The Canadian Forum On Civil Justice: Project Evaluation: Final Report, Réjeanne Lalonde Beals
The Canadian Forum On Civil Justice: Project Evaluation: Final Report, Réjeanne Lalonde Beals
Canadian Forum on Civil Justice
The Department of Justice has funded the Canadian Forum on Civil Justice (CFCJ, or the Forum) in its start-up phase, from 1998/99 to 2000/01. The Forum is now seeking funding for its on-going operations. As part of its decision-making process, the Department determined that an evaluation of the Forum’s activities to-date would be desirable. This evaluation was therefore undertaken to determine whether the Forum has added value to the Canadian civil justice community. This report describes the Forum and its activities, and presents answers to the evaluation questions addressed.

Northern peatlands contain enormous quantities of organic carbon within a few meters of the atmosphere and play a significant role in the planetary carbon balance. We have developed a new, process-oriented model of the contemporary carbon balance of northern peatlands, the Peatland Carbon Simulator (PCARS). Components of PCARS are (1) vascular and nonvascular plant photosynthesis and respiration, net aboveground and belowground production, and litterfall; (2) aerobic and anaerobic decomposition of peat; (3) production, oxidation, and emission of methane; and (4) dissolved organic carbon loss with drainage water. PCARS has an hourly time step and requires air and soil temperatures, incoming …
An Absorbing Travel Account: Review Of Like A Sponge Thrown Into Water: Francis Lieber's European Travel Journal Of 7844-7845. A Lively Tour Through England, France, Belgium, Holland, Germany, Austria, And Bohemia With Observations On Politics, The Visual And Performing Arts, Economics, Religion, Penology, Technology, History, Literature, Social Customs, Travel, Geography, Jurisprudence, Linguistics, Personalities, And Numerous Other Matters By One Of The Nineteenth-Century's Most Influential Minds. Transcribed From The Autograph Manuscript Preserved In The Collections Of The South Carolina Library At The University Of South Carolina. Edited With An Introduction And Commentary By Charles R. Mack And Ilona S. Mack., Lance Schachterle
Documentary Editing: Journal of the Association for Documentary Editing (1979–2011)
Motivated by his interest in Francis Lieber's importance in the hIstory of the University of South Carolina, as well as Lieber's reflections on European works of art, Charles R. Mack, professor of Art History at South Carolina, with his wife Ilona S. Mack, has edited from manuscript the journal Lieber kept for much of his European "sabbatical" of 1844-45. The extended title provided by the editors advances their views of the significance of Lieber's journal and implies a potential readership for their text. Indeed, the editorial claim that Lieber was "one of the nineteenth-century's most influential minds" is bold. More …

The Biases Of Risk Tradeoff Analysis: Towards Parity In Environmental And Health-And-Safety Regulation, Samuel J. Rascoff, Richard L. Revesz
The Biases Of Risk Tradeoff Analysis: Towards Parity In Environmental And Health-And-Safety Regulation, Samuel J. Rascoff, Richard L. Revesz
University of Chicago Law Review
Risk tradeoff analysis is in the process of transforming the practice of regulation. Its core idea is simple and intuitively appealing: Regulations undertaken to minimize or eliminate certain health risks often have the perverse effect of promoting other risks. A serious analysis of the impact of a regulation should pay attention not only to its primary effects in reducing the so-called target risk, but also to the secondary effects of the regulation in bringing about "ancillary risks." In this way, risk tradeoff analysis promises a more rational technique for the evaluation of regulation. Risk tradeoff analysis, however, focuses exclusively on …

Digital Image Similarity For Geo-Spatial Knowledge Management, James Carswell
Digital Image Similarity For Geo-Spatial Knowledge Management, James Carswell
Conference papers
The amount and availability of high-quality geo-spatial image data, such as digital satellite and aerial photographs, is increasing dramatically. Task-based management of such visual information and associated knowledge is a central concern for organisations that rely on digital imagery. We are developing geo-spatial knowledge management techniques that employ case-based reasoning as the core methodology. In order to provide effective retrieval of task-based experiences that center around geo-spatial imagery, we need to forward novel similarity metrics for directly comparing the image components of experience cases. Based on work in geo-spatial image database retrieval, we are building an effective similarity metric for …
