Evaluation Of United Nations-Supported Pilot Projects For The Prevention Of Mother-To-Child Transmission Of Hiv: Overview Of Findings, Naomi Rutenberg, Carolyn Baek, Sam Kalibala, James Rosen
HIV and AIDS
Worldwide about 800,000 children a year get HIV infections from their mothers—either during pregnancy, childbirth, or breastfeeding. Countries have the potential to prevent a large share of these infections through low-cost, effective interventions. UN agencies have taken the lead in helping developing countries mount programs for prevention of mother-to-child transmission (PMTCT). This working paper presents key findings from an evaluation of UN-supported pilot PMTCT projects in 11 countries: Botswana, Burundi, Cote d’Ivoire, Honduras, India, Kenya, Rwanda, Tanzania, Uganda, Zambia, and Zimbabwe. Key findings include feasibility and coverage, factors contributing to program coverage, program challenges, scaling up, the special case of …

The library and information science literature is overflowing with how-to articles, particularly how to manage the library. Increasingly, library managers find that the time they have available to peruse such literature lessens as other professional demands intrude. With this trend in mind, members of the Comparative Library Organization Committee (CLOC), a LAMA/LOMS standing committee, decided that a list of required readings is in order. Not just another bibliography, the selection of titles was developed using citation analysis, or bibliometrics, to select highly cited authors and titles for works published outside of the professional library literature, and for works published within …

Lessons Learned From Efforts At Institutional Change: Case Studies Of Six Ocept Institutions, T. G. Chenoweth, M. K. Kinnick, R. D. Walleri
Journal of Mathematics and Science: Collaborative Explorations
As one part of a multifaceted evaluation of the Oregon Collaborative for Excellence in the Preparation of Teachers (OCEPT), a case study approach was used to enable a deeper understanding of how a diverse group of six institutions attempted to achieve OCEPT goals and to learn more about factors that facilitated or hindered their efforts. Multiple sources of data were used, with heavy reliance on a series of on-site interviews. The analytical framework included a "depth" and "pervasiveness" typology of institutional change and a view of change as encompassing "meaning," "organization," and "effects." While goals and accomplishment levels, as well …

Teachers' Implementation Of Inquiry In Elementary Science Education, Maria De Freece Lawrence
Educational Studies Dissertations
This research was an exploratory study of elementary school science education as implemented by five exemplary teachers in grades one through five, situated in four school districts of a Rhode Island Local Systemic Change initiative. This study sought to characterize the presence of inquiry-based teaching consistent with the tenets of constructivism and scientific inquiry as expressed in the book Inquiry and the National Science Foundation Standards: A Guide for Teaching and Learning (National Research Council, 2000)

The Role Of Group Values In The Relationship Between Group Faultlines And Performance, Katerina Bezrukova, Karen A. Jehn
Psychology
This study explores the moderating effects of group values on the relationship between group faultlines and performance. Faultlines occur when group members align along two or more different demographic characteristics causing a group to split into homogeneous subgroups (adapted from Lau and Murnighan, 1998). We theorize and empirically examine three group values variables: career-, change-, and task-specificity. Analyses are performed on 81 work groups from a Fortune 500 information processing firm. Two levels of performance are considered in connection with group faultlines: individual performance (performance ratings) and group performance (bonuses and stock options). Our results provide support for our model …

The Information Systems Environment Of Time-Based Competitors, Patrick Rondeau, T. S. Ragu-Nathan, M. A. Vonderembse
Scholarship and Professional Work - Business
Time-based competitors create product development and manufacturing practices that reduce response-time and enhance customization capabilities. These practices require an information-rich, internal environment capable of flexible resource deployment and direct and continuous feedback. These firms should have enhanced information systems planning capabilities, cross-functional involvement in information systems related activities, responsiveness to organizational computing demands, high levels of end-user development, and high levels of information systems performance. Data were collected from 265 manufacturers to develop measures for these information systems variables and to determine if there are relationships between the use of time-based practices and the levels of these variables. Results indicate …

Seizing The Moment: Creating A Changed Society And University Through Outreach, Judith A. Ramaley
Higher Education
This conference is built on two very interesting premises; first, that university outreach can change society and second, that outreach can also change the university. What is the mechanism by which this mutual influence can occur? What does the university offer the community, and what does the community offer the university? The short answer is--the opportunity to learn in the company of others in a situation where learning has consequences.

A Comparative Analysis Of Design Techniques For The Construction Of An Expert System For Aircraft Engine Diagnostics, Mitch Raton
A Comparative Analysis Of Design Techniques For The Construction Of An Expert System For Aircraft Engine Diagnostics, Mitch Raton
CCAC Theses and Dissertations
The lack of knowledge and understanding of diagnostic aircraft propulsion systems causes inappropriate problem diagnosis. Because of increasing complexity, technicians are incapable of performing the necessary tasks in accordance with standard regulations. More sophisticated systems are needed today to "assist" the user technician in decision-making. This work provided a study of rule-based and frame-based expert system techniques to determine the most appropriate solution in the domain of complex diagnosis using large amounts of deterministic data. The study produced a framework that facilitates the diagnosing of faults on aircraft engines, thus reducing the burden on the aircraft mechanic regardless of experience …

Evidence-Based Development Of Health And Family Planning Programs In Bangladesh And Ghana, James F. Phillips, Tanya C. Jones, Frank K. Nyonator, Shruti Ravikumar
Poverty, Gender, and Youth
This paper describes two initiatives that have used experimental studies to guide the development of community-based health and family planning programs. In Bangladesh and Ghana, factorial experiments were implemented in stages. An exploratory phase developed a service system for community-based health care; an experimental phase assessed the demographic impact of the system; a replication phase examined the transferability of the experimental program to a non-research setting; and a scaling-up phase facilitated the extension of the new system to the national health care program. All stages were guided by research, with questions, mechanisms, and outcomes shifting as the process developed. Large-scale …

The Ghana Community-Based Health Planning And Services Initiative: Fostering Evidence-Based Organizational Change And Development In A Resource-Constrained Setting, Frank K. Nyonator, John Koku Awoonor-Williams, James F. Phillips, Tanya C. Jones, Robert A. Miller
Poverty, Gender, and Youth
Research projects demonstrating ways to improve health services often fail to have an impact on what national health programs actually do. An approach to evidence-based policy development has been launched in Ghana that bridges the gap between research and program implementation. The Community-based Health Planning and Services (CHPS) initiative employs strategies tested in the successful Navrongo experiment to guide national health reforms that mobilize volunteers, resources, and cultural institutions to support community-based primary health care. Over the 1999 to 2002 period, 100 out of the 110 districts in Ghana adopted a CHPS initiative. This paper reviews features of the initiative …
