The Canadian Sports Scene Dominated By Hockey - Baseball A Footnote, Richard C. Crepeau

On Sport and Society

Last Thursday morning I was awakened by a voice with a slightly different accent reciting the score of every hockey game that had taken place in Canada the previous night. Clearly there are more hockey teams than gas stations in Canada. As usual the CBC announcer told me the major league baseball scores only from the games involving Montreal and Toronto, no others. There was one concession as the Barry Bonds watch was mentioned.

Network Access In The Deregulated European Electricity Market: Negotiated Third-Party Access Vs. Single Buyer, Christoph Bier

The question of third-party access to the networks has become central to the debate around the liberalisation of the European electricity markets due to the natural monopoly characteristic of the transmission network. The European Union's electricity directive provides three institutional options for the organization of network access: the single buyer procedure, the negotiated third-party access and the regulated third-party access. This paper analyzes these regimes in a framework of an imperfect decision-making regulation authority which can commit errors when supervising the transmission tariffs. An argument brought forward by German municipalties against the new energy law is their fear of decreasing license fees paid by utilities for the right to use public roads for the transport of electricity. This paper argues from an economic point of vue that this fear is unjustified. The right to use public roads is a scarce input electricity suppliers compete for, thereby increasing municipal licence revenues. This increase can even overcompensate falling profits of an electricity producer owned by the municipalty itself if competition is intense enough and the pernmissible licence fee isn't too restrictive.

The paper defines "order" as constraints that are designed or spontaneously evolved to constrain human action sets in order to stabilze expectations, and therefore enhance coordination of interactive behavior. A simple model of evolutionary game theory is used to explain the evolution of conventions and to point out their role in the reduction of transaction costs.

This paper explores the conditions under which compliance with a social contract establishes an equilibrium in a society. It is assumed that society consists of two groups, one of which has a comparative advantage in using violence, whereas the other one has a comparative advantage in producing a private good. Violence can be used to produce security as well as to exploit the weaker group. Yet, exploitation is limited: it reduces the incentives of the exploited group to produce the private good and increases the chances of a revolution. Although the homo oeconomicus model has considerable predictive power with regard to the operation of the law the assumption of strict (unbounded) rationality creates opposition on the side of the legal profession. Drawing on Ronald Heiner's theory of imperfect decisionmaking the model of a boundedly rational decisionmaker is developed. Due to a competence difficulty gap a boundedly rational decisionmaker can commit two types of errors well known from statistical decisiontheory. The paper discusses the ways of rationally controlling decision errors and derives some consequences regarding crime and punishment.

In this article a simple game is used to develop a concept of trust that takes account of boundedly rational behavior. Even if a first mover in a sequential game is protected against opportunism by legal means or means of private ordering there remains a risk that the second mover does not perform as promised. Trust consists of accepting this risk. The paper also discusses the efficiency of trust and the role of the law in separating trustworthy from non trustworthy people.

The New Basle Accord, Internal Ratings, And The Incentives Of Banks, Roland Kirstein

In its recent proposal for a new Basle Accord, the Basle Committee favors external ratings to determine the risk class of potential borrowers. German banks, however, would prefer the acknowledgement of their internal ratings. This paper shows that, even if banks have better screening skill than external rating agencies, they lack the incentives to reveal their screening results truthfully. As long as these incentives are not corrected, external ratings would be better able to implement the new Basle Accord's goals than internal ratings. The theory of competition as a discovery procedure argues that the results of this procedure cannot be predicted because of its very nature as a discovery procedure. If this were true, this would imply the impossibility of testing whether competition actually works as predicted. This article rejects this view. We argue that outcomes of the discovery procedure can be predicted if a pattern rather than its specific realization is the subject of the prediction. We de-scribe a double oral auction as a classroom experiment. and show that competition is likely to discover the market equilibrium as well as the wealth …

Drawing on a new analytical framework provided by the economic theory of optimal legal areas, this paper identifies the factors determining the optimal size of the European Union. It applies this theory to the question of how enlargement affects the welfare of the current and the new members of the European Union as well as that of the non-qualified countries. A welfare analysis reveals that enlargement can be a pareto-superior move. But, it also shows that enlargement can impose a negative externality on those countries left behind. Indoor Vs Outdoor Classification Of Consumer Photographs Using Low-Level And Semantic Features, Jiebo Luo, Andreas Savakis

Scene categorization to indoor vs outdoor may be approached by using low-level features for inferring high-level information about the image. Low-level features such as color and texture have been used extensively in image understanding research, however, they cannot solve the problem completely. We propose the use of a Bayesian network for integrating knowledge from low-level and semantic features for indoor vs outdoor classification of images. Using ground truth data for sky and grass detection, we demonstrate that the classification performance can be significantly improved when semantic features are employed in the classification process.
