A Gradual Shift In U.S. Privacy Laws Towards A Comprehensive Regime , Kamaal R. Zaidi

This paper examines the current trends in a predominantly sectoral U.S. privacy regime that appears to be becoming more comprehensive in nature with respect to data privacy protection. This trend has been greatly attributed to the European Union's comprehensive position on data privacy protection. This paper investigates the growth in U.S. data privacy protection in relation to federal and state legislative history, federal administrative procedures, and private industry efforts. This shift from sectoral to comprehensive regimes is significant in the backdrop of U.S-EU trade relations.

Racism As "The Nation's Crucial Sin": Theology And Derrick Bell , George H. Taylor

The Article probes a paradox that lies at the heart of the work of critical race scholar Derrick Bell. Bell claims on the one hand that racism is permanent, and yet on the other he argues that the fight against racism is both necessary and meaningful. Although Bell’s thesis of racism’s permanence has been criticized for rendering action for racial justice unavailing, the Article advances an understanding of Bell that supports and defends the integrity of his paradox. The Article draws upon the work of Protestant theologian Reinhold Niebuhr and Niebuhr’s paradox that social action is both necessary and meaningful …

A Two Phase Approach To Bayesian Network Model Selection And Comparison Between The Mdl And Dgm Scoring Heuristics, Michael Kane, Sahin Ferat, Andreas Savakis

This paper presents an efficient algorithm for learning a Bayesian belief network (BBN) structure from a database, as well as providing a comparison between two BBN structure fitness functions. A Bayesian belief network is a directed acyclic graph representing conditional expectations. In this paper, we propose a two-phase algorithm. The first phase uses asymptotically correct structure learning for efficient search space exploration, while the second phase uses greedy model selection for accurate search space exploration. The minimum description length (MDL) structure fitness function is also compared with the database given model probability (DGM) fitness function in the second phase. The …

Measurement Of Anti-Cancer Agent Methoxyamine In Plasma By Tandem Mass Spectrometry With On-Line Sample Extraction, Shuming Yang, Lili Liu, Stanton L. Gerson, Yan Xu

In this work, we present the development and validation of a tandem mass spectrometry method for the quantitative determination of methoxyamine (CH3ONH2), a potential new chemotherapeutic agent, in human and mouse plasma. Methoxyamine together with the internal standard (I.S.) methoxyl-D3-amine was directly derivatized in plasma sample with a novel chemical agent 4-(N,N-diethylamino)benzaldehyde. The product solution was injected into an on-line Oasis® HLB extraction column ( mm) for analyte extraction. After the elution of extractives, the derivatized analytes were monitored by the positive-electrospray-ionization mass spectrometry (ESI-MS-MS). Private Versus Public Juvenile Correctional Facilities: Do Differences In Environmental Quality Exist?, Gaylene Armstrong, Doris Layton Mackenzie

Criminology and Criminal Justice Faculty Publications

Expansion in the operation of private sector correctional facilities has sparked a number of debates. A primary concern is that environmental quality for offenders incarcerated in privately operated facilities will be poorer than publicly operated facilities due to the profit motivation of the private sector. This study examined data collected from 48 residential juvenile correctional facilities in 19 states (16 private and 32 public facilities). Self-report surveys, including cognitive assessments of 13 conditions of confinement, were administered to juvenile delinquents (N = 4,121) incarcerated in these facilities. Tight Coupling Between Soil Moisture And The Surface Radiation Budget In Semiarid Environments: Implications For Landatmosphere Interactions, Eric E. Small, Shirley A. Kurc

Environmental Science and Geology Faculty Research Publications

Observations are used to examine how soil moisture influences the surface radiation budget, ground heat flux, and available energy in semiarid environments. Defining this relationship is critical to understand interactions between the land surface and the atmosphere, in particular assessing if a feedback exists between soil moisture and rainfall anomalies. We use two summers of data collected from semiarid grassland and shrubland ecosystems in central New Mexico. The response of surface radiation budget components and other variables to soil moisture variations are quantified via linear regression.
