I seek to establish here the degree to which multilateralism prevailed in the postwar era, or instead was overcome by unilateralist objectives and methods in pursuit of national interests. The empirical basis and special focus in much of my analysis is the discussion of Canada's role in regard to the diplomacy of the Pacific fisheries and more generally in regard to the process of developing modern ocean law as reflected in Canadian-U.S.-Japanese-British relations.

Marine Ecosystem Management & (And) A Post-Sovereign Transboundary Governance, Bradley Karkkainen

San Diego International Law Journal

This paper argues that for purposes of managing transboundary environment problems in general, and marine ecosystems in particular, the role of international law as traditionally understood is somewhat overrated. Binding international legal obligations owed by states to other states often turn out to be a good deal less important in environmental problem solving than is commonly supposed by many international lawyers, legal scholars, and environmental NGOs (non-governmental organizations). Specifically, this paper argues that emphasis on binding multilateral environmental agreements among sovereign states is often misplaced and possibly even counterproductive, insofar as it threatens to divert attention from more promising strategies …

Chromium is a potentially toxic element to plants and animals commonly associated with serpentine and anthropogenic sources. An abandoned Cr strip-mine at US National Guard Camp SLO, CA containing serpentinitic parent material was tested for total and bioavailable Cr in the soil and overlying vegetation via US EPA Methods 3050a (Total Cr) and 1311 (Total Characteristic Leaching Procedure, TCLP) (US EPA, 1995), respectively. The analysis of total and bioavailable Cr was used to assess the risk of nearby surface and groundwater contamination and to evaluate the site’s need for remediation. This article addresses the corrosive interplay between the patent-based and the sovereign- based systems of ownership of genetic material. In patent-based systems, genetic material is increasingly “owned” by corporations or research institutions which obtain patents over such material. In sovereign-based systems, the national government owns or extensively controls such material. As more patents issue for synthesized genes in developed countries through the patent system, more raw genetic material is legally enclosed by the governments of developing nations, which house most of the world’s wild or raw genetic material. Marmot Distribution And Habitat Associations In The Great Basin, Chris H. Floyd

Western North American Naturalist

In this study I describe the distribution and habitat associations of yellow-bellied marmots (Marmota flaviventris) in the Great Basin, compare my findings with those of E.R. Hall during his 1929–1936 survey and later surveys, and discuss potential reasons for changes in marmot distribution over time. I found 62 marmot burrow sites in 18 mountain ranges, mostly in rocky meadows situated on well-drained slopes between 2100 m and 3000 m elevation. Marmots were generally found near burrows dug within talus slopes, talus-like rock piles, or clusters of massive boulders. Oceanspray (Holodiscus discolor) was the shrub most commonly …

Dynamics Of A Dwarf Bear-Poppy (Arctomecon Humilis) Population Over A Sixteen-Year Period, K. T. Harper, Renée Van Buren

Western North American Naturalist

A population of the dwarf bear-poppy (Arctomecon humilis Coville, Papaveraceae) at Red Bluff, Washington County, Utah, was monitored twice annually between 1987 and 2002. This is a narrowly endemic, gypsophilous species that has been formally listed as endangered since 1979. During the 16 years of observation, density of this species has fluctuated between 3 and 1336 individuals on the 0.07-ha monitoring plot. Moderate to large recruitments of seedlings occurred in 1992, 1995, and 2001. Seedling recruitments from a large, long-lived seed bank are triggered by abundant precipitation during the February–April period. At least 5.0 cm of rainfall is required …

The scolopendrid centipede genus Arthrorhabdus Pocock, 1891, comprises 6 species: A. formosus Pocock, 1891, the type species, occurring in southern Africa (Mpumalanga, Free State, Western and Northern Cape Provinces, South Africa, and southern Namibia); A. somalus Manfredi, 1933, in Somalia and Yemen; A. jonesii Verhoeff, 1938, from southern India (Kerala Province); A. mjobergi Kraepelin, 1916, and A. paucispinus Koch, 1984, in Australia (Western and South Australia, Northern Territory, and Queensland); and A. pygmaeus (Pocock, 1895), in the south central and southwestern United States, Mexico, and, potentially, Belize. This sporadic occurrence suggests that the genus is polyphyletic, and the monotypic synonym, …

Relocations of black-tailed prairie dogs have occurred both to save individual prairie dogs from urban development and to reestablish populations that have been extirpated. Unfortunately, however, many past relocation efforts rarely exceeded 40% retention. Many factors have contributed to very low retention rates in past relocation efforts including lack of (1) suitable habitat, (2) proper artificial burrow systems, (3) aboveground acclimation cages or pens, and (4) skilled people conducting the relocations. Many studies have assessed genetic changes in exotic plant species in their native and introduced ranges, but none have focused on genetic variation in native plant species in response to exotic invasion. We examine characteristics of native plant communities within and outside old (>25 year) invasions of Acroptilon repens (Russian knapweed) and Cardaria draba (hoary cress). We also document genetic variability of 4 native grass populations (Hesperostipa comata [needle and thread], Achnatherum hymenoides [Indian ricegrass], Sporobolus airoides [alkali sacaton], and Poa secunda [Sandberg bluegrass]) from 2 areas: adjacent to and within weed invasions. Evaluating The Geographic Distribution Of Plants In Utah From The Atlas Of Vascular Plants Of Utah, R. Douglas Ramsey, Leila Shultz

Locations of 73,219 vascular plant vouchers representing 2438 species were digitized from the Atlas of the Vascular Plants of Utah (Albee et al. 1988). Source maps consist of 1:6,000,000-scale shaded relief maps of Utah with points representing collection locations by species. Location points, representing 1 or more specimens, were transposed onto these maps from the approximately 400,000 herbarium records of 3 major universities and federal land management agencies. These source maps were digitized into an ARC/InfoTM database in order to reproduce the atlas in digital form. Analysis of all locations revealed a mapping bias of the original authors to …

The Relationship Among Various Learner Characteristics And Reading Achievement As Measured By The Florida Comprehensive Assessment Test, Amanda A. Privé

The present study examined the relationships among various learner characteristics and reading achievement, as measured by the Florida Comprehensive Assessment Test (FCAT). Using a multiple regression, the independent variables grade, gender, ethnicity, and motivation to read were used to predict the dependent variable, reading achievement. Participants in this study consisted of 585 students from nine elementary, nine middle, and nine high schools across three districts in Florida.

Using archival data from a database composed by the Florida Center for Reading Research, the FCAT and Motivation to Read Profile were used to compute reading achievement and motivation to read, respectively. FCAT …
