Gagging On A Bad Rule: The Mexico City Policy And Its Effect On Women In Developing Countries., Yvette Aguilar Oct 2002

Gagging On A Bad Rule: The Mexico City Policy And Its Effect On Women In Developing Countries., Yvette Aguilar

The Scholar: St. Mary's Law Review on Race and Social Justice

The mortality rate of women living in developing countries is often higher due to lack of family planning services and unsafe abortions. The United States has been providing foreign assistance and financial aid since the conclusion of World War II. One example is the United States Agency for International Development (USAID), which focuses on providing long-range economic and social development support to developing countries. Many nations and non-governmental organizations (NGOs) rely on this aid to fund their programs. However, in 1984, restrictions introduced at the International Conference on Population in Mexico City forbade international planning services which provided or advocated …

America And The World: Human Rights At Home And Abroad., Joe W. (Chip) Pitts Iii

The Scholar: St. Mary's Law Review on Race and Social Justice

Multiple provisions in the Bill of Rights appear gutted around the last year. While abroad, Mr. Pitts received an outside perspective on American news which provided him with a new outlook on current events. The United Nations Social Forum brought voices into the United Nations which are not typically heard, such as poor and vulnerable populations not represented elsewhere. Concurrently, the Johannesburg Summit addressed similar issues. However, as of late, the American government suppresses the voices of the American people. The Patriot Act includes provisions which deter dissent, freedom of speech, and assembly. This Act also purported to give the …

Doming Modes And Dynamics Of Model Heme Compounds, Dennis D. Klug, Marek Z. Zgierski, John S. Tse, Zhenxian Liu, James R. Kincaid, Kazimierz Czarnecki, Russell J. Hemley

Chemistry Faculty Research and Publications

Synchrotron far-IR spectroscopy and density-functional calculations are used to characterize the low-frequency dynamics of model heme FeCO compounds. The “doming” vibrational mode in which the iron atom moves out of the porphyrin plane while the periphery of this ring moves in the opposite direction determines the reactivity of oxygen with this type of molecule in biological systems. Calculations of frequencies and absorption intensities and the measured pressure dependence of vibrational modes in the model compounds are used to identify the doming and related normal modes.

Return on investment (ROI) for healthcare marketing is a hot topic among healthcare professionals. It has been discussed off and on in the past, but recent financial developments in healthcare have brought it to the forefront. Today, because of financial pressures, all operational efforts (including marketing) are under intense scrutiny, making the bottom line more important than ever.

On The Performance Of Geometric Chart With Estimated Control Limits, Zhenlin Yang, Min Xie, Vellaisamy Kuralmani, Kwok-Leung Tsui Oct 2002

On The Performance Of Geometric Chart With Estimated Control Limits, Zhenlin Yang, Min Xie, Vellaisamy Kuralmani, Kwok-Leung Tsui

Research Collection School Of Economics

The control chart based on the geometric distribution (geometric chart) has been shown to be competitive with p- or np-charts for monitoring the proportion nonconforming, especially for applications in high quality manufacturing environments. However, implementing a geometric chart is often based on the assumption that the in-control proportion nonconforming is known or accurately estimated for a high quality process, an accurate parameter estimate may require a very large sample size that is seldom available. In this paper we investigate the sample size effect when the proportion nonconforming is estimated. An analytical approximation is derived to compute shift detection probabilities and …

Carotid Stent-Supported Angioplasty Using Different Distal Protection Devices, Steven Siu-Lung Li, Yui-Chi So, Chiu-Lai Fu, Cheuk-Hon Wong

Journal of the Hong Kong College of Cardiology

Stroke is an important cause of morbidity and mortality in Hong Kong. Extra-cranial carotid stenosis is a common cause of thrombotic stroke, although its incidence is less in Chinese compared with Caucasians. Carotid endarterectomy is the conventional revascularization procedure for carotid stenosis. In the past decade, carotid angioplasty has been emerging as a treatment option for patients with significant carotid stenosis. Due to the intrinsic mechanism of angioplasty, distal embolization causing thromboembolic stroke has been one of the most important complications of carotid stenosis. Distal protection has been shown to be safe and effective in preventing distal embolization during the …

The Critical Resource Theory Of Fiduciary Duty, D. Gordon Smith Oct 2002

The Critical Resource Theory Of Fiduciary Duty, D. Gordon Smith

Vanderbilt Law Review

This Article proposes a new theory to unify the law of fiduciary duty. The prevailing view holds that fiduciary law is atomistic, arising for varied reasons in established categories of cases (such as trustee-beneficiary and director-shareholder) and ad hoc in relation- ships where one person trusts another and becomes vulnerable to harm as a result. By contrast, the critical resource theory of fiduciary duty holds that every relationship properly designated as "fiduciary" conforms to the following pattern: One party (the "fiduciary') acts on behalf of another party (the "beneficiary') while exercising discretion with respect to a critical resource belonging to …

The Marriage Of The False Claims Act And The Freedom Of Information Act: Parasitic Potential Or Positive Synergy?, James R. Moncus, Iii Oct 2002

The Marriage Of The False Claims Act And The Freedom Of Information Act: Parasitic Potential Or Positive Synergy?, James R. Moncus, Iii

Vanderbilt Law Review

The qui tam provisions of the False Claims Act ("FCA" or "the Act") allow private citizens to prosecute fraud on the government's behalf. There are at least three primary justifications for such provisions: (1) the need to provide private incentives to expose fraudulent conduct, (2) the Justice Department's unwillingness to aggressively prosecute fraud, and (3) the limited enforcement resources available to the federal government. The FCA contains a jurisdictional bar that provides that no court shall have jurisdiction over a qui tam FCA action if the information on which the action is based has been publicly disclosed. Ostensibly, this jurisdictional …

The Répertoire De Vedettes-Matière De L’Université Laval Library 1946-1992: Francophone Subject Access In North America And Europe, Robert P. Holley

School of Information Sciences Faculty Research Publications

In 1946, the Université Laval in Quebec City, Quebec, Canada, started using Library of Congress Subject Headings (LCSH) in French. To do so, the librarians created an authority list in French, Répertoire de Vedettes-matière (RVM), whose first published edition appeared in 1962 (the first edition appeared with the title Répertoire des Vedettes-matière). Since then, RVM has had increasing importance in providing support for subject access in francophone countries around the world as other libraries, first in Canada and then in Europe, either adopted RVM, often with some modification, for subject access or used it as a resource for creating French …

Structural Analysis Of Audit Evidence Using Belief Functions, Hai Lu, Hai Lu Oct 2002

Structural Analysis Of Audit Evidence Using Belief Functions, Hai Lu, Hai Lu

Research Collection School Of Accountancy

This article performs two types of analysis using Dempster-Shafer theory of belief functions for evidential reasoning. The first analysis deals with the impact of the structure of audit evidence on the overall belief at each variable in the network, variables being the account balance to be audited, the related transaction streams, and the associated audit objectives. The second analysis deals with the impact of the relationship (logical "and" and "algebraic relationship") among various variables in the network on the overall belief. For our first analysis, we change the evidential structure from a network to a tree and determine its impact.

Evaluation Of 70/30 D,L-Pla For Use As A Resorbable Interbody Fusion Cage, Jeffrey M. Toth, Mei Wang, Jeffrey L. Scifert, G. Bryan Cornwall, Bradley T. Estes, Howard Seim, Simon Turner

Biomedical Engineering Faculty Research and Publications

Titanium lumbar interbody spinal fusion devices are reported to be 90% effective for single-level lumbar interbody fusion, although radiographic determination of fusion has been debated. Using blinded radiographic, biomechanic, histologic, and statistical measures, researchers in the present study evaluated a radiolucent 70/30 poly(L-lactide-co-D,L-lactide) (70/30 D,L-PLa) interbody fusion device packed with autograft or rhBMP-2 on a collagen sponge in 25 sheep at 3, 6, 12, 18, and 24 months. A trend of increased fusion stiffness, radiographic fusion, and histologic fusion was demonstrated from 3 months to 24 months. Device degradation was associated with a mild to moderate chronic inflammatory response at …

Histological Evaluation Of Cryopreserved Ovaries In Autologous Abdominal Transplant To NaïVe, Outbred, Cd1, Mice, Wentia Elissa Ford Oct 2002

Histological Evaluation Of Cryopreserved Ovaries In Autologous Abdominal Transplant To NaïVe, Outbred, Cd1, Mice, Wentia Elissa Ford

Biological Sciences Theses & Dissertations

This study showed that fresh and frozen-thawed mouse ovaries would maintain viable primordial or primary follicles post-autologous transplantation. Furthermore, with appropriate hormonal stimulation, these early-stage follicles were shown to develop into Graafian follicles containing a metaphase II antral ovum. Partially sliced ovaries were transplanted into the abdominal cavity of naive, outbred, CD1, white mice. Hormonal stimulation with pregnant mare serum gonadotropin (PMSG) and human chorionic gonadotropin (hCG) one week after the autologous transplantation stimulated variable degrees of follicle and ovum maturation within the ovarian tissue. There were no major morphological differences observed between the four groups, three treatment and one …

Yet Another Algorithm For Pitch Tracking (Yaapt), Kavita Kasi Oct 2002

Yet Another Algorithm For Pitch Tracking (Yaapt), Kavita Kasi

Electrical & Computer Engineering Theses & Dissertations

This thesis presents a pitch detection algorithm that is extremely robust for both high quality and telephone speech. The kernel method for this algorithm is the Normalized Cross Correlation (NCCF) reported by David Talkin [16]. Major innovations include: processing of the original acoustic signal and a nonlinearly processed version of the signal to partially restore very weak F0 components; intelligent peak picking to select multiple F0 candidates and assign merit factors; and, incorporation of highly robust pitch contours obtained from smoothed versions of low frequency portions of spectrograms. Dynamic programming is used to find the ''best" pitch track among all …

The Relationship Of Ethnicity Ethnic Identity And Problem Type To Preferences For Counselor Race In College Students: A Survey Of African-American And European-American Students, Sara H. Bausch Oct 2002

The Relationship Of Ethnicity Ethnic Identity And Problem Type To Preferences For Counselor Race In College Students: A Survey Of African-American And European-American Students, Sara H. Bausch

Psychology Theses & Dissertations

African-American and European-American participants were surveyed to determine the relationship of ethnicity, ethnic identity, and type of presenting problem on preferences for counselor ethnicity. Participants indicated their preferences for counselor characteristics, including ethnicity, for personal and academic problems. Data were analyzed using analysis of variance and regression techniques. The results indicated that African American participants prefer ethnically similar counselors and all participants with high ethnic identity prefer ethnically similar counselors. The results suggested that participants prefer different characteristics for different problems. Participants indicated more willingness to seek help for academic problems. Ethnicity was a significant predictor of preference for an …
