Communication And Monetary Policy, Jeffrey Amato, Stephen Morris, Hyun Song Shin Mar 2003

Communication And Monetary Policy, Jeffrey Amato, Stephen Morris, Hyun Song Shin

Cowles Foundation Discussion Papers

One role of monetary policy is to coordinate expectations in the economy and greater transparency of monetary policy may lead to greater coordination. But if transparent monetary policy helps coordinate expectations, then it must also magnify mistakes.

Vitamin-A deficiency (VAD) is a major malnutrition problem in South Asia, where indica rice is the staple food. Indica-type rice varieties feed more than 2 billion people. Hence, we introduced a combination of transgenes using the biolistic system of transformation enabling biosynthesis of provitamin A in the endosperm of several indica rice cultivars adapted to diverse ecosystems of different countries. The rice seed-specific glutelin promoter (Gt-1 P) was used to drive the expression of phytoene synthase (psy), while lycopene β-cyclase (lcy) and phytoene desaturase (crtI), fused to the transit peptide sequence of the pea-Rubisco small subunit, were driven by the …

Avoiding Slim Reasoning And Shady Results: A Proposal For Indecency And Obscenity Regulation In Radio And Broadcast Television, Jacob T. Rigney Mar 2003

Avoiding Slim Reasoning And Shady Results: A Proposal For Indecency And Obscenity Regulation In Radio And Broadcast Television, Jacob T. Rigney

Federal Communications Law Journal

This Note explores the relevant law regarding the issue of indecency and obscenity in broadcast, with particular focus on a 2001 Policy Statement released by the FCC. The Author examines the major problems with the regulatory scheme as it now exists, and offers an alternative. The Author concludes by arguing that leaving the subjective decisions regarding indecency to market forces, leaving parents to determine what should or should not be indecent, and leaving the FCC free to pursue obscenity with greater zeal is the most appropriate course of action for the future.

Property As A Fundamental Constitutional Right? The German Example, Gregory S. Alexander Mar 2003

Property As A Fundamental Constitutional Right? The German Example, Gregory S. Alexander

Cornell Law Faculty Working Papers

This article examines an apparent paradox in comparative constitutional law. Property rights are not treated as a fundamental right in American constitutional law; they are, however, under the Basic Law (i.e., constitution) of Germany, a social-welfare state that otherwise gives less weight to property. The article uses this apparent paradox as a vehicle for considering the different reasons why constitutions protect property. It explains the difference between the German and American constitutional treatment of property on the basis of the quite different approaches taken in the two systems to the purposes of constitutional protection of property.

Biology And The Battlefield, Robert E. Armstrong, Jerry B. Warner Mar 2003

Biology And The Battlefield, Robert E. Armstrong, Jerry B. Warner

Defense Horizons

The military and the life sciences have been intertwined throughout history. Biology has often been a source of offensive weapons, ranging from the hurling of plague victims over the walls of Kaffa (which probably started the 14th-century Black Death) to the anthrax attacks of fall 2001.

The military-biology relationship also has a humane side. Over the years, medical advances have saved countless soldiers and contributed to the overall well being of society. From the smallpox inoculation of Continental Army recruits in 1777—nearly 20 years before Edward Jenner’s smallpox vaccination—to the development of modern vaccines, military physicians have a lengthy and …

The Thai Journal of Veterinary Medicine

2,425 neoplasms from dogs in Bangkok were submitted to the Department of Pathology, Chulalongkorn University, from January 1982 to December 2000 (a 19-year period) and were retrospectively studied to survey the prevalence of the different types of tumours. Histopathological diagnosis was based on the World Health Organization (WHO, 1974) classification of tumours in domestic animals. The prevalence of canine tumours was categorized into skin and soft tissue tumours, 55.05% (1,335 cases); mammary tumours, 28.29% (686 cases); reproductive tumours, 9.69% (235 cases); musculoskeletal tumours, 1.86% (45 cases); digestive tumours, 2.68% (65 cases); hematopoietic and lymphatic tumours, 1.94% (47 cases) and urinary …

Subgrouping Poor Readers On The Basis Of Individual Differences In Reading-Related Abilities, Hugh W. Catts, Tiffany Hogan, Marc E. Fey Mar 2003

Subgrouping Poor Readers On The Basis Of Individual Differences In Reading-Related Abilities, Hugh W. Catts, Tiffany Hogan, Marc E. Fey

Department of Special Education and Communication Disorders: Faculty Publications

The present study investigated the use of the Reading Component Model to subgroup poor readers. A large sample of poor readers was identified in second grade and subgrouped on the basis of relative strengths and weaknesses in word recognition and listening comprehension. Although homogeneous subgroups were not identified, poor readers could be classified into four subgroups that differed significantly in reading-related abilities. Further analyses showed that poor readers’ strengths and weaknesses in listening comprehension, and to a lesser extent in word recognition, were foreshadowed by their abilities on related kindergarten measures. Follow- up testing in the fourth grade indicated that …

Ecology Of The Missouri River: Missouri River Creel Survey, Bellevue Bridge To Camp Creek, 30 March Through 11 October 2002. Supplement I, Gerald Mestl

Nebraska Game and Parks Commission: White Papers, Conference Presentations, and Manuscripts

This report describes Missouri River activities and results related to a channelized Missouri River creel survey conducted from 30 March through 11 October 2002. This is the third of a planned annual creel survey to be conducted on alternating sections of the channelized Missouri River to measure changes in recreational fishing activity, especially those changes due to large scale habitat restoration efforts. Future reports will contain additional analyses of these data. Anglers spent over 42,000 hours fishing the Missouri River from Bellevue (rkm 967.7) to Camp Creek (rkm 883.5) during the survey period. Effort was steady from late spring (4/27 …

Cyberspace, Y2k: Giant Robots, Asian Punks, Rachel Rubin

Institute for Asian American Studies Publications

On the eve of the 21st century, a group of young Asian American writers bravely announced—tongue partially in cheek, in keeping with the aesthetic of sincere irony that characterizes the so-called Generation X—their recreation of “a monster.” This announcement, posted on the internet (at www.gidra.net), was drafted by the “editorial recollective” of Gidra, a samizdat (self-published) monthly newsletter launched thirty years earlier by a group of UCLA students who wanted a forum where they could address the particular concerns and issues facing Asian Pacific Americans in the Vietnam War era. Writers and editors of a new Gidra declared in …

Religious Naturalism And Naturalizing Morality, Ursula Goodenough Mar 2003

Religious Naturalism And Naturalizing Morality, Ursula Goodenough

Biology Faculty Research

I first offer some reflections on the term religious naturalism. I then outline how moral thought might be configured in the context of religious naturalism. It is proposed that the goal of morality is to generate a flourishing community and that humans negotiate their social interactions using moral capacities that are cultivated in the context of culture. Six such capacities are considered: strategic reciprocity, humaneness, fair–mindedness, courage, reverence, and mindfulness. Moral capacities are contrasted with moral susceptibilities, fueled by self–interest, and brought to the fore in times of stress and humiliation. The essay is in two parts. I first respond …

Retrying Race, Anthony V. Alfieri Mar 2003

Retrying Race, Anthony V. Alfieri

Michigan Law Review

This Essay investigates the renewed prosecution of long-dormant criminal and civil rights cases of white-on-black racial violence arising out of the 1950s and 1960s. The study is part of an ongoing project on race, lawyers, and ethics within the criminal-justice system. Framed by this larger project, the Essay explores the normative and sociolegal meaning of that resurgent prosecution. My hope in pursuing this inquiry is to better understand, and perhaps begin to refashion, the prosecutor's redemptive role in cases of racial violence. Both descriptive and prescriptive in nature, the inquiry addresses race in relation to law and community. Grappling with …
