As the North Atlantic Treaty Organization (NATO) adapts to the emerging strategic environment, it must consider innovative organizational structures that will allow it to harness the potential of its European partners. NATO's enduring deficiencies and their detrimental effect on military capabilities are examined. The decade following the end of the Cold War has revealed a far different world than envisioned. As the United States ruefully discovered, the reduced threat did not diminish security obligations. NATO's European members hoped otherwise and paid insufficient attention to military capabilities. NATO enlargement exacerbates the existing problems. NATO's integrated military structure does not easily accommodate …

Airborne Radar Interference Suppression Using Adaptive Three-Dimensional Techniques, Todd B. Hale

This research advances adaptive interference suppression techniques for airborne radar, addressing the problem of target detection within severe interference environments characterized by high ground clutter levels, levels, noise jammer infiltration, and strong discrete interferers. Two-dimensional (2D) Space-Time Adaptive Processing (STAP) concepts are extended into three-dimensions (3D) by casting each major 2D STAP research area into a 3D framework. The work first develops an appropriate 3D data model with provisions for range ambiguous clutter returns. Adaptive 3D development begins with two factored approaches, 3D Factored Time-Space (3D-FTS) and Elevation-Joint Domain Localized (Elev-JDL). A Group Theoretic Tabu Search Methodology For Solving The Theater Distribution Vehicle Routing And Scheduling Problem, John R. Crino

The application of Group Theory to Tabu Search is a new and exciting field of research. This dissertation applies and extends some of Colletti's (1999) seminal work in group theory and metaheuristics in order to solve the theater distribution vehicle routing and scheduling problem (TDVRSP). This research produced a robust, efficient, effective and flexible generalized theater distribution model that prescribes the routing and scheduling of multi-modal theater transportation assets to provide economically efficient time definite delivery of cargo to customers. Assessment Of The Discriminative Stimulus Effects Of (±)-3,4-Methylenedioxymethamphetamine (Mdma, "Ecstasy") And (+Lysergic Add Diethylamide (Lsd) In A Three-Lever Drug Discrimination Procedure, Amy K. Goodwin
Dissertations
(±)3,4-Methylenedioxymethamphetamine (MDMA) is a common drug of abuse known as "ecstasy." Currently, MDMA is classified into the traditional drug classes as both a "stimulant" and a "hallucinogen" because it is reported to share both subjective and physiological properties of both classes. MDMA is thought to produce its psychoactive effects by acting as both a serotonin and a dopamine agonist. However, the relative importance of the serotonin and dopamine neurotransmitter systems in mediating the stimulus properties of MDMA remains unclear.
The drug discrimination assay is used to classify drugs as "similar" or "dissimilar," as well as to examine underlying neurochemical changes …
