Beyond The Property Tax: Local Government Revenue Diversification, John R. Bartle, Carol Ebdon, Dale Krane

Public Administration Faculty Publications

Local governments in the U.S. rely less on the property tax than they have historically. This long-term trend has been accompanied by important shifts in the composition of local revenues. While the property tax still serves as one primary source of local government revenue, increasingly other sources are used to pay for local government. This paper first examines that trend, the forces behind it, and its regional impact. We then explore trends in three central states- Iowa, Nebraska, and Arkansas -- that have experienced substantial revenue shifts in recent years. A concluding section discusses the options for the future.

This Article focuses upon a persistent problem of the nonprofit sector--its lack of accountability to the public. Director, officer, and organizational responsibilities will be analyzed. Past and current approaches to secure accountability of charitable assets will be discussed, and a proposal for improving charitable accountability will be suggested through the creation of public-private charity commissions at the state level under the aegis of the attorney general.

A Comparative Review Of A College Education's Effect On Law Enforcement Officers Relating To Internal Affairs Complaints, Bill Griffin

The purpose of this research is to determine if a relationship exists between higher education levels and misconduct allegations for Deputy Sheriffs. Official documentation from 128 internal affairs reports were collected from the Palm Beach County Sheriff's Office. Significant relationships were found to exist between higher education levels and the misconduct allegations. While some college exposure may be beneficial for job performance, a four-year degree may not yield the desired results.

The government is engaged in a homeland-security project to safeguard the population's health from potential terrorist attacks. This project is politically charged because it affords the state enhanced powers to restrict personal and economic liberties. Dispatchers are the first link to assistance in the event of an emergency. Dispatchers must remain calm and gather information from terrified individuals, sort and extract the pertinent information, then relay that information to the responders. From a victim perspective, restorative justice has been shown usually to do better than the existing criminal justice system. It has met the burden of proof for benefiting one stakeholder in the process of justice. It might arguably lose that status if it is found that restorative justice also hurts offenders or communities. But in thousands of restorative justice conferences on three continents, no clear evidence has yet emerged that restorative justice has such negative side effects. We begin with a brief introduction to restorative justice norms and practices, followed by an analytical discussion of the roles court and corrections professionals play in the conventional criminal justice system. Next we turn to a more detailed presentation of the restorative justice critique of the criminal justice system and its implications for professional roles. We then introduce two functioning restorative justice programs, "Passages" in Salt Lake City, Utah, and Reparative Probation in Vermont. Seven weeks after I moved to Boulder, University of Colorado students rioted three-quarters of a block from my home. In July 2000, my wife, two young children, and I had moved from Austin, Texas, where I taught at the University of Texas. We bought a small Craftsman Bungalow in Boulder. Boulder real estate is expensive; we paid $435,000 for the 1600 square foot house. The American public university is a unique legal entity because it performs a unique role that this country has long recognized as valuable-too valuable to subject its core functions to external political interference.
