William Brownlee Welsh was born in Munfordville, Kentucky, on September 18, 1924. His mother, Mary Cox Welsh, was in charge of dining halls at Berea College in Kentucky. His father, Benjamin Tibbetts Welsh, worked in a labor program in Berea. William grew up around Berea and eventually attended Berea College. However, Welsh split time during his childhood between Kentucky and Boothbay Harbor, Maine, where his grandfather worked on a dairy farm. Welsh spent every summer of his youth in Boothbay Harbor with his grandfather, until he went away to fight in World War II for three or four years. Welsh …

Was Arthur Andersen Different?: An Empirical Examination Of Major Accounting Firms' Audits Of Large Clients, Theodore Eisenberg, Jonathan R. Macey

Cornell Law Faculty Working Papers

Enron and other corporate financial scandals focused attention on the accounting industry in general and on Arthur Andersen in particular. Part of the policy response to Enron, the criminal prosecution of Andersen, eliminated one of the few major audit firms capable of auditing many large, public corporations. This article explores whether Andersen’s performance, as measured by frequency of financial restatements, measurably differed from that of other large auditors. Financial restatements trigger significant negative market reactions and their frequency can be viewed as a measure of accounting performance. Throughout the history of the United States, Americans customarily have given away their money, as well as their time to serve the common good. Americans will give "to build something, to fight something, or to save something" (Fink, 1990, p. 136). They make gifts to causes, or the societal problems represented by organizational missions, that are important to them. Individuals give not only to advance a common good, but also to receive private goods, or benefits that are internal, intangible, and in some cases, tangible (Steinberg, 1989).

Benin’S Constitutional Court: An Institutional Model For Enforcing Human Rights, Anna Rotman

This piece is based on field research the author conducted in Benin, West Africa during January 2003. The paper explores how the Court operates as a hybrid institution, by combining the competences traditionally associated with a constitutional court with the mandate of a national human rights commission. The paper argues that the Beninese Constitutional Court could provide an institutional model for guaranteeing human rights through a state-sponsored institution.

The Anchor began in 1887 and was first issued weekly in 1914. Covering national and campus news alike, Hope College’s student-run newspaper has grown over the years to encompass over two-dozen editors, reporters, and staff. For much of The Anchor's history, the latest issue was distributed across campus each Wednesday throughout the academic school year (with few exceptions). In recent years The Anchor moved to monthly print issues and a more frequently updated website. The Anchor is now published in print twice per academic semester. Occasionally, the volume and/or issue numbering is irregular.

PARENTAL NOTIFICATION PRIOR TO TERMINATION OF MINOR'S PREGNANCY. INITIATIVE CONSTITUTIONAL AMENDMENT AND STATUTE. Amends Constitution to provide that, except for medical emergency or when waiver of notification has been obtained pursuant to state law, no abortion shall be performed upon an unemancipated minor until the physician notifies minor's parent or legal guardian. Statute provides definitions and authorizes monetary penalty and damages for violation. Statute permits minor to confidentially petition juvenile court for notification waiver based upon clear and convincing evidence of sufficient maturity, physical or sexual abuse by parent or guardian, or that notification is not in minor's best interests. …
