Distributed Power Control Of Cellular Networks In The Presence Of Channel Uncertainties, Maciej Jan Zawodniok, Q. Shang, Jagannathan Sarangapani Jan 2004

Distributed Power Control Of Cellular Networks In The Presence Of Channel Uncertainties, Maciej Jan Zawodniok, Q. Shang, Jagannathan Sarangapani

Electrical and Computer Engineering Faculty Research & Creative Works

A novel distributed power control (DPC) scheme for cellular networks in the presence of radio channel uncertainties such as path loss shadowing, and Rayleigh fading is presented. Since these uncertainties can attenuate the received signal strength and can cause variations in the received Signal-to-lnterference ratio (SIR), the proposed DPC scheme maintains a target SIR at the receiver provided the uncertainty is slowly varying with time. The DPC estimates the time varying nature of the channel quickly and uses the information to arrive at a suitable transmitter power value . Further, the standard assumption of a constant interference during a link's …

Ergodic Capacity Of Doubly Selective Rayleigh Fading Mimo Channels, Chengshan Xiao, Y. Rosa Zheng Jan 2004

Ergodic Capacity Of Doubly Selective Rayleigh Fading Mimo Channels, Chengshan Xiao, Y. Rosa Zheng

Electrical and Computer Engineering Faculty Research & Creative Works

The ergodic capacity is investigated for doubly selective (frequency selective and time varying) MIMO Rayleigh fading channels. A closed form formula is derived that quantifies the effect of the ISI fading on the ergodic capacity into an ISI degradation factor. It is discovered that, in general frequency selective MIMO channels, the inter-tap correlations of the ISI fading will reduce the ergodic capacity comparing to the frequency flat fading channel. Only in the special case when the ISI fading does not have inter-tap correlations will the ergodic capacity be the same as that of the frequency flat channel. This new formula …

Measuring The Robustness Of A Resource Allocation, Shoukat Ali, A. A. Maciejewski, Howard Jay Siegel, Jong-Kook Kim Jan 2004

Measuring The Robustness Of A Resource Allocation, Shoukat Ali, A. A. Maciejewski, Howard Jay Siegel, Jong-Kook Kim

Electrical and Computer Engineering Faculty Research & Creative Works

Parallel and distributed systems may operate in an environment that undergoes unpredictable changes causing certain system performance features to degrade. Such systems need robustness to guarantee limited degradation despite fluctuations in the behavior of its component parts or environment. This research investigates the robustness of an allocation of resources to tasks in parallel and distributed systems. The main contributions are 1) a mathematical description of a metric for the robustness of a resource allocation with respect to desired system performance features against multiple perturbations in multiple system and environmental conditions, and 2) a procedure for deriving a robustness metric for …

Navigation Of Mobile Sensors Using Pso And Embedded Pso In A Fuzzy Logic Controller, Ganesh K. Venayagamoorthy, Sheetal Doctor Jan 2004

Navigation Of Mobile Sensors Using Pso And Embedded Pso In A Fuzzy Logic Controller, Ganesh K. Venayagamoorthy, Sheetal Doctor

Electrical and Computer Engineering Faculty Research & Creative Works

This paper presents novel structures for optimization and communication of a swarm of mobile sensors or robots for maximizing local and global tasks such as firefighting, landmine detection, radioactivity detection, etc. The navigation of the sensors is carried out using two strategies. The first strategy is based on particle swarm optimization (PSO) and the second strategy is based on a swarm of fuzzy logic based controllers. In addition, the membership functions and the rules of the fuzzy logic controller (FLC) are optimized using the PSO algorithm. Navigation of mobile sensors is considered in this paper to locate desirable target sources …

Remembrance Of Things Past? The Relationship Of Past To Future In Pursuing Justice In Mediation, Carrie Menkel-Meadow Jan 2004

Remembrance Of Things Past? The Relationship Of Past To Future In Pursuing Justice In Mediation, Carrie Menkel-Meadow

Georgetown Law Faculty Publications and Other Works

In this Article I seek to explore, not resolve, some of the issues and tensions in the role of temporality in achieving justice through mediative processes and to suggest some correctives at the practice level, as well as encourage some deeper thinking at the theoretical level. I focus here on issues of expression of temporality ("the past") in the "justice and mediation" question, not on issues of how the past should be judged - by the rule of law, culture, or universal human rights principles, or even how it can be "managed" when understandings of the past conflict or cannot …

Too Much Heart And Not Enough Heat: The Short Life And Fractured Ego Of The Empathic, Heroic Public Defender, Abbe Smith Jan 2004

Too Much Heart And Not Enough Heat: The Short Life And Fractured Ego Of The Empathic, Heroic Public Defender, Abbe Smith

Georgetown Law Faculty Publications and Other Works

In this Article I will examine Professor Ogletree's paradigm for motivating and sustaining public defenders ten years after he proposed it. I will discuss whether Professor Ogletree's paradigm works for defenders in the predominantly high-volume, urban settings in which they practice, and if so, for how long. If the paradigm works for short-term defenders only - or those with smaller caseloads - then perhaps it is a temporary, not a sustaining, motivation. I will examine whether the paradigm is helpful- on an aspirational level if nothing else – or whether it emphasizes motivations that are ultimately self-defeating. After discussing Professor …

Libelle Self-Contained Anti-G Ensemble: Overcoming Negative Transfer, Michael T. Hoepfner, Marian C. Schultz, James T. Schultz Jan 2004

Libelle Self-Contained Anti-G Ensemble: Overcoming Negative Transfer, Michael T. Hoepfner, Marian C. Schultz, James T. Schultz

Journal of Aviation/Aerospace Education & Research

G-suits have changed over the years since Dr. Wilbur Franks invented the first anti-g suit. For the past decade the United States Air Force has been using the Combat Edge ensemble and the associated L-1 straining maneuver. The Air Force is now testing the Libelle Self-contained Anti-G Ensemble (SAGE); it uses a unique Libelle Straining Maneuver (LSM). The suit and the straining maneuver were determined to be valid; however, the effects of negative transfer must be addressed or it will have a significant impact on the success of this program.

Collision Avoidance In Traffic Patterns - Time, Flying Tasks And Visual Scanning, Thomas Kirton Jan 2004

Collision Avoidance In Traffic Patterns - Time, Flying Tasks And Visual Scanning, Thomas Kirton

Journal of Aviation/Aerospace Education & Research

Conducting traffic pattern and landing training at non-towered airports presents an instructor and student a challenging environment. The training must be effective in all aspects of the maneuvering and landing and at the same time safety is an overriding concern. Some flight training organizations conduct training in "traffic saturated" environments. The potential for mid-air collisions at these airports is a major concern.

Publishing Aviation Research: A Literature Review Of Scholarly Journals, Robert W. Kaps, Ed Phillips Jan 2004

Publishing Aviation Research: A Literature Review Of Scholarly Journals, Robert W. Kaps, Ed Phillips

Journal of Aviation/Aerospace Education & Research

The importance of the aviation industry's socio-economic impact, domestically and globally, cannot be denied. In light of this and, as aviation continues to evolve as an academic field of study, post-secondary institutions with aviation specific curriculum have grown,in number and prominence. As a direct consequence of academic growth, the necessity to publish follows as a concomitant requirement. Through the diligence of those researchers actively conducting aviation related research a common theoretical and conceptual base for aviation specific research has been established. The void that once existed for aviation research has been filled, predominantly by three aviation specific journals and a …

The Threat To Constitutional Academic Freedom, J. Peter Byrne Jan 2004

The Threat To Constitutional Academic Freedom, J. Peter Byrne

Georgetown Law Faculty Publications and Other Works

Since the late 1980s, the academic authority of colleges and universities has been subjected to continuing blasts of criticism. Culture warriors portray decayed institutions where sixties radicals have seized control and terrorize students and the few remaining honest faculty with demands for political conformity or bewilder them with incomprehensible theorizing. Some valid criticisms by these writers can be gleaned among their towering hyperbole and tendentious accusations. But the overall effect has been to paint for the broader public an alarming, misleading picture of intolerance and cant. The prevalence of this picture, however false it may be, imperils the constitutional autonomy …

Gaming Delaware, William W. Bratton Jan 2004

Gaming Delaware, William W. Bratton

Georgetown Law Faculty Publications and Other Works

Back in 2000, at the World Trade Center in Portland, Oregon, Time Belden and other Enron electricity traders carefully studied the regulations governing California's new electricity market. Belden thought that the complex rules were "prone to gaming." And game them he did. Under one strategy, Enron filed imaginary transmission schedules, creating nonexistent congestion, so as to draw on the rules' provision of payment to alleviate congestion. They called it "Death Star." Then there was "Ricochet," or megawatt laundering, under which Enron circumvented price caps by exporting power out of California, only to bring the power back later, when the State, …

Leaders, Followers, And Free Riders: The Community Lawyer’S Dilemma When Representing Non-Democratic Client Organizations, Michael R. Diamond, Aaron O'Toole Jan 2004

Leaders, Followers, And Free Riders: The Community Lawyer’S Dilemma When Representing Non-Democratic Client Organizations, Michael R. Diamond, Aaron O'Toole

Georgetown Law Faculty Publications and Other Works

This article will explore various aspects of the dissonance between the democratic ideal and the reality of groups in disenfranchised and disempowered communities. We will discuss the intersection of democracy and community action by examining the sociology of groups and the social psychology of leaders and followers. We will also examine the role of, and choices presented to, an attorney working in a community and for local community groups.

Sunsetting Judicial Opinions, Neal K. Katyal Jan 2004

Sunsetting Judicial Opinions, Neal K. Katyal

Georgetown Law Faculty Publications and Other Works

Contemporary constitutional law, in its quest for judicial restraint, has primarily focused on "the how" of judging - what interpretive methods will constrain the decisionmaker? This Article, by contrast, focuses on the "when"- if there are reasons to think that today's judicial decisions might later prove to be problematic, then are there methods that alter the timing of those decisions' impact to produce better outcomes? This Article outlines one new method for judicial decisionmaking in the post-9/11 world. Informed by pervasive legislative practices, I contend that the Supreme Court should prospectively declare that some of its national security opinions will …

Constitutional Hardball, Mark V. Tushnet Jan 2004

Constitutional Hardball, Mark V. Tushnet

Georgetown Law Faculty Publications and Other Works

For the past several years I have been noticing a phenomenon that seems to me new in my lifetime as a scholar of constitutional law. I call the phenomenon constitutional hardball. This Essay develops the idea that there is such a practice, that there is a sense in which it is new, and that its emergence (or re-emergence) is interesting because it signals that political actors understand that they are in a position to put in place a new set of deep institutional arrangements of a sort I call a constitutional order. A shorthand sketch of constitutional hardball is this: …

Some Thoughts On Proposed Revisions To The Organizational Guidelines, Julie R. O'Sullivan Jan 2004

Some Thoughts On Proposed Revisions To The Organizational Guidelines, Julie R. O'Sullivan

Georgetown Law Faculty Publications and Other Works

In this article, Professor O'Sullivan, who served as the reporter for the U.S. Sentencing Commission's Ad Hoc Advisory Group for Organizational Sentencing Guidelines, reflects on that Group's work. She concludes that the potential impact of many of the policy fixes within the power of the Sentencing Commission is dwarfed by decisions that lie solely within the power of the Department of Justice or Congress. Specifically, Department of Justice decisions regarding what constitutes organizational "cooperation" may have a determinative impact on organizational incentives regarding compliance efforts and decisions to investigate, self-report, and cooperate in the remediation of organizational wrongdoing. Professor O'Sullivan …

Book Review Of Mark E. Wojcik, Illinois Legal Research (2003), Jennifer Locke Davitt Jan 2004

Book Review Of Mark E. Wojcik, Illinois Legal Research (2003), Jennifer Locke Davitt

Georgetown Law Faculty Publications and Other Works

Designed as a "teaching tool rather than a bibliographic compilation of state legal research sources" (p.xviii), "Illinois Legal Research" provides practical instruction primarily to law students. It can also serve as a ready reference tool for practitioners and others interested in researching laws specific to Illinois.

Mark Wojcik, associate professor of law at the John Marshall Law School in Chicago, begins with a quick review of basic legal research methods and gives tips for developing effective and efficient research skills. He transitions into in-depth explanations of Illinois law, covering topics such as constitutions, judicial decisions, statutes and ordinances, administrative law, …
