Appellant, Donald M. Mosely, shot and killed Frederick Washington and Mark Payne. At the same time, Terhain Woods and Antione Hall were also shot by Mosely, but both survived. On July 28, 1997, Moseley was convicted in district court of firstdegree murder, attempted murder with use of a deadly weapon, and burglary while in possession of a firearm. During Mosely’s trial, a number of errors occurred, which brought rise to this appeal. Because of these cumulative errors, the Nevada Supreme Court reversed appellant’s conviction and remanded the case for a new trial. In analyzing the issues raised by appellant on …

In this paper we analyze the structure of C*-algebras associated to ultragraphs, which are generalizations of directed graphs. We characterize the simple ultragraph algebras as well as deduce necessary and sufficient conditions for an ultragraph algebra to be purely infinite and to be AF. Using these techniques we also produce an example of an ultragraph algebra which is neither a graph algebra nor an Exel-Laca algebra. We conclude by proving that the C*-algebras of ultragraphs with no sinks are Cuntz-Pimsner algebras.

An Investigation On Transversely Prestressed Concrete Bridge Decks, J. A. Ramirez, Jhon Paul Smith

This study is concerned with the development of design specifications for the use of transverse post-tensioning in concrete bridge decks. The ultimate goal behind this proposal is to improve the durability of concrete bridge superstructures. Experimental results from previous studies are used to validate the analytical models implemented in the development of the design specifications. It is found that the required distribution of transverse post-tensioning is such that different application levels of prestressing are required in regions containing the interior and exterior (or outermost) diaphragms. In a previous research project [SPR 2418; "Study of the performance of acoustic barriers for Indiana toll roads,"] the influence of environmental factors and of advanced sound barrier concepts was investigated. The presence of temperature gradients over pavements was found to have a strong influence on sound propagation. Refraction of sound waves emitted by tire-road interactions in the vicinity of the ground also affects sound barrier performance. Modified ray tracing model suggested that prevailing winds have an influence on barrier performance at large distances. Randomized edge configurations were found not to improve barrier performance for traffic noise. Random edges simply …

An INDOT maintenance QA program has been developed and implemented at the activity level. Every maintenance activity is checked and evaluated by QA guidelines. One area that has been considered as an ideal candidate for QA is at the management level of maintenance operations. This program uses a random sample population at a certain confidence level to evaluate the maintenance condition of INDOT roads. Five categories are evaluated: pavement, roadside features, shoulder, drainage, and traffic control. A field inspection program utilizes INDOT personnel and resources. Traffic signals are used to control the right of way at intersections. Strict engineering guidelines are published in the Manual on Uniform Traffic Control Devices (MUTCD) that engineers use to determine if a traffic signal is “warranted”. The warrants provide consistent national balance between mobility, safety, efficiency, and costs. However, signalized intersections are often viewed by the general public as safer then unsignalized intersections. This belief is often heightened when there are personal injuries and even higher when children are involved. There are about 46 weigh-in-motion (WIM) stations in Indiana. When operating properly, they provide valuable information on traffic volumes, vehicle classifications, and axle weights. Because there are great amounts of WIM data collected everyday, the quality of these data should be monitor without further delay. The first objective of this study is to develop effective and efficient methods to identify missing or erroneous WIM data. The Global Positioning System (GPS) is currently playing a major role in aviation navigation and is proposed by the Federal Aviation Administration (FAA) to be the foundation of the future National Airspace System (NAS). The Position, Velocity and Time (PVT) information provided by GPS for navigation purposes is directly based on Geographic North parameters rather than on Magnetic North, which is currently the foundation of the NAS. The following narrative is transcribed from a keynote address presented by Dr. Seth Young, Associate Professor, College of Business Embry-Riddle Aeronautical University, at the ICAO 4th Regional Aviation Security and Facilitation Seminar, held in Amman, Jordan, in September 2002. The seminar was attended by participating member states from ICAO's Middle East region. As personal computer aviation training devices (PCATDs) come into wider use for instrument flight training the question of the effectiveness of these devices continues to be asked. This paper reports the findings of a survey designed to measure the perceived effectiveness of PCATDs for various lessons in instrument flight training. Flight students and flight instructors who utilized PCATDs for 12 specific flight lessons were administered a Likert-scale questionnaire which requested an effectiveness rating for each lesson. The perceived effectiveness of PCATDs for use in assignments outside the curriculum was also investigated. The PCATDs were rated to be most effective in …

Increasing the number of and women pilots to meet future needs will require recruitment efforts based on an understanding of factors affecting the choice to be a professional pilot. This study integrated the factors that might positively or negatively influence men and women choosing to become professional pilots using force-field analysis. In addition, it investigated whether the factors differ for women and men. Random samples of 300 female and 300 male professional pilots were sent a brainstormed list of 70 factors that might influence the choice to be a pilot. When I heard of the email correspondence between Dr. Foster and Professor Smith, I approached them with the proposal to publish their dialogue about Professor Smith's piece on the demise of collegiate aviation programs Smith (2002, p. 13-14). I felt this is a good example of how the Forum encourages collegial discussion, debate and helpful interaction. The discussion is interesting regarding the schism between teaching ideals and the realities of traditional academic programs. Dr. Foster's questions are in regular font. Lift has been generated thermally in aerostats for 219 years making this the most enduring form of lift generation in lighter-than-air aviation. In the United States over 3000 thermally lifted aerostats, commonly referred to as hot air balloons, were built and flown by an estimated 12,000 licensed balloon pilots in the last decade. The evolution of controlling fire in hot air balloons during the first century of ballooning is the subject of this article. On April 26, 1994, China Airlines (CAL) Flight 140, service from Taipei, Taiwan to Nagoya, Japan, crashed near Nagoya International Airport while attempting an Instrument Landing System (ILS) approach to Runway 34. The fully loaded Airbus 300-622R stalled at an altitude of approximately 1,500 feet which resulted in a fiery crash that killed all 264 onboard (Sogame, Ladkin). This tragedy was not the first fatal crash to the Taiwanese carrier. In fact, CAL has suffered numerous fatal crashes since its establishment, and it has been rated as one of the most dangerous airlines in the world (Schultz). Many argued that …

Evolution As Learning Yields Hyperbolic Discounting, James Woods

Economics Faculty Publications and Presentations

Learning is modeled as an infection, which jumps from person to person. The rate of infection mimics individual discount rates and induces savings behavior on its own. It is shown that the apparent discount rate, the combination of the agents’ true discount rate and the infection rate, decreases over time and approaches the agents’ true discount rate. This decrease, known as hyperbolic discounting, is consistent with what is observed in psychology studies, while the limiting case, exponential discounting, is consistent with market level observations. This model closes the gap between individual and market level observations of discounting behavior without explicitly …
