Central Asian Leadership Succession: When, Not If, Eugene B. Rumer

Strategic Forums

This Strategic Forum paper examines the political dynamics of leadership succession in the Central Asian republics and assesses why succession will prove a critical strategic variable in the region’s future. Although regimes in Kazakhstan, Uzbekistan, Turkmenistan, Kyrgyzstan, and Tajikistan showed relative stability in the early post-Soviet period, the author argues that transitions to a new generation of leaders could reshape internal politics, foreign policy alignments, and regional security. The analysis explains how succession patterns may either reinforce existing governance structures or exacerbate weaknesses, potentially triggering broader instability. Another Sandhill Crane Breeding Record In The Eastern Rainwater Basin, Joel G. Jorgensen

Nebraska Bird Review

Jorgensen (2002) recently summarized breeding-season occurrences of the Sandhill Crane (Grus canadensis) in the Eastern Rainwater Basin (eRWB). Summering birds were first detected in 1992 (The Nebraska Bird Review 60: 145). Breeding first occurred in 1994 with four additional nesting or breeding records in subsequent years. The most recent breeding records were in 1999 when breeding activity was detected at both Kissinger Basin Wildlife Management Area (WMA) (Hoffman 1999) and Harvard Waterfowl Production Area (WPA) (Silcock and Jorgensen 1999), both in Clay County. On 21 July 2003, I was mapping wetland vegetation on Funk Waterfowl Production Area (WPA), Phelps County, when I encountered two adult Black-necked Stilts and two young on the Teal Unit, NE 1/4 of Section 16, T-6-N, R-17-W. I was using an airboat to map pockets of open water throughout the WPA. When I launched the airboat on the Teal Unit, I immediately noticed an adult Black-necked Stilt flying above the small pool. While driving the perimeter of this pool, I noticed two adult Black-necked Stilts continually flying over a small point of cattails surrounded by shallow water. As I …

Forty-one NOU members and friends gathered at the 4-H Camp at Halsey in the Nebraska National Forest on September 26–28, 2003, for the annual Fall Field Days. Fall colors were beautiful and the weather was generally good except for a brisk wind on Friday and Saturday. The ongoing drought was evident in the low level of lakes and ponds, with some of the smaller bodies of water being completely dry.

The electrostatics of nanowire transistors are studied by solving the Poisson equation self-consistently with the equilibrium carrier statistics of the nanowire. For a one-dimensional, intrinsic nanowire channel, charge transfer from the metal contacts is important. We examine how the charge transfer depends on the insulator and the metal/semiconductor Schottky barrier height. We also show that charge density on the nanowire is a sensitive function of the contact geometry. For a nanowire transistor with large gate underlaps, charge transferred from bulk electrodes can effectively "dope" the intrinsic, ungated region and allow the transistor to operate. Enabling Computer Decisions Based On Eeg Input, Benjamin J. Culpepper, Robert M. Keller

Multilayer neural networks were successfully trained to classify segments of 12-channel electroencephalogram (EEG) data into one of five classes corresponding to five cognitive tasks performed by a subject. Independent component analysis (ICA) was used to segregate obvious artifact EEG components from other sources, and a frequency-band representation was used to represent the sources computed by ICA. Examples of results include an 85% accuracy rate on differentiation between two tasks, using a segment of EEG only 0.05 s long and a 95% accuracy rate using a 0.5-s-long segment.

Improved experimental methods are discussed for laboratory measurement of conductivity and electric field in insulating spacecraft material intended for space radiation and plasma environments. These measurement techniques investigate the following features: 1) Measurements of conductivity are up to four orders of magnitude smaller than those determined by existing standard methods. 2) Conductivity is altered as radiation accumulates and trapping states fill with electrons. 3) With intense keV electron irradiation, electrons are continually emitted for hours from the irradiated surface after the irradiation ceases. 4) Charging induced by electron irradiation is strongly modified by the electron-hole pairs that the irradiation generates …

The primary purpose of this research was to examine a sample of sixteen lesbian women regarding the barriers to lesbian health-care. From this information several interpretive findings regarding lesbian health-care are made. Data were gathered via indepth interviews with each individual lesbian. The data suggest that most lesbian women do not reveal their sexual orientation to their primary-care physician for fear of reprisal. Most of the women interviewed do feel they receive adequate health-care from their physician. The women who participated in this project did so confidentially and were assigned pseudonyms. They were asked questions on a variety of topics, …
