Famine in early modern Europe was a reoccurring phenomenon that caused stress on individuals and their societies. In most historical accounts of famine, authors have placed emphasis on either the physical aspects of starvation, including studies of famine victims, both live and post mortem, or the disastrous effects of such crises on demographics. On occasion, a researcher has instead probed the accounts of famine left behind by its victims. This essay is an attempt to correlate famine narratives with the biological aspects of starvation.

The importance of the Declaration of Independence to American law has been obscured by dubious associations with natural rights jurisprudence. Legal scholars have therefore overlooked the numerous ways in which the Declaration is relevant to a host of legal issues. Ample textual and historical evidence demonstrates that the Declaration, not the Articles of Confederation or the Constitution, legally constituted the United States of America as a distinct nation in the world community. The authors examine the challenges of the 21st century international security environment to which future strategic leaders and policy practitioners will need to respond. More specifically, they offer the reader insights into security studies and leadership development at their respective levels (military undergraduate, civilian undergraduate, traditional and nontraditional graduate, and senior military officer) and institutions (including research centers and professional outreach programs). The goal is to inform a broader audience about what is currently being done in the way of educating strategic practitioners at these various institutions, and what might need to be done differently or better.

During the Cold War, strategic capabilities were synonymous with nuclear capabilities, and U.S. strategic planning focused on nuclear deterrence and response against a single adversary. Today, more potential enemies are developing asymmetric capabilities to inhibit or prevent U.S. military intervention in regional conflicts— in short, to wage strategic warfare by implicitly or explicitly threatening highvalue political, military, or economic targets with weapons of mass destruction and disruption. U.S. security over the next several decades will depend increasingly on the ability to deter and respond effectively to strategic regional conflicts with significant escalation potential.

This paper looks at how U.S. military operations have changed since the Cold War and what those experiences suggest for the future. Drawing on recent missions, Zinni shows that the operating environment has become more complex, not less, with forces expected to handle everything from major conflicts to peacekeeping and humanitarian crises. The paper highlights the growing importance of adaptability, joint operations, and readiness across a wide range of scenarios. Israeli legal history is a discipline much younger than the history of its fifty-three-year-old state. It began developing in the 1980s and gained momentum in the late 1990s. ³ In the entire state with its four major law schools and several law colleges⁴ only five scholars consider legal history to be their main field of expertise. ⁵ And yet, Israeli legal history has proven to be an extremely exciting intellectual discipline, attracting many more scholars than these five. Stanton Smith was born March 10, 1920 in Lewiston, Maine. His father, Paul Rexford Smith was a local dentist and Bates College graduate, class of 1915. His mother, Marjorie (Shaw) Smith was a graduate of Simmons College and taught Home Economics for several years. Stanton graduated from Bates, in the class of 1941, with a major in Chemistry. He was an avid trumpeter in the Bates Bobcats. In 1941, while working at Kodak, Smith had an opportunity to work on the Manhattan Project, which he pursued. He went on after the war to get a Ph.D. from the University of …

This article comes in two parts - the article and the notes.

Article abstract: To get hostages released without harm requires a national policy committed to that principle. With that in mind, there needs to be an understanding of the perpetrators' "objective view" of reality. These views have political, economic, psychological, cultural, ethno-religious and perceptual dimensions. Those multivariate dimensions of any hostage situation mandate policies that should be based on law enforcement and military perspectives, in order to be flexible enough to permit their consideration and continuously evaluate their national and international implications.

In August of 1998 the Collaborative Agent Design Research Center (CADRC) of the California Polytechnic State University in San Luis Obispo (Cal Poly), approached the Office of Naval Research (ONR) with the proposal for an annual workshop focusing on emerging concepts in decision-support systems for military applications. The proposal was considered timely by the ONR Logistics Program Office for at least two reasons. First, rapid advances in information systems technology over the past decade had produced distributed, collaborative computer-assistance capabilities with profound potential for providing meaningful support to military decision makers.
