A Tribute To Gene W. Matthews, Lawrence O. Gostin
Georgetown Law Faculty Publications and Other Works
Conference Center, across the street from the Centers for Disease Control and Prevention (CDC) on Clifton Road in Atlanta, I sat on a leather sofa with one of my oldest, dearest friends-Gene Matthews, Legal Adviser to the CDC. Gene asked to meet me to talk about how we might invigorate the field of public health law. Matthews and his colleagues at CDC were hatching an idea to commence a grass-roots movement in public health law.

To provide opportunities for Americans of all ages and backgrounds to engage in service that addresses the nation's educational, public safety, environmental, and other human needs to achieve direct and demonstrable results and to encourage all Americans to engage in such service. Financial Abuse Of The Elderly: Is The Solution A Problem?, Carolyn L. Dessin
Financial Abuse Of The Elderly: Is The Solution A Problem?, Carolyn L. Dessin
Akron Law Faculty Publications
As a population, we are aging rapidly. With this phenomenon has come an increasing interest in the problems of older Americans. Early studies of elder abuse in the 1970s began a dialogue that continues with increasing vitality. This dialogue has prompted states to attempt to prevent, remedy, and punish elder abuse in a variety of ways.
Although all of the early studies and most of the current studies focus on physical and psychological abuse of the elderly, there is a growing appreciation that financial abuse is a serious problem. Accordingly, many states have attempted to remedy financial abuse, often called …
Project Second Chance: A Dropout Prevention Program, May W. Bolden
Project Second Chance: A Dropout Prevention Program, May W. Bolden
Abraham S. Fischler College of Education ETD Archive
During the 1998-1999 academic year, 8.78% of the students in grades 11 and 12 dropped out of the two high schools located in Florence, Alabama. This percentage increased each year and was projected to reach an unacceptable rate of 18.51% during the 2001-2002 academic year.
The researcher initiated a dropout prevention program, called Project Second Chance, in order to reduce the dropout rate. Project Second Chance allowed students to retake failed or lost-credit courses in evening classes. The project had the additional objectives to improve students’ self-image, prevent them from missing regular courses due to the necessity to repeat core …

Racial Profiling And Mandatory Data Collection In Nevada: How Will Law Enforcement Respond?, Gregory M. Roehm
UNLV Theses, Dissertations, Professional Papers, and Capstones
Selected Nevada law enforcement officers participated in the mandatory collection of traffic stop data in the calendar year 2002. The requirement was a temporary one-year study mandated by the 2001 Nevada Legislature. The primary objective of this paper is to provide insight into the behavioral response of law enforcement with respect to mandatory data collection. Data for this study was obtained from the use of a self-administered mail survey from law enforcement officers from five of the nine Nevada police agencies required to collect traffic stop data. Responses from 399 Nevada law enforcement officers surveyed (A response rate of 65 …

Racial And Ethnic Profiling: Statutory Discretion, Constitutional Remedies, And Democratic Accountability, Sujit Choudhry, Kent Roach
Osgoode Hall Law Journal
Given the prominence of the issue of racial, ethnic, and religious profiling in the public debate about terrorism, it is significant that Canada's two legislative responses to September 11 - the Anti-terrorism Act and the proposed Public Safety Act - are silent on the issue, neither explicitly authorizing profiling nor expressly banning it. In this article, we focus on the constitutional remedies available for profiling in the face of these statutory silences, and the implication that the choice of remedies holds for both remedial efficacy and democratic accountability. Contrary to the position held by the majority of the Supreme Court …
