Much ado has been made about the 2002 mid-term congressional and gubernatorial elections. Democrats are bemoaning the Republican's treble triumph—congressional control, an invigorated Bush administration, and conservative rule on the supreme court. Republicans are exulting in their perceived conservative mandate—to address the War on Terror, privatize Social Security, and roll back environmental regulations that are deemed overly restrictive of private and public property development. And the inconsistent American voter, depending on race, socio-economic status, and issue salience, seems either unenthusiastic, ambivalent, or wildly animated about politics.

The U.S. Supreme Court in an historic case in 1886, U.S. v. Kagama, which devastated tribal sovereignty by affirming the legality of the 1885 Major Crimes Act that problematically extended federal criminal jurisdiction over "all" Indians for seven major crimes—murder, manslaughter, rape, etc., (today that number has increased to 14 crimes)—more accurately declared in that same case that state governments could be characterized as the "deadliest enemies" of indigenous nations.

Not surprisingly, most of these lawmakers are serving in western states where more than 80 percent of indigenous peoples live—Alaska is home to 11 Native lawmakers; Montana has elected seven; New Mexico's legislature now has five Indian legislators; Oklahoma, Arizona, and South Dakota each have three Indian representatives; Washington has two; and Colorado and North Dakota have one each. Eastern states also have indigenous representation: Maine has two representatives—a Penobscot and a Passamaquoddy; North Carolina's Lumbee tribe has a member in the state legislature; and Vermont has a lone Native member.

The question we propose to address is how did economics move from the classical period characterized by the hardest possible doctrine of initial human homogeneity—all the observed differences among people arise from incentives, luck, and history1—to become comfortable with accounts of human behavior which alleged foundational differences among and within races of people? (Darity 1995) In this paper, we shall argue that early British eugenics thinkers racialized economics in the post-classical period.2

We continue to learn about the unsettled condition of the Elizabethan religious settlement in the early 1560s. “Perceived deficiencies” associated with a woman's sovereignty and supreme governance of the realm's reformed church dictated that counsel be “insistently proposed to and, at points, imposed upon” Elizabeth I “by her godly male subjects.” We now appreciate, however, that the queen was not drawn or driven to the left by puritans, as John Neale influentially suspected in the 1950s. The debates about forums and processes for prosecuting those accused of terrorist acts have resonated across the globe since September 11, 2001. Discussion is likely to intensify in this regard in preparation for the International Criminal Court Review Conference in 2009. The proper disposition of criminal cases against terrorists is linked to the deeper disputes regarding the applicability of the established frameworks for regulating conflicts and the status of those who have no lawful right to wage war, yet choose to conduct hostilities against sovereign states. Adult Leptodactylus mystacinus are of moderate size, the head is as wide as long, and the hind limbs are moderately short (see Table; Heyer and Thompson 2000 provided definitions of adult size and leg length categories for Leptodactylus). Male vocal sacs are not visible externally or at best are weakly expanded laterally and slightly darker than female throats. Male snouts are more spatulate than those of females. Male forearms are not hypertrophied. Males lack asperities on the thumbs and chest. Frequency-Hopped Multiple-Access Communications With Noncoherent M-Ary Ofdm-Ask, A. Al-Dweik, Fuqin Xiong

A noncoherent, bandwidth-efficient modulation scheme is proposed for frequency-hopping multiple-access (FH-MA) networks. The proposed scheme is a combination of noncoherent M-ary amplitude-shift keying (NMASK) and orthogonal frequency-division multiplexing (OFDM). Using this scheme minimizes the required data bandwidth. The number of frequency slots available to the users increases significantly for a fixed spread-spectrum bandwidth (BWSS). The effect of the multiple-access interference is reduced. Simple and accurate bit error rate expressions have been derived for FH-OFDM-MASK in additive white Gaussian noise channels and for FH-OFDM-ASK in Rayleigh fading channels.

Family Connectedness And Sexual Risk-Taking Among Urban Youth Attending Alternative High Schools, Christine M Markham, Susan R Tortolero, S Liliana Escobar-Chaves, Guy S Parcel, Ronald Harrist, Robert C Addy

CONTEXT: Youth in alternative high schools engage in risky sexual behavior at higher rates than do their peers in regular schools, placing themselves at an increased risk of sexually transmitted disease and unintended pregnancy. Family connectedness is associated with reduced adolescent sexual risk-taking, although this association has not been tested among alternative school youth.

METHODS: A sample of 976 urban, predominantly minority alternative high school students in Houston, Texas, were surveyed in 2000-2002. Survey data were analyzed using logistic regression to determine whether family connectedness is related to sexual risk-taking.

RESULTS: Overall, 68% of students reported ever having had sex. …

This thesis examines party institutionalization in East Europe. Ethnicity, electoral systems and economics are variables explored in the substantive chapters. Many political science studies examine the number of parties in East Europe, but only a few studies study party institutionalization. Chapter 1 establishes the foundations for this thesis and provides an overview of each chapter.

In the second chapter, I analyze the relationship between institutionalized parties and ethnicity. Kitschelt (1992) argues that in the absence of institutionalized parties, voters look to other factors, such as ethnicity, when voting. The topic of the thesis is to analyse, from a cross-regional comparative perspective, the relationship between the corporatist features and the civil-military relations in two democratising countries, Romania and Brazil. I choose Romania and Brazil because these two countries present peculiar features regarding the civil-military relations within their regions, and, in addition, these countries share a peculiar heritage regarding the corporatist arrangements both in terms of intellectual-cultural legacy and contingent decisions. This thesis examines democratic consolidation in five Eastern European countries. The Baltic States have consolidated their democratic regimes but Romania and Bulgaria have struggled to do so. I attempt to explain why this has happened. In chapter one, I introduce the topic and provide an overview for the next six chapters.

The purpose of the present study is to test the efficacy of intercessory prayer on academic performance. One hundred and four students enrolled in a college business class and 63 regular church attendees volunteered to participate in the study. Design for the study was a matched groups reversal design. The students were paired according to their GPA's and randomly assigned to one of two groups. The first test of the semester constituted a baseline measure. This research project was designed to examine the effects of child-choice versus clinician-choice over the ordering of activities during speech-language therapy sessions. The dependent variables included disruptive/inappropriate behavior, non-task related verbal behavior, and redirection to the task. The independent variable was the presentation of choice over the ordering of activities within a therapy session.

The exotic zooplankter Daphnia lumholtzi is believed to have been introduced into Fairfield Lake, TX in 1983. Since introduction, D. lumholtzi has spread throughout the Midwest and Southeast United States. Due to its large head and tail spines, it may be less susceptible than native species to predation and therefore pose a threat to aquatic ecosystems. Development of management practices calls for study of the dispersal and potential impact of D. lumholtzi on invaded ecosystems.

Inter-simple sequence repeat (ISSR) markers were used in an effort to determine dispersal patterns of D. lumholtzi. Previous studies have shown that ISSRs possess …
