Expanding Self-Direction In Services For The Aged And People With Disabilities, Ruth A. Burgess Jan 2003

Expanding Self-Direction In Services For The Aged And People With Disabilities, Ruth A. Burgess

Theses, Dissertations and Capstones

Medicaid-funded long-term care services are traditionally delivered in nursing homes. States may apply for waivers which allow them to provide home and community based services with Medicaid funds. Because these services are by definition an alternative to nursing home care, waiver services are generally based upon a medical model which emphasizes medical deficits and tends to restrict consumers’ movements to inside the home. Recent developments such as the Olmstead Decision and federal New Freedom Initiatives have caused states to recognize that consumers desire and have a legal right to be part of a community rather than institutionalized or homebound. These …

The Classroom And Beyond: The Teacher's Role In Collaboration For Children With Emotional And Behavioral Disorders, Sarah Altman

Graduate Student Independent Studies

While many interventions have been used to help children with emotional and behavioral problems, outcomes for children with emotional and behavioral disturbances continue to be poor. The Importance Of Purpose In Probation Decision Making, Wayne A. Logan Jan 2003

The Importance Of Purpose In Probation Decision Making, Wayne A. Logan

Scholarly Publications

Articulation of purpose is, and should be, an important feature of any governmental activity. Since 1962, and the publication of the Model Penal Code, governments have increasingly seen fit to identify the purposes of punishment. To the extent such purposes have been expressly identified, however, they have primarily related to imprisonment, informing the duration inquiry. Governments have been far less dedicated to the articulation of the purposes of probation, a disposition that today easily accounts for the majority of penal outcomes in U.S. courts. This paper explores the role of purpose in probation decision making. It begins with a historical …

The Bottom Line: Employment And Barriers To Work Among Former Ssi Da&A Beneficiaries, Kevin Campbell, Jim Baumohl, Sharon R. Hunt Jan 2003

The Bottom Line: Employment And Barriers To Work Among Former Ssi Da&A Beneficiaries, Kevin Campbell, Jim Baumohl, Sharon R. Hunt

Graduate School of Social Work and Social Research Faculty Research and Scholarship

The Supplemental Security Income (SSI) program for drug addicts and alcoholists (DA&A beneficiaries) ended in January 1997 without any special effort to create employment for those who lost benefits. Relying on data from a nine-site, two-year panel study of 1,764 former DA&A recipients and detailed semistructured interviews with subsamples in four sites, this paper examines employment outcomes and barriers to employment among 611 respondents who lost SSI and did not replace it with another form of publicly funded income assistance. Despite the tight labor market of the late 1990s, this group was plagued by widespread unemployment and sub-employment. At the …

Drink, Drugs And Disability: An Introduction To The Controversy, Sharon R. Hunt, Jim Baumohl Jan 2003

Drink, Drugs And Disability: An Introduction To The Controversy, Sharon R. Hunt, Jim Baumohl

Graduate School of Social Work and Social Research Faculty Research and Scholarship

This paper reviews the history of the drug addiction and alcoholism (DA&A) program within Supplemental Security Income (SSI) and the controversies that dogged the years before its termination in 1996. The DA&A program began in 1972, and for reasons understood early on, it was susceptible to rapid growth and discrediting scandal. Through the mid-1980s, the program remained very small, mainly because of a conservative judicial climate that limited the ground for claiming substance abuse as a disabling impairment. Once the legal barriers were breached, SSI became an attractive welfare alternative for impoverished substance abusers and for local governments seeking to …
