Is Federal Preemption Efficient In Cellular Phone Regulation, Thomas W. Hazlett

While many recent state-level efforts to regulate various aspects of the cellular phone industry have been abandoned in favor of federal regulations, other attempts by state regulators still exist. For this reason, Thomas Hazlett proposes that federal regulation is generally more appropriate than state-level action, due to the nature of the cellular industry. After a brief history of the industry, the author analyzes the pros and cons associated with state and federal regulation. Hypertension is one of the major contributors to cardiovascular, renal and central nervous system morbidity and mortality. Although it is more prevalent in the adult population, hypertension and its sequelae are being seen in the pediatric population with increasing frequency. Blood pressure (BP) is not a static phenomenon. It is highly variable, changing constantly in response to various activities, stimuli, and stresses. OBJECTIVE: To study the incidence and time trends of gestational trophoblastic disease in the Kingdom of Saudi Arabia (KSA). METHODS: A retrospective study of medical records of 64,762 pregnancies registered and treated at Security Forces Hospital, Riyadh, KSA, from January 1988 through to December 1998. RESULTS: Fifty-nine cases of hydatidiform mole (36 complete hydatidiform mole (CHM) and 23 partial hydatidiform mole (PHM) and 2 cases of choriocarcinoma were observed, out of 64,762 pregnancies registered at Security Forces Hospital, Riyadh, KSA, during an 11 year period. The temporal trends exhibited significant reduction in the incidence of GTD during the study period. …

Hydroxyl free radicals are biologically important molecules in that they attack proteins, lipids and DNA to obtain an electron to fill their outer valence shell. The consequences of such attacks include protein degradation, lipid peroxidation and DNA damage, which leads to many diseases and cancer. While there are many antioxidant assays available to predict anti-radical properties of compounds against different free radicals, the assessment of hydroxyl radical damage has been challenging. The vitamin folic acid has received considerable attention in the 1990s because of its preventative role against diseases such as neural tube defects, cardiovascular diseases, and psychiatric illness.;A primary concern is the pharmaceutical quality, potency, and efficacy of commercially available folic acid products and label claims. The results showed that there has been significant progress since the 1990's in the improved quality of commercially available folic acid products in meeting USP standards.;Products were also tested in physiologically relevant solutions. Poor regeneration of northern red oak is widespread in the central hardwood region. A two-part study was conducted to determine what fungi are associated with and cause cotyledon discoloration of northern red oak acorns. The field study determined that simulated small mammal notching, surface sowing, time, and site all play a significant role in the amount of cotyledon discoloration in acorns as well as the number of acorns with discoloration. However, germination rate was only affected by site and surface sowing, while seedling vigor ratings were actually higher when acorns had discolored cotyledons. The research study explored the degree of faculty utilization of assessment practices at the class, program, and institutional levels within the University of Maryland Cooperative Extension. Differences in assessment utilization among faculty of various ranks and disciplines were examined. Faculty perceptions of the benefits and challenges of implementing assessment were also investigated. A quantitative research approach guided the study, which utilized a 78-item survey. Descriptive statistics, multivariate analyses of variance, and analyses of variance were used to analyze the quantitative data. Identifying key traits that shape trade-offs that restrict species to only a subset of environmental gradients is crucial to understanding and predicting species turnover. Previous field experiments have shown that larvae of Lestes damselfly species segregate along the entire gradient of pond permanence and predator presence and that differential predation risk and life history constraints together shape their distribution. Here, we report laboratory experiments that identify key differences in behavior and physiology among species that structure their distributions along this gradient. Contemporary professional applied animal behavior management employs a diagnostic and treatment approach for unwanted pet behavior that incorporates ethology-based causal factors. As in behavior therapy for humans, behavioral assessment includes descriptive functional analysis when possible to determine relevant contingency variables. But this information is then considered in the context of an appropriate motivational classification, such as social or prey-directed motivation or fear-motivated, and treatments are designed accordingly. A different view is that behavior can be treated effectively without a presumption of the motivation through analysis of the manifestation of the behavior itself. Using Social Marketing To Plan A Nutrition Education Program Targeting Teens, Gwenn Snow, Jamie Benedict

Using focus group interviews, information was gathered from teens describing their perceptions about the benefits and barriers of consuming select nutrient-dense foods, such as dark-green leafy and deep-yellow vegetables, fruits, low-fat dairy foods, and whole grains, and their preferences for learning about foods and nutrition. The article demonstrates how social marketing was used to gather, assess, and use descriptive information to plan a nutrition education program targeting teens. While the content was specific to nutrition education and teens, the concepts presented are appropriate for Extension Educators, and applicable to a broad range of health behaviors.

County Agent Views About Facilitating Public Education And Discussion Of Genetic Engineering Use In Agriculture, J Lynne Brown, Nancy Ellen Kiernan, Elaine S. Smith, Luanne Hughes

We conducted seven focus groups with Extension agents from three northeast states in Spring 2000 to learn what agents knew about genetic engineering (GE) applications in agriculture, their view of Extension's role in public discussion and education, and the training needed to assume such a role. While participating agents together knew a fair amount about their target audiences' perceptions of GE, they felt unprepared to deal with the challenges of public issues education in light of the current public debate, the publics' low science literacy, and their own science background. Their expressed training needs reflected these challenges.

Studies Of The Effects Of Pancreatic Beta Cell Antioxidant Transgenes On Experimental Models Of Diabetes., Hainan Chen

Pancreatic beta cells are extremely vulnerable to the destruction of Reactive Oxygen Species (ROS). In both type 1 and type 2 diabetes ROS are involved in the loss of U+000DF-cells. We hypothesized that the deficiency in ROS detoxifying system of U+000DF-cells resulted in U+000DF-cell vulnerability and enhanced ROS protection would protect from diabetes. To test this hypothesis, transgenic mice with overexpression of U+000DF-cell antioxidant protein metallothionein (MT), manganese superoxide dismutase (MnSOD) and catalase were produced on an FVB background. Initial studies demonstrated that these transgenes did not affect U+000DF-cell normal function and morphology. But those transgenes significantly protected pancreatic islets …

The leaf-cutter ant Atta cephalotes has a complex society including workers who forage for leaf fragments used to grow fungus for food. The purpose of this project was to find if A. cephalotes’ head size and foraged leaf fragment size and quality changes with trail length. Twelve trail lengths were measured and fifty leaf fragments and ant head measurements were collected per trail. The leaf fragments and whole leaf samples were measured for nitrogen content and toughness. Results showed negative relationships between trail length and wet weight (simple regression, P=.0083) and trail length and dry weight (simple regression, P=.0007). Increasing …

The use of sports supplements is prevalent among American society, including high school athletes. The purpose of this study was to determine what sports supplements high school athletes are consuming, what are the motivations behind the athletes use, where do the athletes obtain the supplements, where do the athletes acquire information regarding sports supplements and who encourages and/or discourages the athletes supplement use. A questionnaire was distributed to high school athletes in the greater Kalamazoo, Michigan area, with a seven percent response rate.

Which Is The Fairest One Of All? A Positive Analysis Of Justice Theories, James Konow

Economics Faculty Works

This paper evaluates numerous positive and normative theories of justice in positive terms, i.e., in terms of how accurately they describe the impartial fairness preferences of real people. In addition, the paper proposes and defends an integrated justice theory based on preferences over four distinct and sometimes conflicting forces. These forces frame the analysis of the individual theories and inspire four corresponding theoretical classes: equality and need, utilitarianism and welfare economics, equity and desert, and context. This synthesis enables one to treat justice rigorously and to reconcile results that often appear contradictory or at odds with alternative theories.

The Saltville Waste Disposal Site is a National Priority List site used during the 77- year operation (1895–1972) of an electrolytic chlorine and caustic soda plant. A cross-sectional study was conducted to determine disease prevalence among Saltville Medical Center (SMC) patients. Diseases associated with chronic exposures to mercury, arsenic, and lead were reviewed in patient records and these data were analyzed. Ratios of illness observed at the SMC were compared to health studies of similar environmental exposures and disease prevalence among residents of neighboring communities. Prevalence ratios were calculated for residents and non-residents of Saltville who were SMC patients. Saltville …

Necrotizing Fasciitis Complicated By Multiple Pneumoceles, Sheikh N Maheboob, Andre M Louon, Abdel H Ahmed

This paper reports a 14-year-old male patient who developed necrotizing fasciitis of the leg after a minor trauma. He was admitted to our intensive care unit with septic shock and acute lung injury. The clinical course was complicated by bilateral multiple pneumoceles resulting in bilateral pneumothoraces. The causative organism was found to be Staphylococcus aureus. This young patient survived and was discharged home in fair general condition.
