The American Challenge To International Law: A Tentative Framework For Debate, Harlan G. Cohen

The United States often appears hypocritical in its commitment to International Law. It supports Nuremberg, Yugoslavia, and Rwandan tribunals, but opposes the International Criminal Court. It supports the creation of the United Nations, but seeks unilateral action in Iraq. This Essay explores these seeming contradictions in American stances toward international law. It argues that while such apparent hypocrisy might be explained by mere pragmatism, ideas prevalent in American foreign policy history seem to point in a more dangerous direction, that such divergent actions may actually be informed by a coherent, specifically American conception of international law. KC1 causes smooth muscle contraction by elevating intracellular free calcium ([Ca2+]i), while receptor stimulation activates an additional mechanism termed Ca2+- sensitization that can involve activation of ROK and PKC. However, recent studies support the hypothesis that KC1 may also increase Ca2+-sensitivity (36). Our data showed that the PKC inhibitor, GF-109203X, did not, while the ROK inhibitor, Y-27632, did inhibit KCl-induced tonic (5’) force and myosin light chain (MLC) phosphorylation in rabbit artery. Y-27632 also inhibited Bay K-8644- and ionomycin-induced MLC phosphorylation and force, but did not inhibit KCl-induced calcium entry or peak …

While Integrity tests have demonstrated significant predictive and concurrent validity, the meaning and structure of integrity test scores are not well understood. The purpose of the present investigation was to empirically verify the results of a previous study that used an inductive method to define integrity and identify its constituent dimensions (Green, 1999). Specifically, the present investigation used item analysis, confirmatory factor analysis, discriminant validity analysis, and an analysis of social desirability to test the validity of the five integrity dimensions identified by Green (1999): Concern for Others, Conscientiousness, Emotional Control, Fairness, and Honesty. Microenterprise Performance: A Comparison Of Experiences In The United States And Uganda, Margaret S. Sherraden, Fred M. Ssewamala, Cynthia K. Sanders

This article compares microenterprise performance in the United States and Uganda. In-depth interview data and published sources suggest that many of the same factors affect business performance in both countries although scale and details vary considerably. Micro, mezzo, and macro strategies are proposed to maximize entrepreneurial effort, reduce barriers, and strengthen institutional and policy support in both contexts.

Previous literature has demonstrated that supplemental magnesium may have a prophylactic effect on noise induced hearing loss (NIHL). The purpose of this study was to replicate the findings of a previous investigation concerning the beneficial effects of supplemental magnesium on TTS in humans. Forty participants with normal hearing were divided into two groups, experimental and control. The experimental group received a single, 150 mg dose of supplemental magnesium and the control group received a placebo. After an hour in a quiet environment, all participants were exposed to a narrowband noise centered at 2000 Hz and presented at 105 dB SPL. …

Previous studies have shown that supplemental magnesium administered prior to exposure to noise has an alleviating effect on temporary threshold shift (TTS). These studies have only used audiometric thresholds to demonstrate changes in the auditory system. However, to help determine the effects on outer hair cells (OHCs), a more sensitive measure should be used. The purpose of this study was to determine if supplemental magnesium administration prior to noise exposure has a beneficial effect on acoustic overexposure using a double-blind research design. This was determined by measuring distortion product otoacoustic emissions (DPOAEs) to determine any changes in cochlear OHC function. …

Each of its four sections gives insight into how its particular theme influences who we become as individuals. It begins with family and the struggles related to family values versus personal beliefs. I include poems that speak to my cultural upbringing and direct conflicts between my beliefs and my family'. The second celebrates the coexistence of individuality and togetherness in a relationship. This evaluation seeks to determine the extent to which the professional literature concerning bereaved children in the United States includes African American, Hispanic American, and Asian American children whose siblings have died in childhood.

A literature search identifies 58 articles, published between 1990 and 2002, concerning children under age 19 living in the United States whose siblings have died. Articles are sorted by time frame and classified by type. There are 31 descriptive articles consisting of five literature reviews, five commentaries, five case studies, and 16 narratives; there are 27 research articles. The Timber Rattlesnake (Crotalus horridus) occurs in discontinuous populations throughout the eastern and central United States. The species exhibits high levels of polymorphism in morphological traits, especially in coloration and pattern. Previous studies recognized either distinct northern and southern subspecies or three regional morphs (northern, southern, and western), but conflicting data sets and limited geographic sampling of previous studies have left the relationships among those regional variants unclear. In this study, univariate and multivariate statistics, together with a geographic information system, were used to analyze geographic variation in 36 morphological characters recorded from 2,420 specimens of C. horridus …

Less than 1% of all Lepidoptera are aphytophagous; of these, a considerable proportion is found in the family Lycaenidae. The aphytophagous Lycaenidae are believed to have arisen from a mutualistic template involving ant attendance. With this association firmly in place, it is a relatively simple shift to exploitation, either of the ants themselves, through active carnivory on the brood/trophallactic feeding from adults, or by carnivory on ant-tended homopterans, with little to no interference by the ants. Pasteurella multocida is a highly diverse group of bacteria recognized as important pathogens. Although P. multocida is not ordinarily associated with disease in Rocky Mountain bighorn sheep (Ovis canadensis canadensis), numerous isolates were cultured in high numbers from free-ranging bighorn sheep in the Hells Canyon area of Idaho, Washington, and Oregon (USA) during the winter of 1995–96. Animals captured in Hells Canyon and held in captivity, and their offspring, also harbored P. multocida. The evolution of the ophidian feeding mechanism has involved substantial morphological restructuring associated with the ability to ingest relatively large prey. Previous studies examining the morphological consequences of macrophagy have concentrated on modifications of the skull and cephalic musculature. Although it is evident that macrophagy requires highly compliant skin, the mechanical properties of the ophidian integument have received limited attention, particularly in the context of feeding. I examined mechanical properties of skin along the body axis in male Thamnophis sirtalis (Colubridae). Recent growth of Latino immigration in the rural south resulted in a 337 percent increase in the Latino population in Arkansas from 1990 to 2000 (Broadwater 2001; U.S. Census Bureau 2000). The purpose of this study was to examine perspectives of both the established non-Hispanic resident and new immigrant Latino regarding the "accommodation" processes occurring and the inherent changes both groups experience. This paper describes a rural/urban comparison of two issues: 1) intergroup relations between new Latino immigrants and the established non-Hispanic resident population, and 2) utilization of healthcare services by Latinos. This paper addresses the transition of Ukrainian Plant Protection Stations (PPS) from technical agencies in the Soviet command economy to a public service for farmers in an emerging market economy. It opens with an overview of the circulation of agricultural knowledge and information in Soviet agriculture. During the transition, the fundamental knowledge-based problem for agricultural sector actors has been to recognize distinct private and public sectors which balance market incentives with the maintenance of social welfare and allow for adaptive decision-making with respect to technical, environmental, social, and financial trade-offs. For more than a decade, The Nature Conservancy (TNC) and state natural heritage programs, including the Nebraska Natural Heritage Program (NNHP), have used a “coarse filter/fine filter” approach to preserving biological diversity (The Nature Conservancy, 1994). This approach involves identification and protection of natural communities (coarse filter) as well as rare species (fine filter). Identifying and protecting representative examples of natural communities ensures conservation of most species, biotic interactions and ecological processes. Those species that “fall through” the community filters are generally the rare species. Identification and protection of viable occurrences of rare species serves as the fine filter for …

Nicarbazin is being investigated as an infertility agent for the control of non-migratory Canada geese (Branta canadensis L) populations. Nicarbazin is presently registered for use as a coccidiostat for poultry. Geese fed sufficient quantities of nicarbazin will lay non-viable eggs. We established nicarbazin consumption by measuring the concentration of a component of the formulation, 4,4’-dinitrocarbanilide (DNC) in the egg contents (yolk, albumin) in non-viable eggs. To estimate the nicarbazin consumption of birds that laid viable eggs (eggs that hatched or contained an embryo), a high-performance liquid chromatography method was developed to measure the concentration of DNC in egg …

Shelterwood timber management methods impose moderate ground disturbance and allow increased light penetration to the understory after partial canopy removal. This study is a two-year segment of a long-term project analyzing understory vegetation patterns over time on shelterwood sites harvested in 1997 (n=4) and 1998 (n=2), and on mature, secondary-growth control sites (n=2). The sites were predominantly oak-hickory stands located in Appomattox and Buckingham counties, Virginia. Data were collected May - June of 2001 and 2002.Ten fixed plots were established on each of eight study sites and all plant species within the plots were identified. UNIVERSITY, Miss. - Some 40 youths recently learned the basics of film animation through the University of Mississippi's summer National Youth Sports Program for ages 10-16. Instruction came from adults involved with the inaugural Oxford Film Fest, hosted on campus. The camera-less animation project at the University Museums introduced them to various concepts involved with animation and resulted in a film using designs by the young artists. NYSP is a free sports and education summer program in its 13th year at UM and administered by the Division of Park and Recreation Management. Each weekday, the program hosts some 350 youths …
