The proliferation of nuclear, biological, and chemical (NBC) weapons poses major strategic and operational challenges to the United States and an important political challenge to the international community. In the hands of hostile states, these weapons threaten stability in key regions, put U.S. forces at risk, and undermine the U.S. ability to project power and to reassure friends and allies. Increasingly, the American homeland is at risk as well. U.S. intelligence officials routinely warn that more than a dozen states are actively pursuing offensive chemical or biological weapons programs. Probability Neglect: Emotions, Worst Cases, And Law, Cass R. Sunstein

When strong emotions are triggered by a risk, people show a remarkable tendency to neglect a small probability that the risk will actually come to fruition. Experimental evidence, involving electric shocks and arsenic, supports this claim, as does real-world evidence, involving responses to abandoned hazardous waste dumps, the pesticide Alar, and anthrax. The resulting “probability neglect” has many implications for law and policy. It suggests the need for institutional constraints on policies based on ungrounded fears; it also shows how government might effectively draw attention to risks that warrant special concern. In February 1970 the Black Power movement in Trinidad exploded as thousands of young people took to the streets in massive demonstrations that rocked the island. The government responded by arresting activists and ultimately declaring a state of emergency. At the same time a group of young army officers, sympathetic to the Black Power movement, mutinied. Prime Minister Eric Williams and the People’s National Movement (PNM) government emerged from the uprising, severely shaken but still with a firm grip on powers. A key Department of Defense goal is to build highly capable forces whose mastery of high-tech warfighting will allow decisive victories against new threats and well-armed opponents in future operations. A set of new operational concepts, many of which have surfaced in the ongoing defense strategy review, may facilitate this goal. They focus on rapid and decisive operations in distant theaters rather than on homeland defense. As generic concepts for future warfighting, they offer valuable insights on combat capabilities that should be acquired. Before these principles can be adopted, they must be scrutinized on their individual merits and integrated to …

The author explores what he perceives to be China s pursuit of information warfare (IW) as a method of fighting asymmetric warfare against the United States. He believes the Chinese are seeking ways to adapt IW to their own style of warfare. Paradoxically, he observes that the Chinese have not gleaned their intelligence through espionage, but through careful scrutiny of U.S. IW in practice. The author examines those aspects of IW--PSYOPS, Denial, and Deception--that China believes provides the greatest prospects for victory in a conflict. In support of the Joint community's efforts to develop a viable operational concept, the author argues that the Rapid Decisive Operations (RDO) concepts developers deserve high praise for attempting to link two relative properties--speed and decisiveness--but that the definition of RDO is at present incoherent and based on several deeply flawed assumptions. The author concludes that RDO creates dubious expectations and will likely fail to balance the strengths and weaknesses introduced by new technologies. He further recommends a method for identifying and addressing an operational concept s critical assumptions.

The U.S. Navy is undergoing a major transition from traditional, paper chart navigation to computer-based electronic charting. The Chief of Naval Operations (CNO) has mandated that all Navy ships will navigate strictly through electronic means by FY07. However, due to some recent groundings, the Navy is now striving to accelerate the full implementation of electronic navigation by FY04. The Naval Oceanographic Office (NAVOCEANO) is making a concerted effort to support this transition with upgrades to state-of-the-art survey ships, instrumentation, and data processing equipment. NAVOCEANO is increasing its capability to rapidly collect and process hydrographic survey data, and to quickly produce …

A tuned antenna-coupled infrared detector is made possible by application of a bias voltage in the range of a few hundred millivolts. The use of first and second antenna arms connected to the detector makes possible polarization tuning which eliminates the need for bulk-optical polarization filters. An alternative tuned detector is one in which the antenna is frequency tuned by a capacitative device to make the detector particularly responsive to 8 um to 12 um infrared radiation. When integrated into focal plane arrays, these detectors can be used in remote-sensing systems to facilitate enhanced image recognition, feature extraction and image-clutter …

Apparatus For Low Flux Photocatalytic Pollution Control, Ali Raissi

A new apparatus for design and scale-up of photocatalytic and thermocatalytic processes is disclosed. The apparatus is based on optimizing photoprocess energetics by decoupling of the process energy efficiency from the DRE for target contaminants and is applicable to both low- and high-flux photoreactor design and scale-up. The low-flux apparatus is based on the implementation of natural biopolymeric and other low-pressure drop media support for titanium dioxide and other band-gap photocatalysts and is further based on the implementation of multifunctional metal oxide aerogels and other media in conjunction with a novel rotating fluidized particle bed reactor.
