Prompted by a need to respond to increasing traffic congestion, national, state, and local organizations have called for increased multimodal planning. This changing focus has added more complexity, data needs, and desire for supportive analytical tools to the transportation planning process overall. Multimodal performance methodologies are needed that can be readily applied. This article provides an analysis of existing methodologies to assess quality of service and related concerns for pedestrian, bicycle, and transit modes. It explores the methodologies in the context of supply-side considerations and provides considerations for their use. By placing transit-level service in line with pedestrian and bicycle, …

Externalities By Automobiles And Fare-Free Transit In Germany — A Paradigm Shift?, Karl Storchmann

To mitigate automobile-caused externalities, several European cities have introduced fare-free transit schemes. Best known are the plans introduced in Hasselt, Belgium, and Templin, Germany. The staggering increases in ridership in both cities seem to prove the overwhelming success of this policy. In addition, a study carried out for the German Federal Ministry of Transportation scrutinized the program in Templin and found that a positive net effect is likely and fare-free transit is a viable policy to curb automobile externalities. Fare-free schemes are based on the economic theory of the second-best. Automobile users should be encouraged to shift to environmentally friendly …

Mistletoe is a plant parasite that is unusual in having a specialized dispersal mutualism. The behavior of its avian dispersers assures deposition on tree branches of its preferred hosts. In returning to the same plant, however, such behavior may cause centers of ever-increasing density, akin to contagion in other host-parasite systems. The purpose of this study was to determine if mistletoe species Antidaphne viscoidea or Phoradendron undulatum demonstrate contagious dispersion of their seeds. The study was conducted in a pasture of Psidium guayaba trees on a farm near Monteverde, Costa Rica. In each of 20 trees, I counted the number …

There has been extensive, research in the Monteverde area that has shown that both the abundance and range of lizards, amphibians, and birds have been affected global warming (Pounds (1999). Although there have been studies showing changes in abundance of arctic and temperate invertebrates, there have not been any studies that have shown invertebrate response to climate change in Monteverde. The four species of Azteca ants (xanthochroa, constructor, coeruleipennis, and alfari) were collected along roads in Monteverde and nearby Santa Elena and San Luis at elevations ranging from 700-1500m. The purpose of this field experiment was to examine how morphological characteristics like proboscis length, weight, and wing surface area, affect diet breadth in the family Sphingidae (order Lepidoptera) intropical premontane wet forest in Monteverde, Puntarenas province, Costa Rica. I collected 60 hawkmoths from 11 species between October 18 and November 18 from the Estación Biologica de Monteverde and the Cerro Plano Jardin de Mariposas, taking morphological measurements and pollen samples from their proboscises. There was not a significant relationship between proboscis length and pollen richness (p = 0.9049), nor between species (p = 0.4358). A significant correlation was seen …

The intraspecific distributions of microhabitats in territorial lizard species is determined largely by differing behavior among sexes and age classes. In this project I study a population of Norops oxylophus along the Río Alondra of the San Luis Valley towards the end of the rainy season. I caught individuals, recording their age, sex, size, perch substrate and location, and escape method. I found that adult males prefer to be perched on live tree branches overhanging the water; the larger the individual, the higher he is above the stream. Juveniles are found to inhabit lower areas along the stream banks. Males …

The purpose of this study was to show the occurrence of asexual versus sexual reproduction in lower premontane cloud forest, on the Atlantic slope and the Pacific slope of the Tilarán Mountain range near the Monteverde Biological Station. Eight hundred plants, 400 on the Atlantic slope and 400 on the Pacific side, were examined at their roots for fragmentation and seeding. The elevations of each slope and a comparison of the two slopes were examined using a chi-squared two-way contingency test. The results showed that asexual reproduction (fragments) is more common in Besleria princeps than sexual reproduction (from seeds). The …

The purpose of this study was to test whether there is a difference in the number of open and closed stomata on the northeast and southwest facing sides of trees among seven species of Pleurothallids and one pseudobulb species. Stomata impressions were taken from the leaves using clear finger nail polish and they were then examined under a microscope. The results showed that there was a significant difference between the number of open and closed stomata for every species, always with a higher frequency of closed stomata. The purpose of this experiment was to look at the effects of Allelopathy between six species of tree ferns in the Monteverde Cloud Forest. We analyzed these effects by comparing plant abundances under the tree ferns to controls. We also compared controls to germination of seeds and spores grown with water or leachate made from the tree fern fronds. We found significantly higher plant abundances in controls than under the tree ferns. Also significantly less seed and spore germination than controls was found. There was not a significant difference between species of tree ferns in their inhibition of plants under …

The purpose of this study was to determine the community composition, S, H, E, N, and Smarg of arthropods living in epiphytic moss mats on vertical gradients, in the elfin forest of Monteverde, Costa Rica. Past studies have shown that moss mats alter biotic factors of the surrounding environment by increasing moisture and decreasing temperature variation. Moss samples were collected from 1 m, 7 m, and 15 m from nine trees between 1725 m and 1800 m and dried using Berlese funnels. Arthropods were separated by order and morphospecies. While the 2003 session of the Georgia General Assembly did not produce as much legislation in the area of school law as in years past, significant school legislation was signed into law by Governor Perdue in 2003. Additionally, Georgia's appellate courts issued several important decisions in this area. This Article discusses the significant legislation passed and major appellate decisions issued during the survey period.

During the period covered by this Article, developments in Georgia tort law were mainly attributable to the appellate courts. Full-scale legislative tort reform was not accomplished in the 2003 session, although it is likely to occur next year. The general assembly passed reforms to civil practice that had some impact on tort law, but these did not go into effect until July 2003, and thus fall outside the scope of this Article. In contrast, both the supreme court and the court of appeals rendered important, even controversial, decisions in tort law. By its nature, a survey article cannot probe at …

This survey period saw no dramatic developments. The necessity exception to the hearsay rule continued to catch within its net statements that, a generation ago, would never have seen the light of a courtroom day. However, there were hints that some appellate justices and judges are becoming increasingly uncomfortable with the broad scope of the necessity exception. With regard to expert testimony, Georgia courts continued their refusal to adopt Daubert v. Merrell Dow Pharmaceuticals, Inc., perhaps because of a reluctance to impose on trial court judges the tremendous burden of microscopic analysis of proffered expert testimony.

Progress In Reducing Tobacco Use Across Nebraska, Jeff Willett, Ian Newman, Cheryl Wiese, Seth Emont, Tandiwe Njobe, Peter Finn

Tobacco use is the leading cause of preventable death in the United States, causing over 400,000 deaths annually. In Nebraska each year, 2,400 adults die prematurely because of cigarette smoking. It is estimated that 45,000 Nebraskans now under the age of 18 will eventually die prematurely from cigarette smoking. Cigarette smoking is responsible for $419 million of Nebraska's annual health care costs (representing approximately 7 percent of the state's annual health care costs, including 12 percent of Nebraska's annual Medicaid expenditures), and smoking-related mortality results in over $400 million in forgone future earnings in the state per year.

Impact Of Firm Performance Expectations On Ceo Turnover And Replacement Decisions, Kathleen A. Farrell, David A. Whidbee

Our analysis suggests that boards focus on deviation from expected performance, rather than performance alone, in making the CEO turnover decision, especially when there is agreement (less dispersion) among analysts about the firm’s earnings forecast or there are a large number of analysts following the firm. In addition, our results suggest that boards are more likely to appoint a CEO that will change firm policies and strategies (i.e., an outsider) when forecasted 5-year EPS growth is low and there is greater uncertainty (more dispersion) among analysts about the firm’s long-term forecasts.

This study examined the level of job satisfaction among occupational therapists working in the geriatric setting in the state of Michigan. The purpose of this study was to determine if burnout exists among occupational therapists working in a geriatric setting. Questionnaires from 29 therapists who work in a·geriatric setting were analyzed. The majority of the respondents reveled they are not burned out, but do report at least one sign of stress within their job. The most common forms of stress were treating difficult diagnoses, excessive paperwork, excessive caseload, increased productivity expectations, the lack of respect for occupational therapy, and the …

Tax compliance sometimes is thought of as purely a matter of administration. But there are important connections between substance and procedure.' Both affect compliance. This article explores how simplification of the substantive tax law can improve compliance. The particular emphasis is on how simplification can liberate human and material resources for the IRS without which otherwise well conceived efforts to improve compliance are likely ultimately to fail.

Multiples myelomas are untreatable neoplasias in humans, arising from terminally differentiated B cells (plasma cells). The murine pristane-induced plasmacytoma model offers a system for studying the cellular interactions involved in sustaining the growth of plasma cell tumors. In accord with this model, syngenic plasma cell tumors transplanted into the peritoneal cavity of a genetically susceptible mouse are normally cleared by the mouse's immune system. If the mouse is pretreated with pristane (2,6,10,14- tetramethylpentadecane) intraperitoneally, prior to the transplantation of the plasma cell tumor, the tumor thrives, culminating in the death of the mouse. During the first year after a president has left office, the tone and topic of news media coverage can influence a legacy greatly. This study examines coverage of Bill Clinton during his first year out of office in the New York Times and on network news shows and compares this coverage to that of Ronald Reagan and George Bush during their first years out of office. We find that Clinton received substantially more news coverage during the first year out of office than did either Reagan or Bush, and that Clinton's coverage in the media was also more critical and …

The Pb-2.2 wt pct Sb alloy has been directionally solidified in 1, 2-, 3-, and 7-mm-diameter crucibles with planar and dendritic liquid-solid interface morphology. For plane front solidification, the experimentally observed macrosegregation along the solidified length follows the relationship proposed by Favier.([17,18]) Application of a 0.4 T transverse magnetic field has no effect on the extent of convection. Reducing the ampoule diameter appears to decrease the extent of convection. However, extensive convection is still present even in the 1-mm-diameter crucible. An extrapolation of the observed behavior indicates that nearly diffusive transport conditions require ampoules that are about 40 mum in …

The growth performance of animals is often affected by extreme environmental conditions. In the case of swine, generally a cold environment will increase feed intake as the pig strives to maintain body temperature, while warmer environments may reduce growth, increase body maintenance demands, and subject the animal to environmental stress. Confinement houses are widely used as a primary means of modifying the environment to improve conditions for the growth of swine. Environment in these structures is usually controlled by natural or mechanical ventilation and by insulation for cold climates and limited use of evaporative cooling for summertime conditions.
