In 1895, as she launched a new journal dedicated to bringing equal rights to all the women of America, Abigail Scott Duniway had already been a key figure in the national woman’s movement for over two decades. And during those years, dramatic changes had been taking place. As she wrote, “though ‘Liberty for all the inhabitants of the land’ has not yet been secured, we have made much permanent progress, and now nobody doubts our ultimate success” (“Salutatory” PE 16 Aug. 1895). A Third Theory Of Liberty: The Evolution Of Our Conception Of Freedom In American Constitutional Thought, John Lawrence Hill

With the publication of Isaiah Berlin's essay, "Two Concepts of Liberty," liberals and their adversaries came to view their respective positions as expressions of a deeper philosophical gulf between two opposed ideas of freedom - what Kant first dubbed the "negative" and "positive" ideas of liberty. Negative liberty, or "freedom from," represented the classical liberal conception of freedom, while positive liberty or "freedom to" is vouchsafed by civic republicans, progressive liberals, socialists and others. Negative liberty was associated with the absence of constraint and, more specifically, with individual rights and limits upon government power while positive liberty was usually interpreted …

United States Geological Survey: Effects of Management Practices on Grassland Birds

Information on the habitat requirements and effects of habitat management on grassland birds were summarized from information in more than 4,000 published and unpublished papers. A range map is provided to indicate the relative densities of the species in North America, based on Breeding Bird Survey (BBS) data. Although birds frequently are observed outside the breeding range indicated, the maps are intended to show areas where managers might concentrate their attention. Western Wyoming is home to the largest, most diverse ungulate populations in the Rocky Mountain region. Maintenance of these populations and protection of their habitats is a primary concern among public and private sectors. While urban expansion, habitat loss, disease and changes in vegetation contribute to management concerns, extensive energy development is thought to pose the most serious threat to mule deer and pronghorn populations. Southwestern Wyoming is rich with oil and gas resources and has consistently produced 10 million barrels of oil each year, with gas production increasing steadily since the early 1980s. This is the first treatment of the mammals of the Grand Staircase-Escalante National Monument (GSENM). GSENM was established in 1996 as a 1.7-million-acre (680,000-ha) federal land reserve under the jurisdiction of the Bureau of Land Management (BLM). To successfully manage this new monument, the BLM is presently developing a management action plan. To provide information for the proper management of mammal species of the area, we have reviewed background literature for each mammal potentially found within the Monument boundaries. Scientific advancements built on an understanding of what nature already provides are leading to environmentally friendly crop-pest control by either biological agents or specifically designed synthetic antiinsect compounds. A case in point: research on baculoviruses.

Baculoviruses are rod-shaped DNA viruses, many of which begin their life cycle reproducing inside cells. In the nuclei of caterpillar cells infected with baculoviruses, viral progeny multiply and are incorporated into protective polyhedronshaped protein structures called occlusion bodies. Infected caterpillars die and contaminate the leaf surfaces with the occlusion bodies. Then, healthy caterpillars ingest the occlusion bodies and release the virus when feeding on contaminated …
