estrus was synchronized in heifers by giving two injections of prostaglandin …
