The U.S. government maintains a vast amount of personally-identifiable information on millions of American citizens. Much of this information is contained in electronic databases maintained by federal agencies. Various Freedom of Information Act (FOIA) requesters, such as journalists, marketers, and union organizers seek this information for different purposes including investigative reporting and targeted solicitations. These kinds of uses are known as "derivative uses" because this government-compiled information is requested for purposes other than the official purposes for which the information was originally gathered. These and other derivative uses of personally-identifiable information often implicate privacy concerns. Conversely, restrictions on public access …

Comparison Of 3 Methods To Assess Urine Specific Gravity In Collegiate Wrestlers, Kristin J. Stuempfle, Daniel G. Drury

Objective: To investigate the reliability and validity of refractometry, hydrometry, and reagent strips in assessing urine specific gravity in collegiate wrestlers.
Design and Setting: We assessed the reliability of refractometry, hydrometry, and reagent strips between 2 trials and among 4 testers. The validity of hydrometry and reagent strips was assessed by comparison with refractometry, the criterion measure for urine specific gravity.
Subjects: Twenty-one National Collegiate Athletic Association Division III collegiate wrestlers provided fresh urine samples.
Measurements: Four testers measured the specific gravity of each urine sample 6 times: twice by refractometry, twice by hydrometry, and twice by reagent strips.

Low-trauma fractures of older women are a major public health burden. Fractures of the hip and spine are some of the primary causes of chronic pain, functional impairment, and disability among the elderly [1]. The underlying cause of these fractures is osteoporosis. Although the disease is common, only a small proportion (15%-20%) of women at risk currently receive preventative treatment [2]. We have focused our attention to white postmenopausal women who have sustained a fracture of the distal radius. We developed a Markov model using probabilities obtained from recent literature in order to evaluated the effects of three hypothetical interventions …

Ischemic heart disease is the leading cause of mortality and morbidity in Western societies. Thus, understanding the molecular mechanisms to reduce myocardial ischemia and limit infarction size are of great importance. Ample evidence has shown that protein kinase C epsilon (PKCepsilon) play an essential role in the genesis of cardioprotection. In particular, our laboratory has shown that activation of PKCepsilon in the heart is sufficient to significantly reduce myocardial infarction due to coronary artery occlusion. However, the molecular mechanism responsible for PKCepsilon-induced cardioprotection remain unclear. Recently, functional proteomic analysis have demonstrated that PKCepsilon forms signaling complexes with various of proteins, …

The purpose of this study was to understand variance in state system performance in affordability using variables describing the state political environment and the higher education governance structure. Understanding how the political culture of states affects higher education illuminates agendas, priorities, and motivations of key decision-makers in higher education. The dependent variable was affordability of higher education measured by the National Council on Public Policy in Higher Education "Measuring Up" (2000) grade. Independent variables were the impact of special interest groups, the state higher education governance structure, legislative professionalization, and the institutional strength of the governor. A Comprehensive Analysis Of Sex And Race Inequities In Unemployment Insurance Benefits, Melissa Latimer
The Journal of Sociology & Social Welfare
This research makes a unique contribution to the growing body of literature on the welfare system by examining the relationship between sex, race, and social insurance benefits in a rural state. Using data from the West Virginia Unemployment Compensation Program, this research investigates sex and race differences in (1) monetary disqualifications for unemployment insurance (UI) benefits and (2) separation issue and nonseparation issue disqualifications of UI benefits. The analyses indicate that unemployed women, people of color, younger, and low income workers are the most likely to fail the monetary qualifications for UI benefits and to lose qualified weeks of UI …

Central Asian Leadership Succession: When, Not If, Eugene B. Rumer
Strategic Forums
This Strategic Forum paper examines the political dynamics of leadership succession in the Central Asian republics and assesses why succession will prove a critical strategic variable in the region’s future. Although regimes in Kazakhstan, Uzbekistan, Turkmenistan, Kyrgyzstan, and Tajikistan showed relative stability in the early post-Soviet period, the author argues that transitions to a new generation of leaders could reshape internal politics, foreign policy alignments, and regional security. The analysis explains how succession patterns may either reinforce existing governance structures or exacerbate weaknesses, potentially triggering broader instability. The paper highlights the implications for U.S. interests, including counterterrorism cooperation, energy security, …
