The existing Ethiopian constitution that is based on ethnicity should be discarded and replaced by another constitution that recognizes territorial nationalism, which manifested itself in historic Ethiopia as regionalism or provincialism. The historically established status of the provinces of Arussie, Bale, Gondar, Harar, Shoa, Sidamo, Tigrai, Wollo, Wollega, and so on, would have to be restored. A federal constitution which corresponds to Ethiopia’s historical experiences, but modified to suit its present conditions, and based on such principles as the rule of law, state secularism, a bill of rights, a system of checks an balances, political and economic pluralism, including the …

Design Of A Hypersonic Waterjet Apparatus Driven By High Explosives, B. L. Weeks, J. Klosterman, Paul Nicholas Worsey

The design and construction of a hypersonic waterjet apparatus is described. Jet velocities from 0.5 to 5 km/s have been achieved using a high explosive charge. Images are obtained in situ on various target substrates using a high-speed framing camera. Experimental results are shown for the impact of high velocity waterjets on propellants and high explosive samples. By observing the impact of the waterjet at a wide range of velocities a safety threshold can be determined where no reaction takes place.

Donald Eugene "Don" Nicoll was born in Boston, Massachusetts, on August 4, 1927, and grew up in the West Roxbury section of the city. He is the son of George and Mary Nicoll. He attended Robert Gould Shaw Junior High School and Boston English High School and graduated from Colby College in Waterville, Maine in 1949, majoring in History with a minor in Government. Don met his future wife, Hilda Farnum, also a Colby student, when they worked in the resort town of Ocean Park, Maine, in the summer of 1944. A Reservation Is No Refuge A Story Of The Turtle Mountain Chippewa 1800-1900, Roland E. Marmon

This paper will consist of a history of the evolution of the Turtie Mountain Chippewa as viewed from the lives of the three Chief Little Shells (grandfather, father, and son). The paper will pay particular attention to the origins through historical analysis. The first Chief Little Shell life coincides with the woodland Chippewa moving onto the plains at the end of the eighteenth century. The paper will sketch the history of the plains Chippewa known as the Pembina Chippewa up to the Pembina Treaty of 1863, when a large part of the group will split and form the Turtle Mountain …

Army transformation has many dimensions with change in technology, operational methods, and organizations. So far, the focus of organizational transformation has been on the redesign of tactical units such as the interim brigade combat teams. But corps--the Army's operational level organizations--must also be transformed. The author provides a history of the structure and function of Army corps and discusses ways they might be redesigned to play an effective role in the 21st century security environment. He concludes that the different Army corps have such diverse functions that a "one size fits all" approach is inappropriate. After considering a number of …

The Ottoman Empire was in serious decline by the late nineteenth century. Years of misrule, war, and oppression of its various nationalities had virtually driven the Turks from Europe, leaving the weakened Empire on the verge of collapse. By the 1870s the Armenians were the most troubling group, having gained international sympathy at the Congress of Berlin. As a result, violence against the Armenians had escalated dramatically by the turn of the century. They felt, however, that their fortune had changed when the liberal Young Turks seized power from the Sultan in 1908. Unfortunately, the Young Turks had a much …

Do European Union Defense Initiatives Threaten Nato?, Kori N. Schake
Strategic Forums
This paper looks at whether European efforts to develop independent defense capabilities undermine or support the transatlantic alliance. EU defense initiatives, particularly the European Security and Defense Policy (ESDP), do not inherently threaten NATO. Instead, the primary concern lies in Europe’s limited military capabilities and continued reliance on U.S. support. This paper explores how EU-led operations, focused largely on crisis management, differ from NATO’s broader warfighting role. It highlights the importance of coordination, interoperability, and avoiding duplication between the two institutions. Stronger European defense capabilities, if aligned with NATO, can reinforce, rather than weaken, the alliance and contribute to more …

This thesis describes the significant events of the Civil Rights Movement from 1960 to 1965, examining the campaigns of Albany, Georgia in 1962, Birmingham, Alabama in 1963, and Selma, Alabama in 1965. In the wake of the freedom rides of 1960-61, Martin Luther King's Southern Christian Leadership Conference was looking for a way to dramatically reveal the racial injustice of the South. Stumbling into a campaign in Albany, SCLC found thr right method in the use of nonviolent direct action. While Albany was a failure, it was this campaign that led to the campaigns of Birmingham and Selma which led …

For the United States and other nations concerned with security in South and Central Asia, one of the most ominous trends has been the growing influence of Jihadist groups in Pakistan which feel obligated to wage holy war against everything that they perceive as non-Islamic. Their objective would be a Pakistani government similar to the Taliban regime in Afghanistan. The danger this would pose to regional stability and U.S. interests is clear. At the time of their publication, Joanna Baillie's dramas were considered to be works of genius in their sustained and powerful fixation on one of the several possible human passions. In their very focus on these intense emotions, however, the plays actually reified the dangers inherent in the extremes of human passion. In other words, by fixing her attention on the passions, Baillie revealed that the emotions she was supposedly focused on often masked other, even more powerful desires. Thus, in Orra fear is the result of the heroine's hatred of male dominance, while in De Monfort hatred is shown …

"Our Barbed Wire Ivory Tower": Republican And Irish Republican Army Prison Writing, 1973-1999, Lachlan E. Whalen

A critique of the notion that both prisons and prison literature are monolithic entities, this dissertation demonstrates the shaping power of individual historical moment and physical conditions of confinement upon the literary production of political incarceration in the North of Ireland. Though the writings of political prisoners like Gerry Adams, Roseleen Walsh, and Bobby Sands are separated only by a matter of a few years, the marked difference in their works is testament to the impact of place and individual prison regime upon each author. The material is approached in an eclectic fashion, with attention paid to the Hegelian dialectic …

This Article addresses the report by the Office of the Prosecutor (OTP) of the International Criminal Tribunal for the Former Yugoslavia (ICTY) concerning war crimes allegedly committed by the North Atlantic Treaty Organization (NATO) during the conduct of its war with Yugoslavia. International law regarding the conduct of war, or jus in bello, governs what are popularly thought of as “war crimes.” This body of law is currently in flux; while the OTP is not in any sense a rule-making body, its actions may give some guidance as to the direction that the development of this body of law will …
