We have examined historical distributions of sea surface salinity (SSS) observations in a data set consisting of a combination of the World Ocean Database 1998 (WOD98) and a thermosalinograph and bucket salinity database collected from volunteer observing ships. It is well known that SSS in much of the world's ocean is measured infrequently or not at all. We find that 27% of one-degree squares in the world ocean (open and coastal, excluding the Arctic Ocean) had no observations of SSS in the historical database, and 70% had 10 or fewer. Surface And Deep Ocean Circulation In The Subpolar North Atlantic During The Mid-Pleistocene Revolution, Amy K. Wright, Benjamin P. Flower

We investigated surface and deep ocean variability in the subpolar North Atlantic from 1000 to 500 thousand years ago (ka) based on two Ocean Drilling Program (ODP) sites, Feni drift site 980 (55°29′N, 14°42′W) and Bjorn drift site 984 (61°25′N, 24°04′W). Benthic foraminiferal stable isotope data, planktic foraminiferal faunas, ice‐rafted debris data, and faunally based sea‐surface temperature estimates help test the hypothesis that oceanographic changes in the North Atlantic region were associated with the onset of the 100‐kyr world during the mid‐Pleistocene revolution. Smart Growth: Intermunicipal Innovation In Orange County, John R. Nolon

This article tells the story of the town of Warwick, a rapidly developing town in Orange County, New York, made up of three separate villages. Warwick’s proactive measures to prevent the sprawl development phenomenon through the use of an intermunicipal compact was met with much opposition by the three individual village governments, as well as individual citizens. Through the use of mediation, a popular alternative resolution dispute method, representatives from the villages negotiated an intermunicpal plan that satisfied the needs all three villages, while still meeting the original objectives of preserving open space, scenic views, and agricultural lands.

Over the past thirty-five years, Congress has authorized generic promotion programs, known as checkoff programs, for a variety of agricultural commodities. Within the past year, the beef checkoff has been invalidated, the pork checkoff has been invalidated, and the legality of the beef checkoff has been upheld. The two cases invalidating checkoff programs relied on U.S. Supreme Court rulings that checkoff programs violated the producers free speech rights. The one case ruling the beef checkoff constitutional characterized the checkoff advertising program as government speech, which is exempt from constitutional free speech protections. Facts: In the context of IDF operations against the terrorist infrastructure in areas of the Palestinian Authority (“Operation Defensive Wall”), thousands of suspects were detained. Due to overcrowding, some of these petitioners were transferred to the Kziot detention facility in the Negev region. Most of the detainees were detained pursuant to administrative detention orders. This petition concerns the detention conditions of these detainees.
Held: The Supreme Court held that the presumption of innocence should be applied to the detainees, as they are being held under administrative detention orders, and have neither been tried nor convicted. The Court further held that …

Background: The development and implementation of innovative vector control strategies for malaria control in Africa requires in-depth ecological studies in contained semi-field environments. This particularly applies to the development and release of genetically-engineered vectors that are refractory to Plasmodium infection. Here we describe a modified greenhouse, designed to simulate a natural Anopheles gambiae Giles ecosystem, and the first successful trials to complete the life-cycle of this mosquito vector therein. Using a level-oriented model for verification of asynchronous circuits helps users to easily construct formal models with high readability or to naturally model datapath circuits. On the other hand, in order to use such a model on large circuits, techniques to avoid the state explosion problem must be developed. This paper first introduces a level-oriented formal model based on time Petri nets, and then proposes its partial order reduction algorithm that prunes unnecessary state generation while guaranteeing the correctness of the verification.

On September 13, 2002, a 26 year-old male Hispanic migrant worker (decedent) died when the tractor he was driving on a country roadway overturned. The decedent had experience driving the tractor in a field, but did not have experience driving it on a public roadway. On the afternoon of the incident, the decedent drove the tractor, pulling a wagonload of tobacco, from the farm where it had been harvested to the tobacco barn one mile away. The ability to transport body liquids in consumer products such as diapers, incontinents and feminine napkins is a key factor in their performance. This invention is designed to provide specific high fluxes (volume of liquid/(time*mass of polymer) of aqueous liquids in designated directions using bundles of new specially designed fibers. The key factors for the bundles are a high specific adhesion for the liquid of interest, a high specific volume of the bundle itself, and alignment of the fibers within the bundle.
