Reducing Racial And Ethnic Health Disparities: Estimating The Impact Of High Health Center Penetration In Low-Income Communities, Peter Shin, Karen Jones, Sara J. Rosenbaum
Reducing Racial And Ethnic Health Disparities: Estimating The Impact Of High Health Center Penetration In Low-Income Communities, Peter Shin, Karen Jones, Sara J. Rosenbaum
Health Policy and Management Faculty Publications
The health disparities literature suggests that although the lack of health insurance is the most basic barrier to health care, improved access to clinically appropriate care is key, particularly in the case of minority and low-income populations where the health risks are greatest. This study examines the relationship between health center penetration into medically underserved communities and the reduction of state-level health disparities. Health centers were developed with the express aim of serving medically underserved persons. Their doubling represents a significant health priority of the Bush Administration and one that enjoys bipartisan Congressional support.

The Effects Of Globalization: A View From The Developing World, Andrés Mejia-Vergnaud
Center for Applied Economics
Globalization has been hailed as a deliverer and condemned as a destroyer of developing countries. How can globalization elicit such divergent responses? And what do people mean when they praise or condemn globalization?
As you will see in the course of this paper, I will often point to the beneficial effects of free trade and free-markets. The gains from free trade and free markets are indeed relevant from the point of view of public policy: they offer a guide to which sort of policies we should pursue. This doesn’t mean, however, that I believe these positive effects are the main …

The Economics Of International Monies, Gerald P. Dwyer Jr., James R. Lothian
CRIF Working Paper series
The purpose of this paper is to examine the history of international monies and the theory related to their adoption and use. We summarize the history of international monies, beginning with a discussion of the gold solidus introduced in the fourth century by the Emperor Constantine, continuing with the currencies of the Italian city states and ending with the currencies that have functioned as international monies from the early modern period to the present. We identify four key characteristics of these currencies: high unitary value; relatively low inflation rates for long periods; issuance by major economic and trading powers; and …

State Policy Brief: Merit Screening Of Citizens For Gubernatorial Appointment To Public College And University Trusteeship, Association Of Governing Boards Of Universities And Colleges
Faculty Senate Documents
This paper makes the case for establishing recruitment and screening panels to help governors appoint public college and university trustees. It offers ideas that can be adapted to the diverse traditions and cultures of state governments and public higher education systems. It also provides illustrative lists of the responsibilities of public governing boards and individual trustees as well as the qualifications to be sought in outstanding appointees.

Earth Sciences
China possesses cropland of 1.33 million km 2. Cultivation of the cropland not only altered the biogeochemical cycles of carbon (C) and nitrogen (N) in the agroecosystems but also affected global climate. The impacts of agroecosystems on global climate attribute to emissions of three greenhouse gases, namely carbon dioxide (CO2), methane (CH4) and nitrous oxide (N2O).

Seasonal Deuterium Excess In A Tien Shan Ice Core: Influence Of Moisture Transport And Recycling In Central Asia, K Kreutz, Cameron P. Wake, V Aizen, L Dewayne Cecil, Hans-Arno Synal
Earth Sciences
Stable water isotope (δ18O, δD) data from a high elevation (5100 masl) ice core recovered from the Tien Shan Mountains, Kyrgyzstan, display a seasonal cycle in deuterium excess (d = δD − 8*δ18O) related to changes in the regional hydrologic cycle during 1994–2000. While there is a strong correlation (r2 = 0.98) between δ18O and δD in the ice core samples, the regression slope (6.9) and mean d value (23.0) are significantly different than the global meteoric water line values. The resulting time-series ice core d profile contains distinct winter maxima and …

West Greenland's Cod-To-Shrimp Transition: Local Dimensions Of Climatic Change, Lawrence C. Hamilton, Benjamin C. Brown, Rasmos Ole Rasmussen
Sociology
Abstract
West Greenland's transition from a cod-fishing to a shrimp-fishing economy, ca. 1960-90, provides a case study in the human dimensions of climatic change. Physical, biological, and social systems interacted in complex ways to affect coastal communities. For this integrated case study, we examine linkages between atmospheric conditions (including the North Atlantic Oscillation), ocean circulation, ecosystem conditions, fishery activities, and the livelihoods and population changes of two West Greenland towns: Sisimiut, south of Disko Bay, and Paamiut, on the southwest coast. Sisimiut prospered as a fishing center through the cod-to-shrimp transition. Paamiut, more specialized in cod fishing, declined. Their stories …
