The article is divided into five sections. Section II reviews competing theories on the welfare state and income distribution by exploring the dynamics between income distribution and welfare transfers and incorporating the effects of demographic changes. Section III presents the article's theoretical argument. Section IV defines and describes the applied variables and the expected relations. OBJECTIVE: We studied the frequency of neuropathy in Saudi patients with definite diabetic microvascular complications and compared it to patients without complications. A high frequency of neuropathy in patients with definite microvascular complications would suggest a vascular etiology. METHODS: The study group consisted of 201 type-2 diabetic patients followed in the diabetic clinic of King Fahad National Guard Hospital, Riyadh, Kingdom of Saudi Arabia. These patients were screened for microvascular disease. Only symmetrical distal sensory and motor neuropathy cases were included in the study. Screening for retinopathy was carried out according to Klien’s criteria and nephropathy was diagnosed if albuminuria, …

This article begins by considering the problem of equal access to justice between those with access to communication technology and those without. It then goes on to challenge the current market-centered technology by exploring some of the dangers and limits of new communications technology as a corrective to a problem that has long divided rich and poor, a problem that defines the degree to which we can truly call ourselves a civilization, and the real and important opportunities made possible by new technologies.

The Population Council’s Frontiers in Reproductive Health Program is a cooperative agreement with USAID to improve family planning and reproductive health service delivery through operations research (OR). Frontiers builds on more than 20 years of research to improve family planning service delivery programs. A major goal of Frontiers is to transfer skills in OR so that public and private agencies in developing countries can conduct OR and apply research findings to reproductive health programs and policies. This article seeks to clear up the confusion over "substantial federal questions." Part I provides an overview of the Supreme Court's jurisdiction, distinguishing between appeal and certiorari. Part II examines the precedential weight of the Court's summary dispositions, contrasting summary disposition of appeals with denials of certiorari. Part III explains why the suggestions that the lower courts lack jurisdiction over cases presenting issues in which the Supreme Court has dismissed appeals "for want of a substantial federal question" are mistaken.

Since 1997, a sharply divided Supreme Court has decreed that all laws enacted by Congress in exercise of its enforcement powers under the Fourteenth Amendment must pass a newly-minted test of "congruence and proportionality." The Court insisted that the test is necessary to restrain Congress from enacting "substantive" legislation that transgresses its "remedial" powers and unconstitutionally intrudes upon the domain of state sovereignty. Every enforcement legislation that subsequently came up for the Court's scrutiny was held unconstitutional for failure to satisfy the proportionality test. The morass of recent Supreme Court state sovereign immunity jurisprudence is closely examined. Rather than attack or defend the Court, the Article attempts to distill the Court's understanding of this complicated doctrine to an applicable rule. Where does state sovereign immunity end and abrogation begin? Immunity, after all, is mentioned nowhere in the Constitution. The Court's understanding of state sovereign immunity jurisprudence is discussed in depth and the Article demonstrates that state sovereign immunity remains inviolate throughout Article I of the Constitution and that state sovereign immunity cannot be overridden by the original Constitution. TitleVII of the 1964 Civil Rights Act allows religious institutions to discriminate on the basis of religion in their employment practices, even in those situations where employees are not engaged in religious functions or duties. This exemption, while part of the law since 1972, has become more controversial since the enactment of Charitable Choice legislation that allows religious organizations to contract with the government to administer funded social services. Even though the Supreme Court upheld the exemption against an Establishment Clause challenge in 1987, that decision did not involve government funded programs. The Essence Of Transpersonal Psychology Contemporary Views, S. I. Shapiro, Grace W. Lee, Philippe L. Gross

International Journal of Transpersonal Studies

The authors compiled 80 chronologically ordered passages from the contemporary psychology

literature that address the essence of transpersonal psychology. A thematic analysis of

these passages revealed that the two most frequent categories, occurring 53 (66.2%) and 49

(61.2%) times respectively, were: (a) Going beyond or transcending the individual, ego, self,

the personal, personality, or personal identity; existence of a deeper, true, or authentic Self;

and (b) Spirituality, psychospiritual, psychospiritual development, the spiritual, spirit. Other,

less frequent, themes included: special states of consciousness; interconnectivity/unity; going

beyond other schools of psychology; emphasis on a scientific approach; mysticism; full range

of consciousness; greater …
