Rail passenger service is an important part of Malaysia's public transport system where Keretapi Tanah Melayu Berhad (KTMB) is the only sole provider of intercity rail passenger services in Peninsular Malaysia. For years, there has been a decline in the number of intercity train passengers. This paper attempts to evaluate the factors, which determine the demand for rail passenger services. Binary logit models were built based on the data collected from the train passenger survey and bus passenger survey that were conducted across the Peninsular whereby the socioeconomic and demographic variables were coded into dummy variables so that these variables …

The topic of police management and its effect on officer arrest rates is an important issue that has not received the level of attention it deserves. There is an abundance of available training and a push for better trained police executives. In the present study the relationship between police administrative factors and officer arrest rates are addressed using data from a national probability sample of police departments.

The purpose of this paper is to put the economic and social importance of Indian gambling on and off the reservation into perspective. Because the economic and social effects of Indian gaming are additive, one cannot form a coherent picture of the net impact of gaming without measuring both the economic and social effects (Cornell et al., 1998). In Missouri, 11 traffic signal mast arms fractured at the arm-post weld connection in 7 years. To reduce this fatigue failure, the Missouri Department of Transportation developed a fatigue-resistant weld profile that increases the weld leg and reduces the slope of the weld at the toe. This study investigated causes of the failed arms, compared performance of new and old weld profiles, and suggested retrofitting measures for further investigation. Seeking to improve mission readiness and organizational effectiveness while reducing expenditures, the Department of the Navy (DoN) eliminated and reconstructed many of its business practices. Reconstruction of the military's business practices was accomplished through business process reengineering (BPR). Business process reengineering is a change strategy that provides organizations the opportunity to do “more with less.” Although doing more with less is not a new concept in military settings, the organizational change construct of business process reengineering is new. What happens to adolescents once placed in the criminal justice system and the potential violations of human rights that ensue is the focus of this essay. The pace of change, the severity of the new laws, the potential for unintended negative outcomes, and the empirical reality of adult punishment of juvenile offenders creates new urgency to these questions. Unfortunately, there has been little analysis of the comparative effects of statutes and administrative laws that relocate juvenile offenders to the adult court, and there has been virtually no research on the efficacy, impact and consequences of sentencing juveniles as adults. Providing effective policing for immigrant communities is one of the greatest challenges facing law enforcement agencies in the United States today. Despite the fact that police departments across the country have worked hard to improve their relations with immigrant communities in recent years, research suggests that many immigrants continue to encounter considerable difficulties in their dealings with the police and the criminal justice system in general. Language barriers, cultural differences, and a lack of familiarity with the US legal system, are all factors that can prevent immigrants from gaining access to justice or taking advantage of important criminal justice services. …

In 1997, the American Bar Association ("ABA") created the Commission on the Evaluation of the Rules of Professional Conduct otherwise known as the Ethics 2000 Commission ("Commission"). The Commission was charged with conducting a comprehensive review of the Model Rules of Professional Conduct ("Model Rules") to determine what changes were necessary to update the Model Rules and make them relevant to the practice of law in the twenty-first century? American involvement in Panama dates back to 1903 when the United States helped bring independence to the Republic and soon after began construction of the Panama Canal. As the guarantor of Panamanian sovereignty, the U.S in the ensuing decades contributed to a non-democratic environment in Panama by supporting a series of dictators who promised stability in the region. The proliferation of location services brought on by technology like the Global Positioning System promises to bring new convenience to our lives. But this new technology also brings with it an all-toofamiliar problem-how to ensure personal privacy. Some consumer advocates have referred to the technology as "digital dog tags" and warned that location information will be sold to third parties such as aggressive advertisers or employers.
