Code Blue! Ambulance Manufacturing Specifications May Pre-Empt State Common Law Claims, Michael J. Denning Nov 2001

Code Blue! Ambulance Manufacturing Specifications May Pre-Empt State Common Law Claims, Michael J. Denning

Northern Illinois University Law Review

This comment seeks to apply contemporary pre-emption jurisprudence to the area of federal purchasing specifications. The piece first lays the foundation of pre-emption, and more specifically discusses its inception and maturation, and then provides an analysis of how courts should apply these principles today. Next, the piece introduces federal purchasing specifications, specifically the specification governing the government's acquisition of ambulances. The comment argues that because the specification was written to provide federal uniformity to the ambulance manufacturing field, any state claim seeking to hold a manufacturer to a higher standard than that written into the specification should be pre-empted through …

Dc Power-Bus Modeling And Design With A Mixed-Potential Integral-Equation Formulation And Circuit Extraction, Jun Fan, James L. Drewniak, Hao Shi, James L. Knighten

Electrical and Computer Engineering Faculty Research & Creative Works

Application of a circuit extraction approach based on a mixed-potential integral equation formulation (CEMPIE) for dc power-bus modeling in high-speed digital designs is detailed herein. Agreement with measurements demonstrates the effectiveness of the approach. Dielectric losses are included into the calculation of Green's functions, and thus, incorporated into the rigorous first principles formulation. A SPICE model is then extracted from the discretized integral equation. A quasistatic approximation is used for Green's functions to keep the extracted circuit elements frequency independent. Previous work has established a necessary meshing criterion in order to ensure accuracy for a given substrate thickness and dielectric …

Practicing Law In The Global Economy, Nancy L. Kaszak Nov 2001

Practicing Law In The Global Economy, Nancy L. Kaszak

Northern Illinois University Law Review

This essay is an edited version of a lecture given by Ms. Kaszak as part of the Francis X. Riley Lecture series at the Northern Illinois University College of Law. It begins by discussing the development of the global economy as resulting from technological developments, such as the personal computer, with the ability to connect globally via the internet, that combine with the relative ease of transporting goods and services across borders making the global economy a reality. It develops the global enterprise as the natural evolution of business in the redefined global economy. The piece then looks at the …

Chinese Information Warfare: A Phantom Menace Or Emerging Threat?, Toshi Yoshihara Mr. Nov 2001

Chinese Information Warfare: A Phantom Menace Or Emerging Threat?, Toshi Yoshihara Mr.

Books, Monographs & Collaborative Studies

The author explores what he perceives to be China s pursuit of information warfare (IW) as a method of fighting asymmetric warfare against the United States. He believes the Chinese are seeking ways to adapt IW to their own style of warfare. Paradoxically, he observes that the Chinese have not gleaned their intelligence through espionage, but through careful scrutiny of U.S. IW in practice. The author examines those aspects of IW--PSYOPS, Denial, and Deception--that China believes provides the greatest prospects for victory in a conflict. Not surprisingly, Sun Tzu is interwoven into this emerging theory. Targeting the enemy s nervous …

Design Of An Adaptive Classification Procedure For The Analysis Of High-Dimensional Data With Limited Training Samples, Qiong Zhang Jackson, David Landgrebe Nov 2001

Design Of An Adaptive Classification Procedure For The Analysis Of High-Dimensional Data With Limited Training Samples, Qiong Zhang Jackson, David Landgrebe

Department of Electrical and Computer Engineering Technical Reports

In a typical supervised classification procedure the availability of training samples has a fundamental effect on classifier performance. For a fixed number of training samples classifier performance is degraded as the number of dimensions (features) is increased. This phenomenon has a significant influence on the analysis of hyperspectral data sets where the ratio of training samples to dimensionality is small. Objectives of this research are to develop novel methods for mitigating the detrimental effects arising from this small ratio and to reduce the effort required by an analyst in terms of training sample selection. An iterative method is developed where …

Rapid Decisive Operations: An Assumptions-Based Critique, Antulio J. Echevarria Dr. Nov 2001

Rapid Decisive Operations: An Assumptions-Based Critique, Antulio J. Echevarria Dr.

Books, Monographs & Collaborative Studies

In support of the Joint community's efforts to develop a viable operational concept, the author argues that the Rapid Decisive Operations (RDO) concepts developers deserve high praise for attempting to link two relative properties--speed and decisiveness--but that the definition of RDO is at present incoherent and based on several deeply flawed assumptions. The author concludes that RDO creates dubious expectations and will likely fail to balance the strengths and weaknesses introduced by new technologies. He further recommends a method for identifying and addressing an operational concept s critical assumptions.

Department of Entomology: Faculty Publications

We agree with Obrycki et al. (2001) that a broad-based ecological approach for new pest management technologies is desirable, but we unanimously and strongly disagree with some of their assumptions and conclusions about Bt corn. Bt corn is corn that has been genetically engineered to produce insecticidal proteins from the bacterium Bacillus thuringiensis. Because Bt corn is important for effective and ecologically sound management of lepidopteran pests of corn,we provide here relevant data, some of which is new, to help clarify the issues raised by Obrycki et al. (2001). Obrycki et al. (2001), citing Barry and Darrah (1991), claim that …

Using Ssm Proxies To Provide Efficient Multiple-Source Multicast Delivery, Daniel Zappala, Aaron Fabbri Nov 2001

Using Ssm Proxies To Provide Efficient Multiple-Source Multicast Delivery, Daniel Zappala, Aaron Fabbri

Faculty Publications

We consider the possibility that single-source multicast (SSM) will become a universal multicast service, enabling large-scale distribution of content from a few well-known sources to a general audience. Operating under this assumption, we explore the problem of building the traditional IP model of any-source multicast on top of SSM. Toward this end, we design an SSM proxy service that allows any sender to efficiently deliver content to a multicast group. We demonstrate the performance improvements this service offers over standard SSM and describe extensions for access control, dynamic proxy discovery, and multicast proxy distribution.

Distributed Fault Tolerance In Optimal Interpolative Nets, Daniel J. Simon Nov 2001

Distributed Fault Tolerance In Optimal Interpolative Nets, Daniel J. Simon

Electrical and Computer Engineering Faculty Publications

The recursive training algorithm for the optimal interpolative (OI) classification network is extended to include distributed fault tolerance. The conventional OI Net learning algorithm leads to network weights that are nonoptimally distributed (in the sense of fault tolerance). Fault tolerance is becoming an increasingly important factor in hardware implementations of neural networks. But fault tolerance is often taken for granted in neural networks rather than being explicitly accounted for in the architecture or learning algorithm. In addition, when fault tolerance is considered, it is often accounted for using an unrealistic fault model (e.g., neurons that are stuck on or off …

The Role Of Small And Medium Enterprises In The Economy Of Slovakia, Jaroslav Kling Nov 2001

The Role Of Small And Medium Enterprises In The Economy Of Slovakia, Jaroslav Kling

Student Work

The aim of this paper is to analyze the role of small and medium enterprises in the economy of Slovakia. The changes of 1989 brought about the changes of society and economy as well. In the period of transformation of the Slovak economy, small and medium enterprises have been often considered to be a critical element of economic revival. The study answers to what extent this expectation has been met. Legal and institutional frameworks of the small and medium enterprises development are analyzed. Popular attitudes toward entrepreneurs, views and opinions of the key representatives of entrepreneurs and state representatives are …
