Case Studies On The Implementation Of The Workforce Investment Act: Spotlight On Maine, Jaimie Ciulla Timmons, Sheila Fesko, Allison Cohen Hall

Case Studies Series, Institute for Community Inclusion

The implementation of the Workforce Investment Act (WIA) requires major organizational change for employment and training agencies. The initiative emphasizes coordination, collaboration and communication among organizations for better service delivery. At this time, states are developing systems that will enable them to address the needs of all customers seeking employment. The Institute for Community Inclusion (ICI) has conducted state case studies for two purposes: (1) to identify how states have begun the process of collaboration under the new mandates of WIA; and (2) to understand the impact on customers with disabilities. This is the third in a series of publications …

Summaries Of Arkansas Cotton Research In Progress In 2001, Derrick M. Oosterhuis Oct 2002

Summaries Of Arkansas Cotton Research In Progress In 2001, Derrick M. Oosterhuis

Arkansas Agricultural Experiment Station Research Series

Cotton yields in Arkansas increased steadily during the eighties, but in recent years there has been a leveling off. Of more significance, however, is that extreme year-to-year variability in yields has occurred in the last decade, which is a major point of concern with cotton producers. It has been suggested that this may be related to extreme weather conditions during the boll development period in July and August. Average maximum temperatures in the 2001 season were a few degrees above normal. Recent research in Arkansas has indicated that elevated night temperatures during boll development may be a major contributory factor …

Teaching The "Heart And Soul" Of Citizenship: Service-Learning As Citizenship Education, Bernadette Sun Chi Oct 2002

Teaching The "Heart And Soul" Of Citizenship: Service-Learning As Citizenship Education, Bernadette Sun Chi

Thesis, Dissertations, Student Creative Activity, and Scholarship

Troubling trends in political disengagement among young people include decreasing knowledge of and interest in political issues as well as lower rates of voting compared to previous generations. To potentially address this CO~ service-learning has often been promoted in public schools as a means of educating active citizens, among other outcomes.

Despite the expansion of service-learning programs, the relationship between service-learning and citizenship outcomes deserves further study. This dissertation examines the following questions: Do teachers consider "citizenship" an explicit goal for service-learning experiences in K-12 schools? How do teachers and students define what it means to be a "good citizen"? …

Using Managed Care Tools In Traditional Medicare — Should We? Could We?, Robert A. Berenson, Dean M. Harris Oct 2002

Using Managed Care Tools In Traditional Medicare — Should We? Could We?, Robert A. Berenson, Dean M. Harris

Law and Contemporary Problems

Berenson and Harris consider whether the most controversial tools of managed care, including selective contracting, gatekeeping, and prior authorization, should be adopted in the Medicare program. On policy and practical political grounds, they do not recommend selective contracting or gatekeeping. Nevertheless, Medicare should be granted the authority to have preferred providers and case management programs that could treat providers differently and could permit certain beneficiaries to receive additional, off-policy benefits.

The Theory And Practice Of Disclosing Hmo Physician Incentives, Mark A. Hall Oct 2002

The Theory And Practice Of Disclosing Hmo Physician Incentives, Mark A. Hall

Law and Contemporary Problems

Despite the widespread consensus that physician incentives under managed care should be disclosed, there is little agreement on the who, what, when, and how of disclosure, nor is there agreement on the primary purpose of disclosure. Three forms of market failure point to three distinct, but overlapping purposes of disclosure, each of which points toward different forms, sources and contents of disclosures.

The Role Of Trust, Leader-Member Exchange, And Organizational Justice In Employee Attitudes And Behaviors: A Laboratory And Field Investigation, Rudolph Joseph Sanchez

Dissertations and Theses

The study of interpersonal relationships continues to be a major focus of theory and research in a wide array of disciplines. The present research examined one of the most prevalent and significant interpersonal relationships in the workplace context—the dyadic relationship between a supervisor and a subordinate. This research examined the relationships between trust, quality of the leader-member exchange relationship (LMX; a measure of the quality of the dyadic relationship), perceived organizational justice, and several employee attitudes and behaviors that are important to individual workers and the organizations in which they work.

Data were collected in both laboratory and field settings. …

Depredation Of Texas Wheat By Migrating Dickcissels, Stanley D. Casto Oct 2002

Depredation Of Texas Wheat By Migrating Dickcissels, Stanley D. Casto

Bulletin of the Texas Ornithological Society

The Dickcissel (Spiza americana) is a serious agricultural pest in Venezuela, and large flocks have also historically caused significant wheat crop losses in Texas during the 19th century. This note documents historical accounts of widespread damage caused by migrating Dickcissels, known then as “wheat birds,” during spring migrations from 1849 through 1891. It also describes the efforts of Texas farmers to protect their crops from these birds.

An Automated Technique For Monitoring Nocturnal Avian Vocalizations, James B. Johnson, Daniel Saenz, D. Brent Burt, Richard N. Conner Oct 2002

An Automated Technique For Monitoring Nocturnal Avian Vocalizations, James B. Johnson, Daniel Saenz, D. Brent Burt, Richard N. Conner

Bulletin of the Texas Ornithological Society

We used audio recording dataloggers known as Frogloggers to collect nocturnal bird vocalizations at eight different sites within the Davy Crockett National Forest and the Stephen F. Austin Experimental Forest in eastern Texas from 9 May 2000 to 31 June 2001. We programmed the dataloggers to record for one-minute intervals at the beginning of each hour starting at 2100 and ending at 0200 DST. Our technique has the potential to determine the relative seasonal occurrence of nocturnally vocalizing species. Originally developed for amphibians, this technology is proving useful for avian monitoring.

The Perspectival Nature Of Expert Testimony In The United States, England, Korea, And France, M. Neil Browne, Carrie L. Williamson, Linda L. Barkacs Oct 2002

The Perspectival Nature Of Expert Testimony In The United States, England, Korea, And France, M. Neil Browne, Carrie L. Williamson, Linda L. Barkacs

Connecticut Journal of International Law

The use of expertise in the courtroom is not new.' The finders of fact and law in the American legal system are not superhuman, often requiring help interpreting the meaning of scientific evidence. Prima facie, this problem of generalist judge and jury being confounded by complex, scientific evidence seems simple to solve; expert explication will surely enlighten the parties. However, scholars are rightly quick to criticize such wholesale endorsements of the efficacy of expert testimony and have identified numerous reasons to be cautious of those purporting to dispense scientific "Truth."2 As we will argue, the nature of expertise is perspectival. …

To Waive Or Not To Waive: Immunity And Accountability In U.N. Peacekeeping Operations, Frederick Rawski Oct 2002

To Waive Or Not To Waive: Immunity And Accountability In U.N. Peacekeeping Operations, Frederick Rawski

Connecticut Journal of International Law

Immunity protections are particularly important in peacekeeping operations where the UN is often intervening in an unstable political environment and where normal institutions of law and order are not functioning. With the rapid expansion of UN peacekeeping since the early 1990s, the General Assembly has regularly passed resolutions calling on states to respect the privileges and immunities necessary for the organization to achieve its objectives in difficult field environments.4 Immunity has been invoked by the UN not only to protect its personnel from harassment, but to protect itself from suit for institutional negligence, such as its failure to act while …

A Russian Legal Revolution: The 2002 Criminal Procedure Code - Part One, Leonard Orland Oct 2002

A Russian Legal Revolution: The 2002 Criminal Procedure Code - Part One, Leonard Orland

Connecticut Journal of International Law

Russia has a new criminal procedure code [hereinafter the "Code"] that became effective on July 1, 2002. The Code undertakes, in a single enactment, to change a criminal justice system widely condemned by Russians, as well as other nations, as oppressive to one that subjects the criminal justice system - police, prosecutors, judges - to the rule of law. The Code, which "will transform the Russian criminal justice system,"' presents a rich and detailed blueprint for a due process model of criminal adjudication.2 The Code is the result of a sustained reform effort by a Commission headed by Dimitrii Kozak. …

Teaching Youth Through 4-H Animal Science Workshops, Clinton P. Rusk, Krisanna Machtmes

Journal of Extension

The Animal Sciences Workshop for Youth is an intensive 3-day training at Purdue University. The goal of the workshop is to educate high school aged youth about animal production practices while stimulating their minds to think about new and improved ways to raise animals. By bringing 4-H youth together with Animal Science professors, the workshop serves to teach and recruit students at the same time. Since 1973, this significant educational program has affected more then 8,000 youth delegates from 11 states and British Columbia. 94% of the delegates attending in 2000 found the workshop to be a positive learning experience.
