Many health maintenance organizations (HMOs) have implemented programs providing varying degrees of annual drug coverage for Medicare beneficiaries enrolled in their plans. Older adult plan members in an HMO operating in central Massachusetts were able to choose among 3 drug benefit options starting January 1, 1994: full coverage for prescription drugs, a maximum of $1000/year in coverage, or no drug coverage. As such, cost containment policies have been shown to affect prescription drug use and other types of health service utilization. The unintended effects of this policy are important to consider. In the June 2003 issue of this Journal, Natalie McNelis argued that when a World Trade Organization (WTO) dispute is settled by a Dispute Settlement Body (DSB) report, even Members who are not parties to the dispute have an obligation to conform their behaviour to legal principles laid down in the report. 1 Although I am generally sympathetic to McNeis's conclusion-and although I think she does a great service by directing our attention to the question of how Members, as opposed to later tribunals, should respond to DSB reports-I think her argument cannot stand as she presents it. G. E. Moore’s position in the moral philosophy canon is paradoxical. On the one hand, he is widely regarded as the most influential moral philosopher of the twentieth century. On the other hand, his most characteristic doctrines are now more often ridiculed than defended or even discussed seriously. I shall discuss briefly a number of Moorean topics—the nonnaturalness of “good,” the open question argument, the relation of the right and the good, whether fundamental value is intrinsic, and the role of beauty—hoping to explain how a philosophically informed person could actually be a Moorean even today.1

Why We Need The Independent Sector: The Behavior, Law, And Ethics Of Not-For-Profit Hospitals, Jill R. Horwitz

Among the major forms of corporate ownership, the not-for-profit ownership form is distinct in its behavior, legal constraints, and moral obligations. A new empirical analysis of the American hospital industry, using eleven years of data for all urban general hospitals in the country, shows that corporate form accounts for large differences in the provision of specific medical services. Not-for-profit hospitals systematically provide both private and public goods that are in the public interest, and that other forms fail to provide. Two hypotheses are proposed to account for the findings, one legal and one moral. While no causal claims are made, …

Gifts have been given special treatment by the income tax laws since the first post-16th Amendment tax statute was adopted in 1913. The determination of how the income tax law should treat gifts raises a number of issues. For example: should gifts be given special treatment? If so, what should qualify as a gift? Should gifts to a private party be taxable to the donee? Should gifts to a private party be deductible by the donor? Federal Rule of Evidence 702 speaks in very general terms. It governs every situation in which "scientific, technical or other specialized knowledge will assist the trier of fact," and provides that, in that situation, "a witness qualified as an expert by knowledge, skill, experience, or education, may testify thereto in the form of an opinion or otherwise . . . .' My task is to assess the ways in which alternative dispute resolution procedures may be adapted to deal with international labor disputes. ADR refers to various methods by which neutral third parties assist persons engaged in a conflict to settle their differences without involving the decision-making power of the state or other sanction-imposing body. Both mediation and arbitration are included. In mediation the neutral seeks to get the parties to agree on a mutually acceptable solution. The Multidistrict, Multiparty, Multiforum Jurisdiction Act of 2002 has great potential for expediting The Station fire cases. The object of the Act is to place all of the cases from a mass disaster before a single judge, who can supervise discovery, then try the issue of liability, and either try or remand the issue of damages. How this new procedural tool will function is uncertain. The Act consolidates the power in one court to either urge the parties to accept a global settlement, or send the unresolved cases to trial. The objectives of this study are two-fold: (a) to assess the association between use of CAM and HIV clinical disease indicators; and (b) to assess the association between patient's self-perceived health status (POH) and clinical disease indicators. Clinical disease indicators were measured per CD4+ T-cell count, viral load, number of infections, CDC stage, and Karnofsky Performance Scores (KPS). This was a cross-sectional study including 391 HIV-positive women ages 18–50 years, living in Alabama and Georgia. Participants included 84% African Americans ( n = 327), 15% Caucasians ( n = 58), and 1% other races ( n = 6). A written …

The objectives of this study include improvement of the efficiency of the aluminum/air battery system and demonstration of its ability for vehicle applications. The aluminum/air battery system can generate enough energy and power for driving ranges and acceleration similar to that of gasoline powered cars. Therefore has the potential to be a power source for electrical vehicles. Aluminum/air battery vehicle life cycle analysis was conducted and compared to that of lead/acid and nickel-metal hydride vehicles. A circular filter having two disjoint regions, an inner disk and outer ring, is applied in two different nonparametric ways for identifying abnormal masses in digitized X-ray mammograms. Data points within an annulus are used to estimate a parameter of interest. In the first method, the number of texture features is extended from one to three, including standard deviation. The two additional features are skew and kurtosis. They are mapped to the center of a fixed size template and used to measure local texture characteristics within the mammograms. Concealing And Confounding Adverse Signals: Insider Wealth-Maximizing Behavior In The Ipo Process, James S. Ang, James C. Brau

We study a known negative signal, the sale of insider shares in an IPO and find that insiders adopt two concealment strategies consistent with wealth-maximizing behavior. First, insiders underreport the number of personally owned shares in the prominent original prospectus and use an obscure amendment to communicate the true higher level of shares to be offered. Second, when insiders increase shares in a later amendment, they tend to either increase secondary shares disproportional to primary share increases, or to reduce primary shares to wholly or partly conceal the increase in secondary shares offered. The effect of Triticum turgidum cytoplasm on soft red winter wheat (T. aestivum) was studied relative to test weight (bushel weight) and agronomic traits such as heading date, resistance to leaf rust, and plant color. The cytoplasmic effects were studied in three genetic backgrounds by crossing the cultivars Jackson, Pioneer 2684, and Wakefield with a plant introduction PI590277 that carried T. turgidum cytoplasm. Twelve alloplasmic and euplasmic populations were developed through a backcrossing procedure. The study used a micro test weight procedure to compare F4 lines within the populations for test weight. When the Department of Special Collections at the Syracuse University Library acquired the papers of Werner Seligmann, an architect and former Dean of the Syracuse University School of Architecture, the opportunity presented itself to develop a model storage system that could be applied to the other architectural drawings in the Department. While not large in comparison to these other collections, the Seligmann Papers were sizable enough to give us a better understanding of the storage issues involved if we decided to undertake the task of re-housing our other drawings. For more than a decade, the cost of print and electronic journals, particularly in the sciences, has increased rapidly at the same time that the amount of research being reported via published articles has grown exponentially. With academic libraries being less and less able to purchase the journals needed for their communities, the use of the term scholarly communication has evolved to illustrate the breakdown of the process of traditional scholarly publication; that is, as a means to disseminate research results, the present system of scholarly communication can no longer meet the needs of the scholarly community at large.

These instructions for making a springback account book are derived from my notes as an apprentice at the Kunstbuchbinderei Klein, with adaptations over time. While my training is in the German tradition, the steps outlined should not be radically different from the English tradition. Although the technique was originally patented in Great Britain in 1799 by John and Joseph Williams,) the authors have found very few descriptions of this method in contemporary English language texts.
