The title of this keynote address is a play upon the title of Milan Kundera’s anti-totalitarian novel, The Unbearable Lightness of Being. Kundera found the life of each of us greatly shaped by chance, largely indeterminate, noting our resistance to rules and customs, yet constrained by comfort, fear, and habit. He spoke of lives as events occurring but once, each moment unique in vital ways and too weak a guide to events still to come. “Everything occurs but once,” he said.

This article examines the interstate water controversy between Florida, Georgia, and Alabama regarding allocation of water in the Apalachicola-Chattahoochee-Flint River Basin (ACF). The three states have been unable after 20 years of negotiation to resolve conflicts between urbanization in Atlanta, commercial uses in Alabama, and ecological protection in Florida. During the Montana Constitutional Convention of 1889, John Wesley Powell, envisioning a landscape of watershed commonwealths, proposed that Montana adopt watersheds as the boundaries of its counties. The idea did not catch on. Over time, the power of local governments to regulate land use has grown immensely, but the misfit between their political boundaries and environmental policy problem sheds has persisted. As our understanding of ecosystem dynamics improves, however, natural resources management policy is gravitating, once again, to the watershed as an appropriate unit of governance. Traditionally, environmental decision analysis in subsurface contamination scenarios is performed using cost–benefit analysis. In this paper, we discuss some of the limitations associated with cost–benefit analysis, especially its definition of risk, its definition of cost of risk, and its poor ability to communicate risk-related information. This paper presents an integrated approach for management of contaminated ground water resources using health risk assessment and economic analysis through a multi-criteria decision analysis framework. The methodology introduces several important concepts and definitions in decision analysis related to subsurface contamination. Arkansas Agricultural Experiment Station Research Series

The average yield in Arkansas in 2002 was 871 lb lint/acre from 920,000 harvested acres (960,000 planted) for a total of 1.67 million bales at a value of$336.5 million. This yield was second only to the record 877 lb lint/acre achieved in 1994. Last year's crop yield, and the five-year average, on a per acre basis are exceeded in the U.S. Cotton Belt only by California and Arizona. Cotton yields in Arkansas increased steadily during the eighties, but in the last decade yields have leveled off. Furthermore, the last five years have had extreme year-to-year variability in yields, which is …

In western society, the father is one of, if not the most, significant roles possible for a man. In the 18^th C bourgeois family, he was especially crucial. In the novels of Jane Austen, the father, even when absent, is a central figure: Dead fathers influence their children by their lack of planning and absence, while a physically present, but mentally distant father has much the same effect. The purpose of the present research work is to analyze the flow of ions through pores formed in the plasma membrane of biological cells during electroporation. In this regard, simulations have been conducted to track the movement of ions in 3-D space based on a Brownian dynamics model, which is mostly deterministic but has some stochastic properties to account for ionic scattering. From the Brownian dynamics simulations, it has been possible to estimate the pore's conductance as well as transport parameters such as the diffusion coefficient and mobility within the pore region, of which there is no experimental data currently …

Tributyltin has long been used as a biocide in many consumer products to prevent biological growth and fouling. One of the persistent uses of tributyltin is as an antifouling agent in marine paints where its use prevents biological growths on hulls and greatly improves the fuel efficiency of ships. Due to observed adverse effects (tributyltin is an endocrine disrupter) on non-target organisms like shellfish, oysters and snails, the use of tributyltin in marine paints has been banned in many nations and its point source discharge is now regulated through the Virginia Permit Discharge Elimination System (VPDES) program (first state to …

Bear-Paw Regional Greenways successfully completed the tasks as outlined in the grant application and award from the New Hampshire Estuaries Project as of August 31st, 2003 for the project titled: Natural Resource Mapping and Land Protection Technical Assistance. The project included the completion of a series of Natural Resource Inventory maps that were produced using current statewide natural resource digital data. We worked with a consultant from the Society for the Protection of New Hampshire Forests to produce a total of 40 different large format maps using geographic information systems. The maps produced included: aerial photos, water resource maps, significant …
