It has been recently found that the initial-energy effect, which is associated with the finite initial energy of carriers entering the multiplication region of an avalanche photodiode (APD), can be tailored to reduce the excess noise well beyond the previously known limits for thin APDs. However, the control of the initial energy of injected carriers can be difficult in practice for an APD with a single multiplication layer. In this paper, the dead-space multiplication recurrence theory is used to show that the low noise characteristics associated with the initial-energy effect can be achieved by utilizing a two-layer multiplication region. What is to our knowledge a new scene-based algorithm for nonuniformity correction in infrared focal-plane array sensors has been developed. The technique is based on the inverse covariance form of the Kalman filter (KF), which has been reported previously and used in estimating the gain and bias of each detector in the array from scene data. The gain and the bias of each detector in the focal-plane array are assumed constant within a given sequence of frames, corresponding to a certain time and operational conditions, but they are allowed to randomly drift from one sequence to another following a discrete-time …

Ground water resources have long been the neglected stepchild of water law. While agreements focusing on transboundary rivers and lakes have been relatively common, there is a paucity of treaties and international norms squarely addressing shared ground water resources. As a result, the rules governing the use, management, and conservation of transboundary ground waters is unclear at best.

Casey, the Supreme Court of Utah was presented with questions regarding a victim's right to be heard at a change of plea hearing and standing to appeal an adverse ruling in relation to his right to be heard, as well as the appropriate form of notification and invocation of such rights. By relying heavily on the plain language of the Victims' Rights Amendment of the Utah Constitution, the Utah Victims' Rights Act and the Utah Rights of Crime Victims Act, the court held that the victim: "(1) had the right to appeal the district court's rulings …

This research utilizes the case study method to examine the effectiveness of truancy statutes recently implemented in Florida's Fourth Judicial Circuit prior to the 1999-2000 school year. The statutes were implemented state wide, but this study concentrates on the Fourth Judicial Circuit. The Fourth Judicial Circuit in Northeast Florida consists of Duval, Clay, and Nassau Counties. The legislation examined requires individual schools to conduct an initial truancy intervention when a student has accumulated 5 unexcused absences in a calendar month or 10 unexcused absences in any 90-day period.

This paper revisits hegemonic stability theory to examine whether hegemony, in terms of its major justifications, applies to the United States in the present period. The paper finds that over time, particularly since the end of the Cold War, the role of the United States has increasingly changed from hegemonic stabilization to destabilization. While hegemonic destabilization such as the unleashing of finance capital and military preparedness out of proportion to existing threats, has been noticeable since the Reagan period, recent American policies of aggressive unilateralism and deficit spending have been increasingly destabilizing. Although Malaysia has been a long-term ally of the US, relations have been complicated by prime minister Mahathir Mohamad's anti-Western stand. This article offers an unconventional approach to the study of US-Thai relations. The conventional approach emphasizes political, military, and security affairs but ignores the interrelationship between the economic and political roles of the US in Thai policy making. This study emphasizes the US economic influence in two periods: during the period of anti-communism in the Cold War era, and again during the financial crisis of 1997 onwards. It also questions generalizations about the increase in political Islamic fundamentalism in the region perceived by the press and American sympathizers. Over the past two decades, pressure to both reform public education and provide educational choices for families has led to the creation of charter schools. Charter schools are based on the premise of operational autonomy in exchange for accountability for agreed upon results. Their appeal is widespread, with over 2,000 charter schools opening in the United States since 1990.

The purpose of the present study was to examine the self-perceptions of effective non-native English speaking teachers (non-NESTs) of English as a Second Language (ESL) regarding their teaching behaviors. The study also sought to discover the relationship between effective non-NEST perceptions of their teaching behaviors and stereotypes for those behaviors. It further sought to define what experiences have contributed to their non-conformation if their perceptions do not fit the negative stereotypes of teaching behaviors of non-NESTs.

If there is any group that really needs to understand the concept of natural rights, it is professors of constitutional law. The document they teach was written by a generation who uniformly believed in natural rights, used the concept to justify a violent revolution from their mother country, and professed their continued commitment to natural rights long after the separation—a commitment that only intensified in the years that culminated in the Civil War and the adoption of the Fourteenth Amendment.

American urban neighborhoods are a patchwork; the spatial arrangement of types is a reflection of the dominant transportation technology at the time of their development. The earliest suburban areas were made accessible by fixed route systems such as the electric streetcar, followed by the widespread adoption of the automobile; each transportation epoch resulted in characteristic patterns of land use. This study uses aerial photographic coverage of Portland, Oregon from the years 1925, 1936, and 1945, a time of decline for the once popular trolley lines and dramatic increase in automobile usage, to monitor change within the residential areas of Portland's …

The purpose of this research is to determine if a relationship exists between higher education levels and misconduct allegations for Deputy Sheriffs. Official documentation from 128 internal affairs reports were collected from the Palm Beach County Sheriff's Office. Significant relationships were found to exist between higher education levels and the misconduct allegations. While some college exposure may be beneficial for job performance, a four-year degree may not yield the desired results.

The military is currently prohibited by federal statute from participating in domestic law enforcement. The Posse Comitatus Act of 1878 ("PCA") establishes criminal penalties for people who willfully use members of the Army or the Air Force to execute the laws. Although a product of the Reconstruction Era, this law reflects a strong American tradition against the domestic use of the military that stretches back before the founding of the nation.

In this article, the authors argue that the use of secrecy agreements and practice restrictions in settlement contracts should be prohibited not only by the ethics rules, but also by criminal and civil law. The authors begin by discrediting four arguments that are traditionally employed to support the use of secrecy agreements and practice restrictions. They then argue that the use of secrecy agreements and practice restrictions generate substantial costs, but do not secure any legitimate benefits that could not be attained by other, less costly means.
