Forecasting Excessive Rainfall And Low-Cloud Bases East Of The Northern Andes And Mesoscale Convective Complex Movement In Central South America, Marc R. Gasbarro

Theses and Dissertations

This research produces better forecast tools for SOUTHCOM's 25th Operational Weather Squadron (OWS) over multiple areas of operation in South America. Heavy rainfall and low-cloud base events along the northeastern Andes foothills are examined, as well as, mesoscale convective complexes (MCCs) in Central South America (CSA). Low clouds, fog, and flooding rains hamper daily Department of Defense (DoD) counter-drug operations in Northwestern South America (NWSA). In addition, fierce MCCs interfere with joint-military exercises in CSA.

Towards A Framework For Understanding Innovation Implementation In The Air Force, Howard E. Byrd Jr.

Theses and Dissertations

Innovation is a major way organizations deal with changes in their competitive environment. The Department of Defense (DoD) too is facing incredible changes and challenges within its competitive environments. This situation is requiring the adopting and implementing of many new innovations in an effort to transform the forces to meet the challenges. A key component of the DoD's efforts to transform is in Air Force acquisition and sustainment processes. Digital technical orders are an example of such a sustainment process. The Air Force has mandated it will transform from a paper based technical data environment to a digital one. The …

Instilling An Entrepreneurial Mindset In Department Of Defense (Dod) Organizations: Evidence From Entrepreneurial Organizations In The Private Sector, Rochelle D. Smith Mar 2003

Instilling An Entrepreneurial Mindset In Department Of Defense (Dod) Organizations: Evidence From Entrepreneurial Organizations In The Private Sector, Rochelle D. Smith

Theses and Dissertations

Calls for transforming government and creating entrepreneurial cultures in non-profit motivated organizations are everywhere today. The primary method proposed for instilling an entrepreneurial mindset is to institute "best practices" or "lessons learned" from commercial firms that have characteristics similar to those of large government organizations. While the similarities between the private and public sector organizations are many, the differences (e.g. legal restrictions, missions, and motivation of members of the organization) are also notable. This exploratory study seeks to more clearly define the commonalities between the experiences of private sector firms and how those experiences can be captured to help DoD …

Mapping Colombia: The Correlation Between Land Data And Strategy, Geoffrey Demarest Dr. Mar 2003

Mapping Colombia: The Correlation Between Land Data And Strategy, Geoffrey Demarest Dr.

Books, Monographs & Collaborative Studies

The mapping of Colombian national territory, however, is fundamental to the problem of control of national territory. As a threshold matter, policy, strategy, and military asset management in contemporary conflict in virtually any unstable part of the world must deal with the problem of governance in "lawless areas." Unless a central government such as that in Colombia can exert legitimate control and governance in the 60+ percent of the municipalities not under its control, there can be no effective judicial system and rule of law; no effective legal crop substitution programs; no effective democratic processes; and, only very little military …

Future War/Future Battlespace: The Strategic Role Of American Landpower, Steven Metz Dr., Raymond A. Millen Ltc

Books, Monographs & Collaborative Studies

The authors examine the trends in the strategic environment in their development of the Future War/Future Battlespace. One fact is clear. Traditional warfighting has changed in the post 9-11 era. The U.S. military must adapt or fail. There is no other recourse. The authors have superbly framed the strategic environment into four strategic battlespaces and have examined the ways future adversaries will operate within them to thwart U.S. strategic initiatives. In this context, these variables influence the path that Transformation must take.

Globalization And The Nature Of War, Antulio J. Echevarria Ii Mar 2003

Globalization And The Nature Of War, Antulio J. Echevarria Ii

Books, Monographs & Collaborative Studies

The author explores the nature of war, and how it has changed as a result of globalization. He uses the Clausewitzian model of war's trinity (political guidance, chance, and enmity) as a framework for understanding the nature of war, a concept that has been only vaguely represented in defense literature. He then analyses the global war on terrorism via that framework. He concludes that the Clausewitzian trinity is alive and well. Globalization is strengthening the role that political guidance is playing in war, it may well increase the elements of chance and uncertainty, and it is clearly exacerbating basic feelings …

Translation Studies And Agamben's Theory Of The Potential, Paolo Bartoloni Mar 2003

Translation Studies And Agamben's Theory Of The Potential, Paolo Bartoloni

CLCWeb: Comparative Literature and Culture

In his article, "Translation Studies and Agamben's Theory of the Potential," Paolo Bartoloni discusses the interstitial space of translation by drawing on literary and philosophical preoccupations, especially Giorgio Agamben's notion of "potentiality." The first part of the article is devolved to defining and discussing "potentiality" and the significance that it has for a general re-thinking of translation theory. Bartoloni moves on to ask what would happen if the focus of translation shifts from the final product, or from the relation between the original and the translation, to the process of translating, that is the middle ground, the in-betweenness where two …

Characterisation Of A Sexual Stage-Specific Gene Encoding Orc1 Homologue In The Human Malaria Parasite Plasmodium Falciparum, J-L Li, Ls Cox Mar 2003

Characterisation Of A Sexual Stage-Specific Gene Encoding Orc1 Homologue In The Human Malaria Parasite Plasmodium Falciparum, J-L Li, Ls Cox

School of Biomedical Sciences

The origin recognition complex (ORC) is a multisubunit protein composed of six polypeptides that binds to replication origins and is essential for the initiation of chromosomal DNA replication. Using the Vectorette technique, we have isolated a novel gene encoding an ORC1-like protein from the human malaria parasite Plasmodium falciparum. The gene has no introns and encodes a protein (PfORC1) of 1189 amino acid residues with a predicted molecular mass of 139 kDa. PfORC1 contains all conserved sequences in the ORC1/Cdc6/Cdc18 family and displays the highest homology to the Schizosaccharomyces pombe ORC1. However, PfORC1 possesses an extensive N-terminal segment with several …

The Chaplaincy Of The Alabama Army National Guard, Jimmy Black Mar 2003

The Chaplaincy Of The Alabama Army National Guard, Jimmy Black

Doctoral Dissertations and Projects

A review of current literature demonstrates that very little information is known of the Alabama Army National Guard Chaplain Program. Sources provide the historical background of U.S. military chaplains. A survey of current chaplains in Alabama provides this project with statistical information illuminating the current status, and the project then reviews the job of chaplain in the Alabama Army National Guard. Recommendations address the treatment of chaplains, recruitment of new chaplains, and the education of chaplains.

The Internet And The Persistence Of Law, Justin Hughes Mar 2003

The Internet And The Persistence Of Law, Justin Hughes

Articles

Since legal commentators first confronted cyberspace, three broad stories have emerged to describe the interrelation of law and the Internet: the "no-law Internet," the "Internet as a separate jurisdiction," and Internet law as "translation" of familiar legal concepts. This Article reviews these stories, focusing on how ongoing "translation" is giving way to a growing convergence in Internet law. The Article makes the case for convergence among legal responses to cyberspace and proposes a basic taxonomy for different models of convergence. With this taxonomy, the Article examines the ways in which convergence is occurring, as well as its effects on both …

Rejecting The Myth Of Popular Sovereignty And Applying An Agency Model To Direct Democracy, Glen Staszewski Mar 2003

Rejecting The Myth Of Popular Sovereignty And Applying An Agency Model To Direct Democracy, Glen Staszewski

Vanderbilt Law Review

The use of direct democracy is at its highest level in more than one hundred years.' The direct initiative, which is the primary focus of this Article, allows private citizens to bypass the traditional legislative process and make binding laws, often in highly contentious areas of public policy. The 2000 elections, for example, placed directly before voters the issues of school vouchers, physician-assisted suicide, same- sex marriage and other gay and lesbian rights, gun control, campaign finance reform, bilingual education, gambling, medical use of marijuana, and sentencing for drug offenders, as well as some of the perennial favorites-tax reform and …
