The Environmental Protection Agency appropriates 400 million dollars in grant funding under the authority of Title X: Residential Lead-based Paint Hazard Reduction Act of 1992. The education mandate of Title X states that the federal government must build an infrastructure to educate the public, real estate professionals, and contractors, to name a few, on the hazards of lead-based paint. A survey was developed to assess the effectiveness of the Title X education mandate. Contractors in the City of New Orleans were surveyed to assess their knowledge of the act and the hazards of lead-based paint before attending an 8-hour training …

Statistics gathered by FEMA indicate that nine of ten federal disasters are related to flooding. Research has demonstrated that increases in flooding can be contributed to urbanization or the construction of new residential and commercial developments (Anderson, 1970; Arnold & Gibbons, 1996; Putnam, 1972). New development has two main problems associated with it. First is the increase in impervious surfaces due to new parking lots, buildings, and streets (Booth & Leavitt, 1999; Seaburn, 1969). Second is the elimination of natural vegetation, which reduces evapotranspiration and lowers the soil’s ability to absorb precipitation (Hewlett, 1982). Development Of Trip Generation Models Of Hurricane Evacuation, Bing Mei

In this study, alternative trip generation models for hurricane evacuation movement were developed using logistic regression and neural networks. The southwest Louisiana post-Andrew survey data were used for model estimation, validation, and comparison. The performance of the alternative models was compared with each other as well as against that of an existing evacuation model, the PBS&J model, developed for the same area. The results showed that the models developed in this study displayed similar performance. It was also found that the models developed in this study performed better than the existing PBS&J model in predicting household evacuation trip generation for …

The objective of this investigation was to evaluate pecan and almond shell-based granular activated carbon's viability to effectively remove organic and inorganic pollutants in municipal wastewater compared to commercial carbons, Filtrasorb 200 (bituminous coal-based), and GRC-20, 206C AW (coconut shell-based). The solution to the objective was approached under three distinct phases, namely (I) physical and chemical characterization of the pecan and almond shell-based experimental and bituminous coal and coconut shell-based commercial granular activated carbons; (II) treatment of organic contaminants in municipal wastewater by experimental and commercial GACs; (III) treatment of inorganic contaminants in municipal wastewater by experimental and commercial GACs. …

The city of Lafayette, Louisiana is on the threshold of developing a major transportation artery (the I-49 corridor) that will allow non-stop traffic flow through the city. The southern boundary of Lafayette, which is currently inhabited by industrial based business (oil service companies, storage yards, restaurants, and truck lines), will be intersected by this interstate. The area is not visually pleasing and needs direction to create a setting that reflects the unique personality of Lafayette. Blood proteins and volatile fatty acids (VFAs) deposited in crime scene soil may remain biologically active and detectable after a considerable lapse of time. Soils were sampled from three sites of known criminal activity in the former Yugoslavia. From an execution site near Stutica, Kosovo, soil samples were analyzed for year-and-a-half-old blood proteins using an immunological test, cross-over immunoelectrophoresis. From a total of 72 samples, 44 returned positive results for human blood proteins. Soil solution from grave soils sampled at a cemetery in Duz, Kosovo, and a mass grave in Knin, Croatia were analyzed for VFAs using gas chromatography (GC) …

As our communities continue to grow and expand, the stormwater management capabilities of an area’s natural systems will be impacted. Governmental agencies have set regulatory values on the concentration of dye-related color that can be released in textile mill effluents. A proprietary biotic and abiotic technology treatment train was built at a candidate facility in northwestern Georgia to reduce the organic content and dye-related color content in the textile mill’s effluent. Laboratory experimentation began with bench scale 4 L immobilized microbe (IMBR) bioreactor tests to biologically treat primary wastewater streams, namely skein dye and space dye, from this candidate facility. The biological treatment reduced the organic content levels, expressed as chemical oxygen demand (COD), from 3185±30 to 290±20 mg/L (COD …

Conventional approaches to studying environmental risks and hazards have focused on the physical parameters of geomorphic, hydrologic and climatic events—magnitude, duration and frequency—without adequately accounting for the role of human agency in averting disaster and distributing loss. Secondly, where human intervention was recognized it was often in an incriminating way, particularly in work dealing with the developing world or peripheral regions such as mountain areas. Here, humans were portrayed as helpless victims; unable to successfully adapt to their environment or else they were viewed as having played an unwitting role in their own downfall through ‘short-sighted’ agricultural practices such as …

Seiche events are important hydrodynamic processes that impact the Slave River Delta, during the late summer and autumn. Given the scarcity of previous research on seiche events at river deltas and the physical dimensions and orientation of the Slave River Delta, this location at the southern shore of Great Slave Lake is ideal to study the occurrence and impacts of seiche events at a river delta. Seasonal changes to long-term water level trends and water level variability on Great Slave Lake, correspond to changes to the Slave River flow potentially associated with the impacts of regulation of the Peace River. …

Project Continuation Proposal: Radiation Transport Modeling Of Beam-Target Experiments For The Aaa Project, William Culbreth

The AAA program will rely on the use of an accelerator-based transmuter1 to expose spent nuclear fuel to high-energy neutrons. The neutron flux will be sufficient to activate or fission the long-lived isotopes of Tc, I, Pu, Am, Cm, and Np that present a significant radiological hazard in commercial spent fuel. Transmuter fuel will be subcritical and a high-energy proton accelerator is needed to maintain the necessary neutron flux through the use of a neutron spallation target. The maximum neutron energy produced by spallation (~ 800 MeV) is significantly higher than that produced by a commercial light water reactor (~ …
