Finding Unexpected Events In Staring Continuous-Dwell Sensor Data Streams Via Adaptive Prediction, Peter G. Raeth

This research produced a Predictive Anomaly Detector (PAD). It is an adaptive prediction-based approach to detecting unexpected events in data streams drawn from staring continuous-dwell sensors. The underlying technology is spectrum independent and does not depend on correlated data (neither temporal nor spatial) to achieve improved detection and extraction in highly robust environments. ("robust environment" refers to the data stream's control law being variable and the spectral content covering a wide range of wavelengths.)
The resulting approach uses a network of simple building-block equations (basis functions) to predict the non-event data and thereby present subtle sub-streams to a detection model …

Integrity is a good thing, isn't it? In ordinary parlance, we sometimes use it as a near synonym for honesty, but the word means much more than honesty alone. It means wholeness or unity of person, an inner consistency between deed and principle. "Integrity" shares etymology with other unity-words-integer, integral, integrate, integration. All derive from the Latin integrare, to make whole. And the person of integrity is the person whose conduct and principles operate in happy harmony. Our psyches always seek that happy harmony. When our conduct and principles clash with each other, the result, social psychology teaches us, is …

The Court's ruling in Tahoe-Sierra is a realization of the current Court's potential to reach a sensible result in a regulatory takings case. Tahoe-Sierra is a major victory for government regulators and environmentalists, but not because it eliminates the takings issue as a substantial concern. Tahoe-Sierra instead finds its significance in its restoration of balance to the Court's takings jurisprudence, signified by a new Court majority with Justice Scalia relegated to a dissent. Without reversing the Court's recent rulings in favor of landowners in takings cases, the Court makes clear that a majority of the Justices have never been prepared …

This Article is concerned with the constitutive power of the census with respect to race. It is an examination of the U.S. Census as an aspect of what Angela Harris calls race law, "law pertaining to the formation, recognition, and maintenance of racial groups, as well as the law regulating the relationships among these groups." While others have noted and explored the epistemological and constitutive functions of the census race categories, my aim is to unpack this insight in the context of two specific examples of categorical change and contest: the addition of a Chinese racial category in 1870 and …

My own view of criminal defense lawyering owes much to Monroe Freedman. I agree with his "traditionalist view”, of criminal defense ethics as a lawyering paradigm in which zealous advocacy and the maintenance of client confidence and trust are paramount. Simply put, zeal and confidentiality trump most other rules, principles, or values. When there is tension between these "fundamental principles” and other ethical rules, criminal defense lawyers must uphold the principles, even in the face of public or professional outcry. Although a defender must act within the bounds of the law, he or she should engage in advocacy that is …

According to Justice William J. Brennan, "After each perceived security crisis ended, the United States has remorsefully realized that the abrogation of civil liberties was unnecessary. But it has proven unable to prevent itself from repeating the error when the next crisis came along." This Article examines that observation, using Korematsu as a vehicle for refining the claim and, I think, reducing it to a more defensible one. Part I opens my discussion, providing some qualifications to the broad claim about threats to civil liberties in wartime. Part II then deals with Korematsu and other historical examples of civil liberties …

What does it mean to be truly human? And, relatedly, what does it mean to be treated as truly human, and with dignity, by the state, or community, of which one is a part? A rash of recent corporate scandals has once again put professional ethics in the spotlight. It's hard to pick up the Wall Street Journal each day and not read that authorities have launched a new investigation or that additional indictments are imminent. Stories of financial fraud and outright looting have galvanized the public and shaken the economy. What ethical lessons can we draw from these events? Two explanations seem especially prominent. The first is a story of individuals without an adequate moral compass. Some people's greed and ambition were unchecked by any internal ethical constraints. For such deviants, no amount …

Physical Therapy education has been challenged to prepare students to meet the increasing demands upon and changing needs of physical therapy practice in the evolving health delivery system. Today's practitioner needs strong interpersonal and collaborative skills for effective communication with patients, families, third party payers, community and other members of the health care team. The characteristics of problem-based learning (PBL) curricula appeared to offer greater potential for students to develop communication skills as compared to traditional curricula. The Americans with Disabilities Act provides a clear mandate that disabled workers be provided with "reasonable" accommodations, but does not meaningfully articulate the standards by which reasonableness ought to be measured. Until now, neither courts nor commentators have provided a systematic model for analyzing accommodation claims. This Article articulates an initial law and economics framework for analyzing disability-related accommodations. In doing so, it demonstrates how accommodations span a cost continuum that can be divided into areas of Wholly Efficient and Semi-Efficient Accommodations to be funded by private employers, Social Benefit Gain Efficient Accommodations where the costs should be borne by …

In the early 1820s, Newel K. Whitney set up his first store in Kirtland, Ohio, in a little log cabin (fig.1). From such humble beginnings he created a thriving business that would later become central to the early history of The Church of Jesus Christ of Latter-day Saints. However, over time the holdings and contributions of the Whitney family in Kirtland were largely forgotten. It was in Kirtland where Joseph Smith arrived and reportedly said to Whitney, whom the Prophet had never met before, "Thou art the man."

Occasionally a major, previously published document such as this one falls between the historical cracks and becomes virtually forgotten. Although Joseph Clewes's statement on the Mountain Meadows Massacre was published in 1877 and was widely discussed at the time, current scholars have made little or no use of it. Their omission is unfortunate.

For a short period in the 1830s, the town of Painesville, Ohio, played an important part in the development of The Church of Jesus Christ of Latter-day Saints. The town was a place of success for Mormon missionaries; it was a religious battlefield in which the Campbellites resisted the encroachments of the missionaries; it was the home of the Painesville Telegraph, one of the most virulent critics of Mormonism; and, finally, it was the home of Edward Partridge, a man who would play a critical role as the first bishop of the Church (fig. 1).

Il existe actuellement une quarantaine de centres de tri et de récupération des déchets domestiques au Québec. Selon une étude de l’IRSST faite en 1999, surtout en été, ces centres comportent des risques d’origine chimique, physique, biologique, ergonomique ainsi que des risques à la sécurité des travailleurs. Dans les recommandations d’époque, il était mentionné le besoin d’intégrer les éléments de santé et de sécurité au travail au début de la conception. En 1998, le Syndicat des techniciens du cinéma et de la vidéo du Québec (STCVQ), appuyé par l’Association des producteurs de film et de télévision du Québec (APFTQ) et par la CSST, demandait à l’IRSST de l’aider dans son programme de formation, en particulier pour la prévention des troubles musculo-squelettiques (TMS). Cependant, ni les rares études réalisées dans l’industrie du cinéma, ni les données disponibles alors à la CSST ou auprès de la compagnie d’assurance ne permettaient d’établir un bilan clair des lésions et de leurs coûts, encore moins d’orienter la recherche, la prévention et la formation. L'ouverture de tampons d'aqueducs et d'égouts sanitaires ainsi que de grilles d'égouts pluviaux implique des efforts physiques parfois importants, particulièrement pour le dos et les membres supérieurs de l’opérateur. Depuis ces dernières années, les réseaux d’égouts et d’aqueducs ont toutefois été améliorés par l’introduction de nouveaux couvercles dotés de « pattes-guides ». Ces dernières constituent une innovation importante. Néanmoins, l’apport et la diversité de ces nouveaux couvercles donnent lieu à certaines contreparties, notamment celle d’une modification de l’activité de l’opérateur. Ce rapport présente la phase 2 d’une étude qui s’est déroulée pendant trois ans dans une usine de fabrication de bottes. Suite à l’implantation par l’entreprise d’un système modulaire en juste-à-temps, la phase 1 avait permis de mettre en évidence une fréquence élevée de troubles musculo-squelettiques (TMS) aux membres supérieurs et aux membres inférieurs en lien avec une grande détresse psychologique. Au cours de cette phase 1, nous avions combiné une approche ergonomique et une approche épidémiologique. L’industrie du textile représente environ 750 usines au Québec et implique plus de 33 000 travailleurs. Les travailleurs du coton ont été reconnus, il y a déjà plusieurs années, comme étant un groupe de travailleurs à risque de développer des maladies pulmonaires professionnelles. L’agent étiologique responsable de cette condition respiratoire demeure toutefois encore inconnu. Les endotoxines sont identifiées par certains chercheurs comme étant un agent étiologique potentiel de certains des problèmes respiratoires rencontrés chez les travailleurs de l’industrie du coton.

Le règlement sur la qualité du milieu de travail contient des normes pour quarante-quatre amines différentes. Les risques à la santé de l’exposition à ces substances sont très diversifiés allant de l’irritation cutanée au cancer alors que plusieurs sont allergènes cutanés ou respiratoires et que d’autres peuvent causer divers problèmes, dont plusieurs d’ordre pulmonaires. La présente activité a permis d’identifier les activités industrielles mettant en oeuvre l’une ou l’autre de ces amines de même que de répertorier celles qui sont les plus susceptibles d’être rencontrées dans les entreprises québécoises. La présente recherche est une réflexion méthodologique sur la démarche d’intervention en ergonomie. Plus spécifiquement, son but est de mieux comprendre l’apport de différentes sources de données utilisées classiquement en ergonomie à la réalisation d’une recherche en intervention visant la prévention des troubles musculo-squelettiques (TMS). En ergonomie, du moins dans le courant centré sur l’analyse de l’activité, les ouvrages méthodologiques sont rares. Ils décrivent les étapes devant mener à un diagnostic, mais l’ensemble demeure d’ordre général. En janvier 2000, l’Institut de recherche Robert-Sauvé en santé et en sécurité du travail, ALCAN et Soft dB inc. ont combiné leurs efforts pour développer le Logiciel d’analyse et de gestion du bruit OUIE2000. Ce travail a notamment compris la conception et l’intégration d’un modèle d’acoustique prévisionnelle novateur et d’une interface graphique conviviale (voir le rapport de recherche R-271 « Logiciel d’analyse et de gestion du bruit OUIE2000, Développement et intégration d’un modèle d’acoustique prévisionnelle » 1).
