Persistence In Style-Adjusted Mutual Fund Returns, Melvyn Teo, Sung-Jun Woo

The literature on mutual fund persistence took a hit with the finding that one-year stock momentum and expense ratios account for most of the persistence in mutual fund performance (Carhart, 1992; Carhart, 1997). However, since equity mutual funds are grouped into styles (e.g., large value, small growth, mid-cap growth, etc.) and are often confined to trading stocks within their style, one should measure fund performance relative to style when investigating managerial ability. Using CRSP mutual fund data and a methodology similar to Carhart (1997), we find that differences in style-adjusted fund returns persist for up to six years. Neither one-year …

In the summer of 2001, the Mineta Transportation Institute co-sponsored, with the American Public Transportation Association, Santa Clara Valley Transportation Authority, and the Center for Transportation Excellence, a two-day symposium on July 29 through July 31, entitled “Lessons Learned: A Conference on Transit Referenda and Why They Succeed or Fail.” The purpose of the conference was to discuss the history of successful and unsuccessful transportation measures that have existed in various cities across the United States . In the last few years, scholars and policymakers in the area of criminal justice have focused an increasing amount of attention on two topics. The first is the retributivist theory of punishment ("retributivism");' the second is the development of alternative sanctions to the orthodoxy of incarcerating criminals in publicly managed prisons. This Article is about what connections may properly be drawn between what justifies punishment and how we actually go about punishing offenders.

An Arrow To The Heart: The Love And Death Of Postmodern Legal Scholarship, Stephen M. Feldman

Modernist legal writers, including Dennis Arrow in his well-known Pomobabble article, commonly criticize postmodern legal scholars for being muddle-headed nihilistic thinkers who write indecipherable jargon-filled nonsense and lack political convictions. Professor Feldman responds to these and other related criticisms and, in doing so, explains some key components of postmodernism. For instance, he describes how the pervasiveness of postmodern culture infuses legal scholarship with certain postmodern themes. Ironically, then, even the most vehement critics, like Arrow, display a surprising if unwitting affinity for postmodernism. Given law-school postmodernism's epistemo/ontology of juvenile antirealist agnosticism, its commitment to Gadamerian and/or Derridean notions of linguistic indeterminacy, its mono- maniacal dedication to centrifugal end-justifies-the-means Lefty politics, its abhorrence of commonly recognized conceptions of neutral principle, its concomitant disrespect for the very notion of truth, and its inextricably intertwined obsession with names and propensity for linguistic doublespeak, Professor Arrow confesses to initially wondering what it might "mean" to take anything uttered by a postmodernist "literally," or at "face value." Over seventy-five years after the impassioned debate be- tween William Jennings Bryan and Clarence Darrow echoed through a hot Tennessee courtroom, the controversial confrontation over science, religion, law, and education can still be heard in legislative halls, courtrooms, schools, and homes across the nation. The now infamous "Scopes Monkey Trial" of 19253 brought the debate between religious fundamentalism and modern day scientific theory to the forefront and sparked twenty state legislatures to consider measures to prohibit the teaching of evolution in public schools. Stacked Subwavelength Gratings As Circular Polarization Filters, Gregory P. Nordin, P. C. Deguzman

We have stacked subwavelength gratings (SWGs) on a single substrate to create a compact, integrated circular polarization filter. The SWGs consist of a wire grid polarizer and a broadband form-birefringent quarter-wave plate (QWP). Rigorous coupled-wave analysis was used to design the QWP for operation over the 3.5-5.0 m wavelength range. The fabricated silicon broadband QWP exhibited a phase retardance of 82-97° across this wavelength range. Two stacked structures are presented, each with a different wire grid polarizer fabricated on an organic planarization layer (SU-8) that is deposited on a QWP grating. Using Ssm Proxies To Provide Efficient Multiple-Source Multicast Delivery, Daniel Zappala, Aaron Fabbri

We consider the possibility that single-source multicast (SSM) will become a universal multicast service, enabling large-scale distribution of content from a few well-known sources to a general audience. Operating under this assumption, we explore the problem of building the traditional IP model of any-source multicast on top of SSM. Toward this end, we design an SSM proxy service that allows any sender to efficiently deliver content to a multicast group. We demonstrate the performance improvements this service offers over standard SSM and describe extensions for access control, dynamic proxy discovery, and multicast proxy distribution.

A system reliability approach to minimizing the life-cycle cost of a deteriorating structure offers significant advantages such as a rational assessment of the assumed risk of failure, and an understanding of the importance and contribution of individual components to the overall reliability of the structure. The reliability of a structural system as a whole is the measure of its overall performance. This measure has to include both ultimate and serviceability limit states. A system model of a structure traditionally consists of a series-parallel combination of strength-based component limit states. Serviceability limit states however, can play a tremendously important role in …

Conventional electron acceleration at a place like SLAC needs miles to boost particles up to 50 GeV energies by feeding them microwaves in a succession of special cavities. In recent years physicists have been developing alternative acceleration concepts that might someday do the job in a much smaller space. Their near-term goal is to produce a first stage accelerator that outputs electron beams with lower energy but with properties that are more suitable for x-ray sources, such as those based on Compton scattering or the proposed linear synchrotrons at SLAC and DESY.

Diversity conflicts usually occur in organizations where communication is inadequate and generally require a third party to facilitate resolution. Developing and preserving healthy workplace relationships must be a top priority for all employees. Using mediation to resolve diversity conflicts in the workplace allow preservation of jobs and full and equal participation and contributions by all employees (including minority employee groups). This workshop is designed to provide people of color in predominantly white institutions an alternate dispute resolution method to resolve relational conflicts such as race, gender, age and culture differences.

The panel will discuss how the faculty and SUNY Rockland Community College identifies difficulties faced by multicultural underrepresented students through a faculty advisory board and pragmatic activities. Serving as a bridge that connects faculty from various disciplines, the Multicultural Underrepresented Student Success Advisory Board was able to institute a campus-wide climate survey to assess the needs of multicultural students and to help them find ways to effectively deal with the challenges.

In this presentation, we introduce the idea that different definitions of being multiracial and attitudes toward acknowledging mixed-raced origins might have affected the 2000 census enumeration of the multiracial population. How multiracial people self-identify and how society identifies multiracial people has become an escalating debate among many people. Because more Americans than ever are claiming their multiracial heritages, how they deal with the "other" category, or other restrictions to answering race and ethnicity questions ("Please check only one") is one of the most compelling issues in society today.

This session is organized into three sections: an overview of the Latina/o condition in higher education that directly affect recruitment and retention; a synopsis of emergent and cutting¬-edge research aimed at facilitating success for Latina/o students, staff and faculty at predominantly white institutions; and participant-centered discussion of concepts, issues and practical problems. Personal experiences will be used for illustration purposes and will serve as a catalyst for discussion. The goal of this session is to enhance program participants' understanding of and ability to promote Latina/o socialization, leadership development and educational advancement at predominantly white institutions at all levels.
