New Jersey’S Model Response To Predatory Lending, David J. Reiss
New Jersey’S Model Response To Predatory Lending, David J. Reiss
ExpressO
As widespread media coverage has documented, predatory home lending practices have become rampant throughout the country and, notably, among low-and moderate-income and African American communities in New Jersey. Our article analyzes this emerging problem as a sometimes devastating side effect of the rapid increase in American home ownership, an otherwise almost completely desirable phenomenon.
Because predatory lending has been so difficult to define, states have struggled to regulate it. New Jersey, building on the work of a few other leading states, has drafted what many consider to be the new standard for predatory lending legislation, the Home Ownership Security Act. …

Hydrostatic Pressure Dependence Of The Luminescence And Raman Frequencies In Polyfluorene, C. M. Martin, S. Guha, M. Chandrasekhar, H. R. Guentner, P. Scanduicci De Freitas, U. Scherf
Hydrostatic Pressure Dependence Of The Luminescence And Raman Frequencies In Polyfluorene, C. M. Martin, S. Guha, M. Chandrasekhar, H. R. Guentner, P. Scanduicci De Freitas, U. Scherf
College of Natural and Applied Sciences
We present studies of the photoluminescence (PL), absorption, and Raman scattering spectra from poly[2,7-(9,9'-bis(2-ethylhexyl)fluorene] under hydrostatic pressures of 0–100 kbar at room temperature. The well-defined PL and associated vibronics that are observed at atmospheric pressure change dramatically around 20 kbar in the bulk sample and at around 35 kbar for the thin-film sample. Beyond these pressures the PL emission from the backbone is swamped by strong peaks due to aggregates and keto defects in the 2.1–2.6 eV region. The Raman peaks shift to higher energies and exhibit unexpected antiresonance line shapes at higher pressures, indicating a strong electron-phonon interaction.

Whose Music Is It Anyway?: How We Came To View Musical Expression As A Form Of Property -- Part I, Michael W. Carroll
Whose Music Is It Anyway?: How We Came To View Musical Expression As A Form Of Property -- Part I, Michael W. Carroll
Working Paper Series
Many participants in the music industry consider unauthorized downloading of music files over the Internet to be “theft” of their “property.” Many Internet users who exchange music files reject that characterization. Prompted by this dispute, this Article explores how those who create and distribute music first came to look upon music as their property and when in Western history the law first supported this view. By analyzing the economic and legal structures governing musicmaking in Western Europe from the classical period in Greece through the Renaissance, the Article shows that the law first granted some exclusive rights in the Middle …

Use Of Frightening Devices In Wildlife Damage Management, Jason M. Gilsdorf, Scott E. Hygnstrom, Kurt C. Vercauteren
United States Department of Agriculture Wildlife Services: Staff Publications
Wildlife is often responsible for causing extensive damage to personal property, human health and safety concerns, and other nuisance problems because of their feeding, roosting, breeding, and loafing habits. Frightening devices are tools used in integrated wildlife damage management to reduce the impacts of animals, but the effectiveness of such devices is often variable. An animal’s visual and auditory capabilities affect how the animal will respond to a stimulus. Frightening devices include pyrotechnics, gas exploders, effigies, lights, lasers, reflective objects, guard animals, bioacoustics, and ultrasonic devices. We examined scientific literature on the use of frightening devices to reduce bird and …
