English Learners In California Schools: Unequal Resources, Unequal Outcomes, Patricia Gándara, Russell Rumberger, Julie Maxwell-Jolly, Rebecca Callahan
Education Policy Analysis Archives (EPAA)
The Williams vs the State of California class action suit on behalf of poor children in that state argues that California provides a fundamentally inequitable education to students based on wealth and language status. This article, an earlier version of which was prepared as background to that case, reviews the conditions of schooling for English learners in the state with the largest population of such students, totaling nearly 1.6 million in 2003, and comprising about 40 percent of nation’s English learners. ...

Compositions, Methods And Kits Relating To Remodel, Volkhard Lindner, Robert E. Friesel

The invention relates to novel nucleic acids encoding a mammalian adventitia inducible and bone expressed gene designated REMODEL, and proteins encoded thereby, whose expression is increased in certain diseases, disorders, or conditions, including, but not limited to, negative remodeling, arterial restenosis, vessel injury, ectopic ossification, fibrosis, and the like. REMODEL also plays a role in cell-cell and cell-matrix adhesion, bone density, bone formation, dorsal closure, and is associated with spina bifida-like phenotype. The invention further relates to methods of treating and detecting these diseases, disorders or conditions, comprising modulating or detecting REMODEL expression and/or production of REMODEL polypeptide.

Local And Regional Interests In The Debate On Optimal Securities Regulatory Structure, Poonam Puri

In considering optimal securities regulatory structure, it is important to determine whether distinctive local and regional capital markets exist. If so, they should be taken into account.
A capital market is comprised of issuers and investors. In respect of issuers, this study finds that local infrastructures for capital raising (LICRs) exist for certain industries and levels of market capitalization. An LICR is defined as a geographic region where there is a critical mass of issuers of a certain industry type or level of market capitalization; this allows local securities regulators and professionals (such as investment bankers, lawyers and accountants) to …
