Why Makik Can "Do" Math: Race And Status In Integrated Classrooms, Jacqueline Leonard, Scott Jackson Dantley Jan 2002

Why Makik Can "Do" Math: Race And Status In Integrated Classrooms, Jacqueline Leonard, Scott Jackson Dantley

Trotter Review

This case study reports on the small group interactions and achievements of Malik, an African American sixth grader, who attended a Maryland elementary school in 1997. Student achievement was measured by the Maryland Functional Mathematics Test (MFMT-I), which was given on a pre/post basis. Students' scores on the MFMT-I were analyzed using the ANOVA. The analysis revealed a significant difference (F = 3-330, p < .05) between the scores of Caucasian (M = 342.12) and African American students (M = 323-56). However, Malik's MFMT-I score rose from 293 to 353. A passing score is 340. This study examines Malik's interactions to ascertain what factors influenced his achievement. The findings are that Malik had a positive attitude about mathematics and a strong command of mathematical and scientific language. Recommendations are that teachers become cultural brokers to help all children learn the "language" of mathematics and encourage all students to become self-advocates to overcome negative social dynamics in small groups.

Improving The Selection Process For Identifying Gifted Ethnic Minority Children, John Dillard, Nettye R. Brazil Jan 2002

Improving The Selection Process For Identifying Gifted Ethnic Minority Children, John Dillard, Nettye R. Brazil

Trotter Review

Poor and ethnic minority students are underrepresented in programs for the talented and gifted. As the number of public school students from ethnically diverse and low income backgrounds steadily increases, schools need to revise assessment tools that cannot effectively evaluate the academic potential of these populations. The authors examine the definition of giftedness, outline the limitations of current testing methods, and explore the role played by teachers' perceptions of ethnic minority children. The authors explore as well the range of social pressures on gifted African American students which may lead them to adopt behaviors that camouflage their giftedness. Dillard and …

Final Environmental Impact Statement C.J. Strike Project Idaho, Ferc Project No. 2055, United States Department Of Energy, Federal Energy Regulatory Commission

Final Environmental Impact Statements (ID)

Idaho Power Company (Idaho Power) filed an application for a new license for the existing C.J. Strike Project located on the Snake River and Bruneau River in Owyhee and Elmore Counties, Idaho, between the towns of Grandview and Bruneau. A major issue in this relicensing proceeding is how project-induced water-level fluctuations from load following operations affect aquatic and terrestrial resources. The final environmental impact statement (final EIS) presents the staff's evaluation of the developmental and nondevelopmental consequences of Idaho Power's Proposal and three alternatives: the No-action Alternative, the Idaho Power Proposal with Modifications, and the Run-of River Alternative. We make …

Communicating Governance: Will Plain English Drafting Improve Regulation?, Steven L. Schooner Jan 2002

Communicating Governance: Will Plain English Drafting Improve Regulation?, Steven L. Schooner

GW Law Faculty Publications & Other Works

It should come as no surprise that the Bush administration showed little interest in adopting Vice President Gore's ambitious, high profile National Performance Review (NPR) agenda. One area, however, where the Bush administration would do well to embrace the NPR's efforts is the plain language initiative. While it would be hyperbole to suggest that the NPR's efforts dramatically improved the clarity of the government's written communication (including statutes, regulations, policies, instructions, etc.), some progress was made. Yet it will take some time before a commitment to writing in plain, clear, precise English becomes a cultural (or governmental) norm. Even though …

Business Method Patents And Patent Floods, Michael J. Meurer Jan 2002

Business Method Patents And Patent Floods, Michael J. Meurer

Faculty Scholarship

Technological breakthroughs occasionally set off floods of inventions and associated patents. The decline of the business method exception to patentability is likely to increase the frequency of patent floods. Future technological breakthroughs might now cause two different patent floods: a flood of patents covering the relevant technology, and a flood of patents covering business methods in the new market opened by the breakthrough. Furthermore, a technological breakthrough is no longer a precondition for a patent flood. Any factor that opens a new market might cause a future flood of business method patents.

A flood of related patents in a new …

A Comparative Study Of Geometric Rule Learning By Nutcrackers (Nucifraga Columbiana), Pigeons (Columba Livia), And Jackdaws (Corvus Monedula ), Juli E. Jones, Elena Antoniadis, Sara J. Shettleworth, Alan Kamil Jan 2002

A Comparative Study Of Geometric Rule Learning By Nutcrackers (Nucifraga Columbiana), Pigeons (Columba Livia), And Jackdaws (Corvus Monedula ), Juli E. Jones, Elena Antoniadis, Sara J. Shettleworth, Alan Kamil

Papers in Behavior in Biological Sciences

Three avian species, a seed-caching corvid (Clark’s nutcrackers; Nucifraga columbiana), a non-seed-caching corvid (jackdaws; Corvus monedula), and a non-seed-caching columbid (pigeons; Columba livia), were tested for ability to learn to find a goal halfway between 2 landmarks when distance between the landmarks varied during training. All 3 species learned, but jackdaws took much longer than either pigeons or nutcrackers. The nutcrackers searched more accurately than either pigeons or jackdaws. Both nutcrackers and pigeons showed good transfer to novel landmark arrays in which interlandmark distances were novel, but inconclusive results were obtained from jackdaws. Species differences in this …

Current Issues In The Changing Roles And Practices Of Community Economic Development Lawyers, Susan R. Jones Jan 2002

Current Issues In The Changing Roles And Practices Of Community Economic Development Lawyers, Susan R. Jones

GW Law Faculty Publications & Other Works

This Article, part of a symposium entitled "Lawyering for a New Democracy," explores current issues related to the changing roles of public interest lawyers engaged in Community Economic Development (CED) in a new democracy. After discussing current issues and trends in CED practice, the author concludes that CED is inherently privatized and is becoming more so with the national emphasis on economic self-sufficiency. The author provides lessons from law school clinical practice of enhanced strategic collaborations and highlights current trends and issues involving technology, leadership development, community organizing, asset accumulation, and social capital. Furthermore, leadership development and community organizing are …

The Middle Way: What Contemporary Liberal Legal Theorists Can Learn From Aristotle, Miriam Galston Jan 2002

The Middle Way: What Contemporary Liberal Legal Theorists Can Learn From Aristotle, Miriam Galston

GW Law Faculty Publications & Other Works

American legal theorists frequently ask whether and how theorists, citizens, lawmakers, judges, and other public officials can attain truth, correctness, or certainty in their legal and moral views. This essay discusses the views of contemporary liberal legal theorists who have attempted to answer these questions in a way that is neither objectivist nor formalist, on the one hand, nor subjectivist or relativist, on the other, referring to authors that make up this group as theorists of the "middle way." The essay suggests areas in which such legal thinkers might profit from studying Aristotle's writings about ethics and politics. Two approaches …

Species Richness, Latitude, And Scale-Sensitivity, S. Kathleen Lyons, Michael R. Willig Jan 2002

Species Richness, Latitude, And Scale-Sensitivity, S. Kathleen Lyons, Michael R. Willig

School of Biological Sciences: Faculty Publications

The latitudinal gradient of species richness is well documented for a variety of taxa in both terrestrial and aquatic environs. Moreover, a number of recent attempts to assess the effects of scale on the relationship have concluded that the latitudinal pattern is scale-invariant. Nonetheless, the power of those approaches is predicated on precise knowledge of the forms of the latitudinal gradient, the area relationship, and their interaction. We used a model developed by J. Pastor, A. Downing, and H. E. Erickson for assessing the effects of scale on the productivity–diversity gradient to avoid such complications. More specifically, for 253 sets …

Communication Nationale Initiale, Union Des Comores

East Africa

The natio_nal ~xperts ~ssociated with the preparation of the Comoros Initial Co~~un1c~t1on o~ Chmate Change initially tried to identify the changes to be ant1c1pated 1n the f 1eld of precipitation, temperature and sea level.

However, the national data available and useable 1 on precipitation proved to be fragmentary, because they were limited to aeronautical meteorology. Since the collection stations (airports) are exclusively located in the coastal area of the country, the data on the high altitude areas and the many micro climates that characterise the islands in general could not be taken into consideration. The lack of complete data covering …

System And Lifeworld In Habermas's Theory Of Law, Hugh Baxter Jan 2002

System And Lifeworld In Habermas's Theory Of Law, Hugh Baxter

Faculty Scholarship

Jürgen Habermas's recent work on law and democracy divides into two parts. With his "discourse theory of law and democracy," Habermas seeks to explain the conditions under which modern constitutional legal and political orders may claim legitimacy. Here Habermas's method is primarily philosophical and legal-theoretical. The second part of the project – the part on which this article focuses – develops what Habermas calls his "communication theory of society." Here Habermas seeks to "translate" the normative conclusions of his discourse theory into a substantive social-theoretical model. The idea is to determine whether the ambitious normative theory of democracy is plausible …

Variation In Overstory Nitrogen Uptake In A Small, High-Elevation Southern Appalachian Spruce-Fir Watershed, M. Barker, H. Van Miegroet, N. S. Nicholas, I. F. Creed

Watershed Sciences Faculty Publications

High-elevation red spruce (Picea rubens Sarg.) – Fraser fir (Abies fraseri (Pursh) Poir.) forests of the southern Appalachians exhibit considerable spatial heterogeneity in structure, and possibly in N uptake, because of a combination of natural disturbances and heavy fir mortality caused by infestations of the exotic balsam woolly adelgid (Adelges piceae Ratz). The objectives of this study are to determine spatial variability in tree N uptake in a small high-elevation catchment in the Great Smoky Mountains National Park, compare outcomes among calculation methods, and assess the influence of stand and landscape properties on N uptake. Tree N uptake is estimated …

What Parents And Teachers Want To Know About Schools And How Schools Can Advertise This Information Using Technology, Denise H. Krefting

Graduate Research Papers

Finding good teachers is becoming very competitive in our nation as a large number of teachers will be retiring and fewer people are entering the profession. Parents are now shopping for the school that they want their children to attend and then finding the home in that district. The possibility of school vouchers is encouraging this. Schools need to be able to advertise information to potential employees and parents of their school district.

The Waukee School district in Waukee, Iowa works to create an informational CD made available to parents and employees is used as an example of what information …
