Assessing The Health Of Harbor Seals In Alaska, Stephen John Trumble
Assessing The Health Of Harbor Seals In Alaska, Stephen John Trumble
Marine Biology
Declining populations of pinnipeds in the Gulf of Alaska, possibly resulting from changes in prey quality, prompted research to determine the population health status of harbor seals (Phoca vitulina) using blood chemistry and digestive constraints. Blood chemistry and morphology reference range values between two harbor seal pup populations in Alaska, one population in continued decline, Prince William Sound, and another in recent increase, Tugidak Island, offered clues that blood values can vary on the population scale and that health assessment must utilize an appropriate set of reference values for valid comparisons. Subsequently, a captive study involving harbor seals yielded changes …

ISER Reports
This year's spotlight for the Kid's Count Alaska Data Book is child health. As many as 12,000 more children in Alaska could qualify for a government-funded program that provides health care coverage for children without health insurance, according to a non- profit group working to let more Alaskans know about the program. Denali KidCare is an extension of Medicaid for children from uninsured families whose income is somewhat too high to qualify them for Medicaid. In 2003, children whose family income was less than 175 percent of the federal poverty level could apply. About 22,000 children were enrolled in the …

Reauthorizing Head Start: The Future Federal Role In Preschool Programs For The Poor, Jane Koppelman
National Health Policy Forum
This paper describes the implications of President Bush’s proposal to devolve authority for running the Head Start program to the states and to alter the organization and funding of all government early childhood programs—with the goal of improving the school readiness skills of low-income children. The administration plan to allow states to mix Head Start funds with state-funded preschool money and, if desired, child care monies to create a more uniform early childhood care system with an educational focus raises numerous questions. This paper addresses questions raised by this plan, including the potential quality of these new systems, the extent …
