The design and construction of domain specific ontologies and taxonomies requires allocation of huge resources in terms of cost and time. These efforts are human intensive and we need to explore ways of minimizing human involvement and other resources. In the biomedical domain, we seek to leverage resources such as the UMLS1 Metathesaurus and NLP-based applications such as MetaMap2 in conjunction with statistical clustering techniques, to (partially) automate the process. This is expected to be useful to the team involved in developing MeSH and other biomedical taxonomies to identify gaps in the existing taxonomies, and to be able to quickly …

Life Cycle Management is a new framework to meet our present global challenges towards more sustainable patterns of production and consumption. In this context, LCM is offering a platform for the private and public sector. Thinking in systems and along product/service life cycles offers insights into how decisions should be made to improve a systems performance. The LCM concept has emerged out of industrial practice, but offers also opportunities for the public sector. In a new global understanding all market actors, policy makers, industry and consumers are essential players that need to find common platforms to achieve triple bottom line …

CD1d presents lipid antigen to a conserved population of natural killer (NK) T cells, which participate in host immune defense, tumor cell rejection and suppression of autoimmunity. The levels of human CD1d expression vary significantly between individuals. To understand such variation, we sequenced the region up to 1.7 kb 5′ upstream of the translation start site and partially through exon 2 in 44 white Americans. We also studied two tagged single nucleotide polymorphisms (SNP) in 112 white Americans, 60 African-Americans, 88 Europeans, and 84 Chinese people from the region. Six SNP present in the region (-836C→T, -773C→T, -764C→G, -713A→T, -365A→G …

Aerobic Denitrification Of Pseudomonas Aeruginosa Monitored By Online Nad(P)H Fluorescence, Fan Chen, Qing Xia, Lu-Kwang Ju Nov 2003

Aerobic Denitrification Of Pseudomonas Aeruginosa Monitored By Online Nad(P)H Fluorescence, Fan Chen, Qing Xia, Lu-Kwang Ju

Chemical, Biomolecular, and Corrosion Engineering Faculty Research

Continuous cultures of Pseudomonas aeruginosa (ATCC 9027) maintained at different dissolved oxygen concentrations (DO) were studied for the effects of DO on various culture properties, especially aerobic respiration and denitrification. The DO was varied from 0 mg/liter (completely anoxic conditions) to 1.3 mg/liter and measured with optical sensors that could accurately determine very low DO based on oxygen-quenched luminescence. The strain was found to perform aerobic denitrification; while the specific rate decreased with increasing DO, denitrification persisted at approximately 1/8 of the maximum rate (1.7 mmol/g of cells/h) even at relatively high DO (1 to 1.3 mg/liter). In the presence …

Converting Plant Biomass To Fuels And Commodity Chemicals In South Africa: A Third Chapter?, L R. Lynd, H H Von Blottnitz, B Tait, J De Boer, I S. Pretorius, K Rumbold, W H. Van Zyl

Dartmouth Scholarship

There have been two distinct chapters in the history of converting cellulosic biomass to fuels and commodity chemicals in South Africa. The first chapter, fromthe late 1970s to the early 1990s, involved some of the most active research and development efforts of their kind anywhere in the world. Thereafter, during the second chapter, there has been very little activity in the field in South Africa while there has been an unprecedented awakening to the potential of biomass conversion elsewhere. This paper considers the rationale and possible benefits of a potential third chapter based on a revitalized effort on biomass conversion …

Comparison Of Viral Trajectories In Aids Studies By Using Nonparametric Mixed-Effects Models, Chin-Shang Li, Hua Liang, Ying-Hen Hsieh, Shiing-Jer Twu Nov 2003

Comparison Of Viral Trajectories In Aids Studies By Using Nonparametric Mixed-Effects Models, Chin-Shang Li, Hua Liang, Ying-Hen Hsieh, Shiing-Jer Twu

Journal of Modern Applied Statistical Methods

The efficacy of antiretroviral therapies for human immunodeficiency virus (HIV) infection can be assessed by studying the trajectory of the changing viral load with treatment time, but estimation of viral trajectory parameters by using the implicit function form of linear and nonlinear parametric models can be problematic. Using longitudinal viral load data from a clinical study of HIV-infected patients in Taiwan, we described the viral trajectories by applying a nonparametric mixed-effects model. We were then able to compare the efficacies of highly active antiretroviral therapy (HAART) and conventional therapy by using Young and Bowman’s (1995) test.

Futures Thinking For The Built And Human Environment, Lorcan Sirr, John Ratcliffe Nov 2003

Futures Thinking For The Built And Human Environment, Lorcan Sirr, John Ratcliffe

Reports

We are currently living through an era where we can, and need to, create exciting new possibilities in the way we think about, plan, design and build new places and spaces for working and living. At the same time, two irresistible forces – change and complexity – face decision-makers charged with framing and executing future policy and practice for the built and human environment. This paper generally argues the case for employing a ‘prospective’ process through scenario thinking for strategic planning and management in the urban arena. It does not attempt to identify or explore the advances made in planning …

Building An Environmental Ethic From The Ground Up, Alyson C. Flournoy Nov 2003

Building An Environmental Ethic From The Ground Up, Alyson C. Flournoy

UF Law Faculty Publications

Over the last twenty years there has been a remarkable theoretical flourishing in the field of environmental philosophy, with the development of biocentric ethics, animal rights theories, deep ecology, ecofeminism, modified utilitarianism, moral pluralism and theories drawing on numerous religious and cultural traditions. These theories explore the intellectual and moral causes for the environmentally destructive practices of the dominant western industrial and economic culture, and propose alternatives that might avoid these consequences. This symposium raises a worthy question: to what extent have these theories had practical impact on environmental law and policy. I come to this question as a lawyer …

Makes Sense To Me: How Moderate, Targeted Federal Tort Reform Legislation Could Solve The Nation's Asbestos Litigation Crisis, Mark H. Reeves Nov 2003

Makes Sense To Me: How Moderate, Targeted Federal Tort Reform Legislation Could Solve The Nation's Asbestos Litigation Crisis, Mark H. Reeves

Vanderbilt Law Review

During the three decades he spent working as a machinist for the United States Navy, Henry Plummer suffered continuous exposure to the asbestos used in the insulation, gaskets and pipe coverings of warships. In late 1999, a biopsy confirmed that he had developed mesothelioma, a gruesome type of cancer that kills all those who contract it and is caused only by asbestos. In an effort to combat his cancer, Mr. Plummer embarked on a long, painful course of treatments that included chemotherapy and the removal of his left lung in April 2000. In early 2001, however, Mr. Plummer's doctor informed …

Having Failed To Defend, An Insurer Can Still Argue Lack Of Coverage - Royal Insurance Co. Of America V. Kirksville College Of Osteopathic Medicine, Inc., Matthew Towns

Missouri Law Review

This Note explores the consequences of an insurer’s breach of the duty to defend under Missouri case law. It also examines the theories applied in other states in support of the position that a breach of the duty to defend entails loss of the right to argue lack of coverage. The Note concludes that the holding in Royal insurance Co. of America v. Kirksville College of Osteopathic Medicine, Inc. resolved a burgeoning controversy by clarifying insurers’ rights to an extent unknown in other jurisdictions.

Who Can Defend A Federal Regulation? The Ninth Circuit Misapplied Rule 24 By Denying Intervention Of Right In Kootenai Tribe Of Idaho V. Veneman, Stephanie D. Matheny Nov 2003

Who Can Defend A Federal Regulation? The Ninth Circuit Misapplied Rule 24 By Denying Intervention Of Right In Kootenai Tribe Of Idaho V. Veneman, Stephanie D. Matheny

Washington Law Review

In Kootenai Tribe of Idaho v. Veneman, the United States Court of Appeals for the Ninth Circuit misapplied Rule 24 of the Federal Rules of Civil Procedure by denying intervention of right to organizations that had protectable interests in the adoption and implementation of the Roadless Rule. The court based its decision to deny intervention of right on its federal defendant rule, which bars intervention of right by parties other than the federal government to defend a challenge brought under the National Environmental Policy Act (NEPA). The Kootenai decision extended the reach of the federal defendant rule to include …

Alternative Governance: A Tool For Military Laboratory Reform, Timothy Coffey, Kenneth W. Lackie, Michael L. Marshall Nov 2003

Alternative Governance: A Tool For Military Laboratory Reform, Timothy Coffey, Kenneth W. Lackie, Michael L. Marshall

Defense Horizons

Throughout the Cold War, the United States maintained an edge over adversaries by fielding technologically superior warfighting systems. This strategy depended on a strong research and development (R&D) effort in both the public and private sectors, and the community of military laboratories in the Department of Defense played an essential role in the overall effort. Because of the importance of these labs during the Cold War, defense planners continually focused on ways to improve and strengthen them.

The end of the Cold War, however, shifted the focus away from laboratory improvement toward consolidation, closure, realignment, and personnel downsizing, as many …
