BACKGROUND:
While poverty and lack of life opportunities are root causes of a high burden of disease and infant and maternal mortality, inadequate health care contributes heavily. Often those who are left without care are those who need it most. Existing health services are managed without taking into account acceptance and need perspectives. This further reduces the effectiveness of and equity in health care. In order to guide the planning of reproductive health services by a national NGO, health needs were assessed in a district in Sindh using a combination of participatory rural appraisal (PRA) and qualitative and quantitative research …

Factors Related To Community Mobilization And Continued Involvement In A Community-Based Effort To Enhance Adolescents' Sexual Behaviour, Christine Joffres, Deborah Langille, Janet Rigby, Donald B. Langille
The Qualitative Report
Purpose: This article describes and proposes a model of the factors that influenced community members' initial mobilization, continuing effort, or lack of involvement in a community based-intervention on adolescents' sexual health in Nova Scotia, Canada. Design: This study was conducted within the constructivist paradigm and guided by the principles of grounded theory. Methods: Factors related to community members' initial and continued involvement were explored using analyses of the contents of in-depth interviews and written documentation through pattern identification, clustering of conceptual groupings, identification of relationships between variables, constant comparisons, and theoretical memos. This study reviewed the current and potential utility of California’s General Plan process as a tool for promoting more sustainable local transportation systems The study used multiple methods to investigate this issue, including: An extensive literature review on California’s General Plan process, the nature of sustainability and sustainable transportation, and criteria and evaluation methods for plans. Detailed analysis and scoring of policies from 26 exemplary General Plans against criteria designed to measure both transport sustainability and plan quality. Anisotropic-Reflectance Correction Of Multispectral Satellite Imagery In Complex Mountain Terrain, Stephen B. Cacioppo

The utilization of satellite imagery acquired over rugged terrain is problematic because of anisotropic reflectance. A variety of environmental factors, such as the atmosphere and the topography, cause significant variation in the irradiant and radiant flux. Consequently, satellite imagery must be radiometric ally corrected to account for these variations which influence the at-satellite spectral response. In mountain terrain, the topographic effect is very pronounced, and satellite imagery must be normalized utilizing various techniques. Essays in Education
The special education teacher shortage in the United States is a critical issue and becoming a national crisis. Universities struggle to provide sufficient numbers of trained and licensed teachers to fill this need. These shortages are intensifying as modern universities also struggle with concepts of on-line learning and adult learning styles. The Hybrid Model developed at Regent University, incorporates the best components of the traditional classroom with those of the on-line learning environment, and provides a program resulting in the best of both worlds. This article describes one such model, its successes, and suggestions for on-going improvement.

Progress Report--Globalizing U.S. Extension Systems, Barbara G. Ludwig

This article highlights the results of a 2000 study of U.S. Extension directors who described their Extension systems related to efforts to globalize over a 20-year period. Directors recognize that globalization of Extension is underway and will become more integrated into future Extension programming. Positive changes were seen between 1990 and 2000, with 35 systems moving towards globalizing. For purposes of the study, globalization was defined as the incorporation of global content into Extension efforts so that clientele develop an understanding of global interdependencies as they relate to the issue areas within the Extension mission.

Official And Unofficial Civil Religious Discourse, Steven R. Goldzwig

This essay discusses Roderick P. Hart's unique contribution to the scholarly investigation of civil religion in America. The essay also comments on traditional rhetorical constructions of civil religious discourse manifest in the presidential public address of George W. Bush. The essay concludes by offering evaluative commentary on three sets of innate tensions that complicate rhetorical constructions of civil religion: Church and state, republicanism and liberalism, and pluralism and secularism.

While most Cooperative Extension projects begin with worthy goals, to truly measure a project's long-term success, it is necessary to assess the project's impact over time. The purpose of this article is to analyze the sustainability and continued impact of a USDA funded youth-at-risk project coalition building project 10 years after the onset of the initial project and 5 years after cessation of funding. The lessons learned through the work of the coalitions involved in this project can provide insight into the planning and implementation of other projects and strategies that can be used to ensure long-term project sustainability.

This One's For The Children : Collaborative Leadership In A Rural Appalachian Community, Jennifer J. Scharf

The current research is an ethnographic case study of one collaborative community group that worked toward solving complex problems related to early care and education in their community. The methods used consisted of conducting in-depth interviews and observations, recording and transcribing group meetings, and collecting documents that furthered understanding of the group. The research questions addressed were related to the nature of the relationships among the members, leadership enactment in the group, and how they created positive outcomes and overcame obstacles they faced. Several themes emerged related to each question, confirming and extending current understanding of collaboration and collaborative leadership. …
