On The Use Of Singular Perturbations To Neglect The Dynamic Saliency Of Synchronous Machines, Steven D. Pekarek, Michael T. Lemanski, Eric A. Walters Sep 2002

On The Use Of Singular Perturbations To Neglect The Dynamic Saliency Of Synchronous Machines, Steven D. Pekarek, Michael T. Lemanski, Eric A. Walters

Electrical and Computer Engineering Faculty Research & Creative Works

A common approximation used in the analysis of power systems is the neglect of the dynamic saliency in synchronous machines. In this paper, it is shown that eliminating the error associated with neglecting dynamic saliency can be accomplished with the addition of a singular perturbation(s) into the machine model. By considering the elimination of error in such a way, singular-perturbation-based model-order-reduction techniques are used to derive detailed- and reduced-order models of synchronous machines where dynamic saliency is eliminated with zero error and no added numerical cost.

Courts, Tribunals, And Legal Unification - The Agency Problem, Paul B. Stephan Sep 2002

Courts, Tribunals, And Legal Unification - The Agency Problem, Paul B. Stephan

Chicago Journal of International Law

Any project to unify some part of the law across jurisdictions requires an adjudicatory body to apply the unified law to transactions and transactors. The available choices include domestic courts (which in the United States entails a further choice between federal and state courts), private arbitration, ad hoc arbitration under the auspices of an international organization (such as that conducted by the International Center for the Settlement of Investment Disputes), and a permanent international tribunal (such as the European Court of Justice, the Dispute Settlement Body of the World Trade Organization, the International Court of Justice, or the new International …

State Action, Social Welfare Rights, And The Judicial Role: Some Comparative Observations, Mark Tushnet Sep 2002

State Action, Social Welfare Rights, And The Judicial Role: Some Comparative Observations, Mark Tushnet

Chicago Journal of International Law

Consider the following cases: (1) A man employed by a private college informs his employer (in response to an inquiry) that he is gay. The employer fires him. The former employee sues the college, claiming that the college's action violates the nation's constitutional requirement that everyone be treated equally. (2) A hearing- impaired person seeks medical care from a hospital, which indicates its willingness to provide the care on the condition that the patient provide, and pay for, a sign-language interpreter to assist in the delivery of the medical care. The patient sues the hospital, claiming that its refusal to …

Environmental Education And Understanding: The Case For Elementary Students In Monteverde, Costa Rica, September 2002, Clara Householder Sep 2002

Environmental Education And Understanding: The Case For Elementary Students In Monteverde, Costa Rica, September 2002, Clara Householder

Monteverde Institute: Tropical Ecology and Conservation

Education is the key to preserving biodiversity throughout the world. Not just education, but the environment in which the education takes place. In an attempt to compare the effectiveness of the environmental education program, I surveyed the 5th and 6th grade students at four of the area schools in Monteverde, Costa Rica. I also talked to the teachers about the curriculum and made visual observations of the classroom settings. I found that the Monteverde Friends School, Quaker school, and Creative Learning Center, environmental education school, had better scores than the public or Adventist schools, but that their demographics were very …

Effective Recreation Visitor Communication Strategies: Rock Climbers In The Bitterroot Valley, Montana, William T. Borrie, James A. Harding Sep 2002

Effective Recreation Visitor Communication Strategies: Rock Climbers In The Bitterroot Valley, Montana, William T. Borrie, James A. Harding

Society and Conservation Faculty Publications

A four-stage model o f decisionmaking was investigated in the context o f low-impact practices among rock climbers in the Bitterroot Valley o f Montana. Previous research has suggested that knowing what to do to minimize environmental and social impacts m ay not be the only factor limiting compliance with recommended visitor behaviors. Results from a sample o f climbers at Kootenai Creek indicate that the way people are introduced to the sport has an important influence on attitudes toward low-impact practices. Significant differences were found between those who learned to rock climb indoors and those who learned to rock …

Poe Translated By Baudelaire: The Reconstruction Of An Identity, Anne Garrait-Bourrier Sep 2002

Poe Translated By Baudelaire: The Reconstruction Of An Identity, Anne Garrait-Bourrier

CLCWeb: Comparative Literature and Culture

In her paper, "Poe Translated by Baudelaire: The Reconstruction of an Identity," Anne Garrait-Bourrier argues that Poe and Baudelaire seem to have developed what could be described as a father-son or teacher-student relationship. Baudelaire devoted half of his life to the translation into his mother tongue of Edgar Allan Poe's tales and the other half to the creation of poetry which was inspired, to say the least, by the American writer. Garrait-Bourrier proposes that the influence Poe exerted is undeniable and particularly manifest in Les Fleurs du Mal, so akin to Poe's spirit of "spleen" and the systematic deconstruction of …

Defective Cd19-Dependent Signaling In B-1a And B-1b B Lymphocyte Subpopulations., Goutam Sen, Hsin-Jung Wu, Gabriel Bikah, Chandrasekar Venkataraman, Darrell A Robertson, E Charles Snow, Subbarao Bondada Sep 2002

Defective Cd19-Dependent Signaling In B-1a And B-1b B Lymphocyte Subpopulations., Goutam Sen, Hsin-Jung Wu, Gabriel Bikah, Chandrasekar Venkataraman, Darrell A Robertson, E Charles Snow, Subbarao Bondada

Microbiology, Immunology, and Molecular Genetics Faculty Publications

Peritoneal and pleural cavities in mice and humans contain a unique population of B-lymphocytes called B-1 cells that are defective in B cell antigen receptor (BCR) signaling but have an increased propensity to produce autoantibodies. Several molecules such as Btk, Vav, and CD19 known to be important for BCR signaling have been shown to be critical for the development of B-1 cells from undefined precursors. Here we demonstrate that B-1 cell unresponsiveness to BCR cross-linking is in part due to defective signaling through CD19, a molecule known to modulate signaling thresholds in B cells. The defective CD19 signaling is manifested …

Acute Chest Syndrome, Ibrahim A. Al-Dabbous Sep 2002

Acute Chest Syndrome, Ibrahim A. Al-Dabbous

Saudi Medical Journal

Acute chest syndrome is an acute pulmonary illness in patients with sickle cell disease. It is a common problem, causing significant morbidity and mortality. Many factors may cause this syndrome. Treatment is primarily supportive. Therapy includes hydration, analgesia, supplemental oxygen, antibiotics, blood transfusion and mechanical ventilation. Early detection and aggressive management may limit its severity and prevent its complications. This article reviews the current information for its definition, frequency, pathogenesis, clinical features, complications, investigations, management and prevention. Recent advances in management of acute and recurrent attacks will be discussed.

Postcolonial Politics And Colonial Media Representations In New Caledonia, Alaine Chanter Sep 2002

Postcolonial Politics And Colonial Media Representations In New Caledonia, Alaine Chanter

Pacific Studies

The signing in 1998 of the Noumea Agreement on the political future of New Caledonia was of great significance in conferring a limited form of nationhood on New Caledonia prior to a vote on independence in fifteen to twenty years' time. The agreement itself argues that the emergence of a " new sovereignty" requires affirmation of the formative place of Kanak identity and culture in the society. This requirement is particularly apparent within the European community, which has based its opposition to independence on a denigration of Kanak claims to an affirmative identity and peoplehood. This article interrogates whether there …

Nafta's Investment Protections And The Division Of Authority For Land Use And Environmental Controls, Vicki Been Sep 2002

Nafta's Investment Protections And The Division Of Authority For Land Use And Environmental Controls, Vicki Been

Pace Environmental Law Review

This paper discusses the way investor protections in international trade agreements may affect the division of power over environmental and land use regulation among federal, state, and local governments in the United States. It explores how national governments could pass the costs of takings compensation required by such investor protections on to the local and state governments, and analyzes other responses a national government might have to compensation awards. Professor Been predicts that domestic property owners will use investor protections in international trade agreements to argue for more expansive takings protections under the Fifth Amendment. Professor Been concludes with a …

The Myths And Truths That Ended The 2000 Tmdl Program, Linda A. Malone Sep 2002

The Myths And Truths That Ended The 2000 Tmdl Program, Linda A. Malone

Pace Environmental Law Review

The Total Maximum Daily Load program of section 303(d) of the Clean Water Act has always met with resistance and opposition from state governments in implementation. The TMDL program provides a process for identifying waters that fail to satisfy state water quality standards to impose additional limitations. This article reviews the checkered and troubled history of the program since 1972 and examines the states' criticisms of the program for their validity. The controversy over the TMDL program is viewed against the backdrop of the problem of nonpoint source pollution. Nonpoint source pollution continues to be the primary source of contamination …

From Euclid To Growing Smart: The Transformation Of The American Local Land Use Ethic Into Local Land Use And Environmental Controls , Patricia E. Salkin Sep 2002

From Euclid To Growing Smart: The Transformation Of The American Local Land Use Ethic Into Local Land Use And Environmental Controls , Patricia E. Salkin

Pace Environmental Law Review

The focus of this paper is on the way in which the Smart Growth movement caused the convergence of local land use and local environmental law. This paper makes the point that through the current smart growth movement, these previously separate areas of specialization in the law are in fact becoming inextricably intertwined. This paper examines the relationship of smart growth, Growing Smart and local environmental law with a particular focus on what states can do to empower and encourage the enactment of meaningful local environmental land use laws. Aspects of regionalism and inter-jurisdictional cooperation are vital to governments' ability …
