Public Health Emergency Preparedness: Fundamentals Of The "System", Eileen Salinsky
National Health Policy Forum
This paper examines the existing public health infrastructure, with an emphasis on the resources and activities necessary for public health emergency preparedness and response. It provides a brief historical overview of the evolution of public health and contrasts public health interventions with medicine and health care services. The paper summarizes the broad range of activities that constitute public health practice today and provides a more detailed review of functions and services that are critical to emergency response capabilities. It explores the legal foundation for public health authorities, discussing constitutional, federal, and state public health law. The paper also summarizes how …

Serotyping Group B Streptococci In A Small Community Hospital: An Analysis Of Distribution And Site Of Isolation, Jennifer M. Smith, Jason A. Rexroth, David G. Chaffin, Susan H. Jackman
Biochemistry and Microbiology
Objective: To determine the prevalence and site of isolation of different serotypes of group B streptococcus (GBS) colonization or infection at a small community hospital.
Methods: GBS isolates were obtained from a small community hospital and were then serotyped as la, Ib, II, III, IV, V or non-typeable. Hospital records were reviewed for patient sex, age and pregnancy status as well as the site of GBS isolation.
Results: GBS serotypes Ia, III and V were most common and accounted for over 60% of the total number of isolates. Serotype Ia was most prevalent in reproductive-age females, while serotypes V and …

Bioterrorism, Public Health, And International Law, David P. Fidler
Bioterrorism, Public Health, And International Law, David P. Fidler
Chicago Journal of International Law
In this article, I contemplate the potential impact of the anthrax attacks on various areas of international law that affect public health-namely, the international law on the use of force, arms control, terrorism, global infectious disease control, human rights, trade in goods, and the protection of intellectual property rights. In addition, I make observations about how the recent bioterrorism may affect the direction and content of global public health efforts. In the end, my analysis generates more questions than answers, but the potential impact of the bioterrorist attacks on international law and global public health is so serious that even …
Introduction To Written Symposium On Public Health And International Law, David P. Fidler
Introduction To Written Symposium On Public Health And International Law, David P. Fidler
Chicago Journal of International Law
Reflecting on the growing prominence of public health in world politics and international law, the Chicago Journal of International Law has chosen to devote attention to the dynamic relationship that exists between public health and international law today. This symposium provides a glimpse of the scope and diversity of areas in which international law and public health intersect, but it does not exhaust the public health/international law discourse. One theme the symposium pursues is the controversy regarding the impact that international legal protections for pharmaceutical patents have had on the access of developing countries to drugs and medicines. The symposium …

International Intellectual Property, Access To Health Care, And Human Rights: South Africa V. United States, Winston P. Nagan
International Intellectual Property, Access To Health Care, And Human Rights: South Africa V. United States, Winston P. Nagan
UF Law Faculty Publications
This Article examines the question of access to patented medicines in international law. It analyzes the extent to which international agreements may lawfully limit affordable versions of these medicines that may be available through parallel imports or compulsory licensing procedures. It considers the concept of intellectual property rights from a national and international perspective to determine how these rights must be sensitive to matters of national sovereignty when extraordinary, life-threatening diseases afflict societies in catastrophic ways. This Article suggests that viewing property (including intellectual property) as a human right requires that its scope be delimited and understood in the context …
The Contemplative Lawyer: On The Potential Contributions Of Mindfulness Meditation To Law Students, Lawyers, And Their Clients, Leonard L. Riskin
The Contemplative Lawyer: On The Potential Contributions Of Mindfulness Meditation To Law Students, Lawyers, And Their Clients, Leonard L. Riskin
UF Law Faculty Publications
This Article proposes that introducing mindfulness meditation into the legal profession may improve practitioners' well-being and performance and weaken the dominance of adversarial mind-sets. By enabling some lawyers to make more room for - and act from - broader and deeper perspectives, mindfulness can help lawyers provide more appropriate service (especially through better listening and negotiation) and gain more personal satisfaction from their work.
Part I of this article describes a number of problems associated with law school and law practice. Part II sets forth a variety of ways in which lawyers, law schools, and professional organizations have tried to …

Streptococcus Pneumoniae Resistance To Penicillin And Ceftriaxone In A Tertiary Care Center In Saudi Arabia, Ahmed A Al-Aqeeli, Mary L. Guy, Suliman A. Al-Jumaah
Saudi Medical Journal
OBJECTIVE: The proportion of penicillin and ceftriaxone resistant Streptococcus pneumoniae isolates and associated risk factors varies by geographic areas in the world. We conducted a retrospective study to determine the extent of penicillin and ceftriaxone non-susceptible Streptococcus pneumoniae bacteremia in a tertiary care medical center in the city of Riyadh, Kingdom of Saudi Arabia. METHODS: We reviewed 172 episodes of Streptrococcus pneumoniae bacteremic diseases involving 160 hospitalized patients at King Faisal Specialist Hospital and Research Centre, Riyadh, Kingdom of Saudi Arabia, over a 5 year period between January 1995 through to December 1999. Patients9 characteristics and underlying illnesses of those …
Causes Of Infant Mortality In Jordan, Sami A. Khoury, Diana F. Mas'ad
Causes Of Infant Mortality In Jordan, Sami A. Khoury, Diana F. Mas'ad
Saudi Medical Journal
OBJECTIVE: Jordan lacks accurate information on mortality and related indicators. Reporting of infant deaths is defective. Infant mortality rate based on registered deaths was 6/1000 live births, while estimates of this rate based on indirect methods varied between 29-70/1000 live births. Causes of death in general are grossly misrepresented in death certificates. The objective of this paper is to explore, in-depth, causes of infant mortality and related indicators. METHODS: An assessment of causes of death by verbal autopsy was carried out at the Department of Family and Community Medicine, University of Jordan, Amman, Jordan. This was applied between November 1995 …

Trips, Pharmaceutical Patents, And Access To Essential Medicines: A Long Way From Seattle To Doha, Ellen 'T Hoen
Trips, Pharmaceutical Patents, And Access To Essential Medicines: A Long Way From Seattle To Doha, Ellen 'T Hoen
Chicago Journal of International Law
The World Trade Organization ("WTO") Trade-Related Aspects of Intellectual Property Rights Agreement ("TRIPS" or "Agreement"), which sets out the minimum standards for the protection of intellectual property, including patents for pharmaceuticals, has come under fierce criticism because of the effects that increased levels of patent protection will have on drug prices. While TRIPS does offer safeguards to remedy negative effects of patent protection or patent abuse, in practice it is unclear whether and how countries can make use of these safeguards when patents increasingly present barriers to medicine access. The Fourth WTO Ministerial Conference, held in 2001 in Doha, Qatar, …

A Study Of Quality Of Life Issues In Community-Dwelling Elders, Kimberly S. Mcclane Phd
Dissertations
In the year 2000, there were approximately 35 million people in the United States who were 65 years of age or older, a ten-fold increase since 1900. The growth of this population has presented opportunities and challenges to American society. Health care needs, physical changes of aging, and the allocation of health care resources are several of the issues that need to be addressed (Federal Interagency Forum on Aging-Related Statistics, 2000). Quality of life measurement tools have been used to assess the health and social needs of aging people both in the United States and internationally since their conception in …

Beyond Nunn-Lugar: Curbing The Next Wave Of Weapons Proliferation Threats From Russia, Thomas Riisager Mr., Henry D. Sokolski Mr.
Books, Monographs & Collaborative Studies
The chapters in this book were originally commissioned by the Nonproliferation Policy Education Center (NPEC) as part of a study on the future of U.S.-Russian nonproliferation cooperation. This book is different from other studies of U.S.-Russian cooperation because it relies on competitive strategies, which detail how best to pit one's strengths against a competitor's weaknesses in a series of moves and countermoves. The goal is to devise strategies that force one's competitor to spend more time and resources shoring up his weaknesses than in taking offensive action.

Saudi Medical Journal
A young black Jordanian lady who has type one diabetes, chronic diabetic complication and ischemic heart disease, presented with a picture of diabetic keto-acidosis, precipitated by an acute neck swelling. This was suggestive of acute suppurative thyroiditis with abscess formation causing compressive symptoms. This unfortunate patient had an eventful course despite aggressive treatment by antibiotics and surgery and then succumbed of an acute cardiac event. The operative tissue biopsy revealed an abscess in an infarcted papillary thyroid cancer. We believe this is a rare presentation of such an association with a fatal outcome.

Sequences of ITS-1 and ITS-2 rDNA for adult males of Spiculopteragia asymmetrica,/i> and Spiculopteragia quadrispiculata in red deer (Cervus elaphus) were determined. They were found to be identical, suggesting that S. asymmetrica and S. quadrispiculata represent a single species and do not refute the concept of dimorphic species in the Spiculopteragia.
